About this file
This is a lawncare service evaluation checklist issued by the Department of Defense, Veterans and Emergency Management - Military Bureau. The document establishes performance standards and evaluation procedures for contractors providing lawn maintenance services at multiple military facilities, including JFHQ, RTI, Bangor East, Auburn, Brunswick, and NMRC. Services encompass mowing and trimming grass to specified heights (3.5 to 5 inches for general lawn areas, with specialized heights for filter beds, retention ponds, and other environmental features), debris removal, edging, mulching or bagging of clippings, weed control in planting beds, and seasonal cleanup tasks. Evaluations must be conducted monthly at minimum, with additional evaluations scheduled upon written notice with three business days advance notification. Contractors must perform work during standard department hours (7:30 a.m. to 4:00 p.m.), excluding state and federal holidays, and must provide a schedule of work to the facility. The contract term and renewal options are not specified in this evaluation document.
The performance evaluation framework establishes clear accountability standards, with contractors receiving ratings of Excellent, Good (Meets Expectations), Needs Improvement, or Not Applicable. Poor performance is documented when contractors receive four or more negative responses on yes/no questions or multiple Needs Improvement ratings during an evaluation tour. Contractors have two weeks to correct identified deficiencies; failure to do so may result in contract termination with thirty days notice. Three consecutive poor performance evaluations automatically trigger termination eligibility. Contractors have fifteen calendar days to appeal termination decisions to the Director of the Division of Procurement Services. Pricing terms, funding sources, and set-aside information are not detailed in this evaluation checklist document. Contractors must ensure all personnel are vetted and respond to communications within one business day.
