About this file

This document is a Lawncare Checklist and Evaluation of Service Tour form administered by the Department of Defense, Veterans and Emergency Management - Military Bureau. The checklist establishes performance standards and monitoring procedures for lawn care contractors providing grounds maintenance services at multiple state facilities, including JFHQ, RTI, Bangor East, Auburn, Brunswick, and NMRC. The contractor is required to maintain lawn areas between 3.5 and 5 inches in height under normal conditions, with specialized height requirements for filter beds, retention ponds, bio-retention cells, and pollination beds that range from 4 to 6 inches depending on facility type and season. Services include mowing, trimming, edging, debris removal, mulching, fence line maintenance, and weed control within flower beds and planting areas. Winter and spring cleanup tasks encompass removal of fallen trees, branches, and foreign debris, as well as lawn repairs. Work must be performed during normal state working hours of 7:30 a.m. to 4:00 p.m., excluding state and federal holidays, with a pre-agreed schedule provided to the facility.

The evaluation process requires minimum monthly performance tours by the Program Administrator or designee, with additional evaluations scheduled with three business days' notice. Poor performance is defined as four or more negative responses to yes/no questions or ratings of "Needs Improvement" across evaluated services, triggering a two-week correction period before potential contract termination with thirty days' notice. Three consecutive poor performance ratings result in automatic contract termination eligibility. Contractors have fifteen calendar days to appeal termination decisions to the Director of the Division of Procurement Services. Evaluation criteria include proper equipment maintenance, sharp mower blades, responsive communication within one business day, personnel vetting, and facility receipt of work schedules. All evaluation tour attendees must sign and date the completed form, which is submitted to Ken Merrifield at the Department of Facilities and Environment.
