About this file
This guidance document outlines new air emission reduction requirements for lawn and garden equipment used by federal, state, and local government agencies in Colorado, effective June 1, 2025. The regulations prohibit the use of certain gasoline-powered push and handheld equipment during summer months (June 1 to August 31).
The requirements vary by agency type: state agencies cannot use equipment with engines smaller than 19kW (25 horsepower), while federal and local agencies within Colorado's ozone nonattainment area are restricted from using equipment under 7kW (10 horsepower). The policy affects all government entities and their contractors, with annual reporting requirements beginning June 1, 2026. Affected equipment includes aerators, brush cutters, chainsaws, dethatchers, generators, hedge trimmers, leaf blowers, push lawn mowers, pruners, rotary tillers, string trimmers, and edgers. Exemptions exist for emergency services, fire hazard reduction, riparian/forest/grassland management, and public safety purposes. Agencies must maintain compliance records for five years and submit detailed equipment inventories and usage documentation annually.
