About this file

This is a security requirements document from the Michigan Department of Corrections (MDOC) outlining mandatory procedures for contractors and subcontractors providing services to offenders within the state correctional system. The document establishes comprehensive vetting and compliance standards that must be met before contract staff can work with MDOC offenders, including prisoners, parolees, and probationers. All contractor and subcontractor personnel who provide direct services to offenders, handle offender records, or supervise staff performing these functions must complete security clearance processes at the contract start and annually thereafter throughout the contract term.

Security requirements include verification that no active police warrants or pending charges exist against assigned staff members and that felony ex-offenders are ineligible until discharged from all sentences, parole, and probation supervision. MDOC reserves discretionary approval authority over applicants with any criminal justice involvement based on circumstances. Contractor staff must complete the Law Enforcement Information Network (LEIN) Information Form and submit it to MDOC-PMCD-FOA-LEINS@michigan.gov for approval before beginning work, with no associated cost to the contractor. Subcontractors must clear background checks utilizing the Michigan State Police Internal Criminal History Access Tool (ICHAT) or equivalent municipal or federal tools, with documentation maintained for audit purposes. Contractor staff may be required to submit RI-8 Fingerprint Cards for fingerprint verification. Additionally, all contractor and subcontractor personnel must be verified and documented regarding any relationships or acquaintances with offenders receiving services, and those with such connections must complete the Offender Contact Exception Request (CAJ-202) form and submit it to the MDOC Program Manager.
