About this file

This document is a Supplemental Information Release for a 2025 Liquid Argon Supply Request for Information (RFI) from FFDG, addressing four key questions from potential suppliers. The RFI concerns liquid argon (LAr) supply for Cryostats 1-4, with the Department of Energy involved in project authorization. Key details include: no direct rail access to the delivery site, but rail access within 100 miles; contract options for Cryostats 3 and 4 that can be unilaterally exercised by FFDG within a negotiated timeframe; and strict purity specifications requiring liquid argon with no more than 10 ppm of nitrogen.

The upcoming Request for Proposal (RFP) package will include draft contract terms, anticipated to use Fermilab's General Terms and Conditions for Supplies at SURF, subject to final approval by FFDG's Office of General Counsel. Potential suppliers can propose exceptions to these terms in their submissions. At present, construction of Cryostats 3 and 4 has not been authorized by the Department of Energy, indicating this is an early-stage procurement process with potential for future expansion of the contract.

Supplemental Information Release #1

2025 Liquid Argon Supply RFI

Questions from RFI recipients have prompted FFDG to share additional general information regarding the subject RFI. Our responses are provided to all interested parties as follows:

Question No. 1: Is there or will there be rail access?

FFDG Response #1: There is no rail access to the delivery site. There is rail access within 100 miles of the delivery site. For reference, see Tiger Transfer (http://www.tigertransfer.com/) site as one possible location of rail deliveries to be coupled with short hauling via truck.

Question No. 2: Does the winning supplier for Cryostat #1 and #2 continue on with #3 & #4 or can we reevaluate after the first phase and do an extension for options #3 & #4?

FFDG Response #2: Our plan is for LAr quantities associated with Cryostats 3 and 4 to be contract options, which could be unilaterally exercised by FFDG within a defined timeframe that would be negotiated with the winning bidder. At this time, however, construction of cryostats 3 and 4 have not been authorized by the Department of Energy.

Question No. 3: What contract terms will be used? Can we request other terms?

FFDG Response #3: The contract terms, along with a draft subcontract, will be provided with the upcoming Request for Proposal package. It is anticipated that Fermilab’s General Terms and Conditions for Supplies at SURF will be utilized but this decision is subject to final approval by FFDG’s Office of General Counsel. Any exceptions to these terms may be stated in the offeror’s proposal as applicable.

Question No. 4: For the Argon spec, can you accept <15 ppm Nitrogen?

FFDG Response #4: 10ppm is really the limit and we would appreciate even less, but it depends on price. We cannot accept 15 ppm.
