About this file

This document describes the Law Enforcement Information Network (LEIN) security procedures for contractors working with the Michigan Department of Corrections (MDOC). The file outlines comprehensive background check and screening requirements for contractor and subcontractor staff who will provide services to or have access to offender records. Key requirements include: no active warrants or pending charges, restrictions on felony ex-offenders, mandatory LEIN Information Form completion at contract start and annually, and background checks through the Michigan State Police Internal Criminal History Access Tool (ICHAT).

The document specifies additional security protocols, including potential fingerprint card submissions, mandatory disclosure of staff relationships with offenders, and the requirement to complete an Offender Contact Exception Request (CAJ-202) when applicable. Contractors must maintain documentation of background checks and exception forms for audit purposes. There are no associated costs for LEIN processing, and MDOC reserves the right to approve or decline contractor staff based on their criminal justice system involvement. The procedures aim to ensure staff integrity and minimize potential risks when working with offender populations.
