About this file
This is a Request for Qualifications (RFQ) issued by the Allegany County Land Bank Corporation for inclusion on its Home Repair Program Approved Contractor List. The RFQ represents an open and continuous solicitation for qualified contractors to perform residential rehabilitation projects in New York. Anticipated work includes roofing, structural repairs, foundation repairs, electrical work, plumbing, heating and mechanical systems, windows and doors, exterior repairs, accessibility improvements, health and safety improvements, and general residential rehabilitation. The procurement follows a two-step process: Step 1 involves ACLBC review of contractor qualifications to establish an Approved Contractor List, and Step 2 involves project-specific competitive solicitation from qualified contractors when individual projects are ready for bidding. No specific response dates, due dates, site visits, or bidder conferences are identified in the RFQ, as the solicitation remains continuously open. Contractors should submit their Contractor Qualification Application and required documentation to ACLBC at 6087 State Route 19N, Suite 300, Belmont, NY 14813, via phone at (585) 268-7472 ext. 7, or via email at alleganycountylandbank@gmail.com.
Minimum qualifications require contractors to demonstrate appropriate experience and capacity for the requested work type, maintain general liability insurance of at least $1,000,000 with a $2 million umbrella policy, maintain required workers' compensation coverage, comply with applicable local requirements and codes, provide required insurance and qualification documentation, comply with Home Repair Program requirements, maintain EPA RRP certification where applicable for pre-1978 properties, and disclose actual, potential, or perceived conflicts of interest. No pricing terms or contract award amounts are specified in the RFQ. Placement on the Approved Contractor List does not guarantee work assignments or bids on every project. Property owners in the program may identify preferred contractors for consideration, though qualification does not guarantee selection. ACLBC may award projects to the lowest responsible bidder subject to applicable program and procurement requirements. Minority- and Women-Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs) are strongly encouraged to apply, and no incumbent contractors are identified for this opportunity.
