PART I – STATEMENT OF WORK
C.1.0 GENERAL SCOPE OF WORK
The Light Amphibious Warship (LAW) program is soliciting Concept Studies (CS)/Preliminary Design (PD) for the ship class. The CS/PD will be accomplished in a two phase approach. It is the intention of the Government to award multiple contracts pursuant to this solicitation for LAW Concept Studies. There will be a midpoint Design Maturity Assessment (DMA) of the contractor’s concept design, which is the output of the CS Phase. Following the DMA, the Government will determine if a PD option will be exercised for the offeror going forward, based on an assessment of the risk and capability of the design, and the available program funding. An award for CS (CLIN 0001) does not guarantee the option for PD (CLIN 0002) will be exercised.
The Contractor shall complete the CS/PD efforts required to support design maturity of a platform which meets the requirements in the Preliminary Circular of Requirements (Attachment J-1) and this contract. The effort required for the CS/PD of LAW is defined in the remainder of this contract.
Only the Procuring Contracting Officer (PCO) and Administrative Contracting Officer (ACO) have the authority for the U.S. Navy to authorize or change work and sign contract documents. No other personnel are authorized by their formal communications or by their course of conduct to commit the U.S. Navy to price changes, schedule changes, or to direct the contractor to perform different or additional work. The Contractor shall only execute tasking or requests for support under this contract when such direction comes from, or is agreed to by, the PCO or the ACO.
To perform the tasks associated with this contract, the contractor will require use of classified data up to the SECRET level. The contractor’s storage, transmittal and handling of classified data under this contract shall be in accordance with the Contract Security Classification Specification, DD Form 254 (Attachment J-4).
Business sensitive data such as financial reporting and shipyard capability information may be marked as “proprietary”, where such proprietary marking is justified by the Contractor and approved by the Government. Any proprietary or sensitive business data provided by the Contractor via a deliverable must be marked appropriately and will not be shared with other industry participants.
