Description This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

This solicitation is a Request For Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations Circular - FAC Number: 2024-03 Effective Date: 02/23/2024

The associated North American Industrial Classification System (NAICS) code for this procurement is 334513 Laser Measuring System with a small business size standard of 750 employees. This solicitation will result in one (1) contract. The contract will consist of a period of no longer than 6 months from contract award date.

Basis for Award: See Provision at FAR 52.212-2 below.

Submission of Questions: Any questions regarding this RFQ must be received by NOV 14, 2024 at 1300 hrs. (1:00 PM Central Standard Time (CST). Responses to questions are not considered changes to the RFQ as the only way the RFQ can be modified is through an amendment that will be issued. There will be no oral explanations, all updated information or Q&A’s will be documented. Upon receipt of questions, the Government will provide answers to all questions and will be posted to sam.gov. Contractors will be notified if an extension is needed to respond to the questions submitted.

Submission Due Date: All offers shall be submitted by November 21, 2024 at 1500hrs (3:00 PM CST). All responses received within this time frame will be considered by the government. Responses shall be submitted electronically to travis.n.peterson2.civ@army.mil & robert.l.lamb10.civ@army.mil concerning this acquisition. Offeror must be registered in System for Award Management (SAM) prior to receiving an award. Refer to website https://www.sam.gov/portal/public/SAM/.

Purchase Description for Laser Measuring System

1.0 Scope. This PD is to define the specifications necessary to award a contract for a new Laser Measuring System for the Directorate for Maintenance in the Heavy Machine section, Bldg. 315. Contractor shall include delivery of new equipment, offloading and positioning of new equipment, planning and designing, fabrication, testing, installation, training, and commissioning necessary to furnish one Laser Measuring System. Government shall Provide unobstructed utilities hook-up within 20 feet of installation location. Contractor is required to have the adequate resources for the manufacture of a system, and upon completion, shall be installed in building 315 and made fully operational (Turnkey) prior to the Government’s acceptance.

2.0 Requirements.

Laser Measuring System ARM-0010-7FF Quantum S MAX 4.0m 7 axis or Equal

Quantum S Max, 4.0m 7-Axis includes: 6th generation Arm with Bluetooth and WLAN technology, calibration kit, mounting plate, 3mm and 6mm iProbes, USB cable, power supply, heavy-duty case, one (1) rechargeable battery and one (1) year factory warranty

3.1 Installation. Contractor shall offload, position, and ensure all equipment is operational and functions properly as stated in this Purchase Description.

3..1.1 Installation Schedule. The machine shall be installed and operational within 6 months from contract award. RRAD works a four day, ten hour workweek, Mon-Thurs, 0630-1700. Working Friday is not guaranteed, but will be taken into consideration. Contractor may request to work Friday with 48 hours prior notice to RRAD POC. RRAD will be closed on all Federal Holidays which are:

3.2 Period of Performance. The vendor shall furnish and install all equipment, accessories, tooling, and complete all training and technical requirements of this contract no later than 6 months from contract award date.

3.3 Final Acceptance Testing. A final acceptance test shall be performed. The test shall demonstrate the system’s ability to measure Multiple Launch Rocket System (MLRS) and Bradley hulls through every process without failures. The test shall consist of the operation of a total of 10 measurements, 5 measurements for MLRS hulls and 5 measurements for Bradley hulls, designed by RRAD personnel with no failures Test pieces will be furnished by government. In Accordance With (IAW) CDRL A0001

3.4 Training. The contractor shall provide one or more qualified representatives who are thoroughly familiar with all aspects of equipment, installation, calibration, maintenance, and operation, for the purpose of training facility personnel. Training shall consist of the basics in calibration, measuring, reporting, maintenance, and cleaning of the machine. Training shall consist of ten hours for system operation personnel (15 people). All printed training aids shall be supplied at no additional cost to the Government and shall be in English language. Training shall consist of verbal instruction and hands-on operations by a contractor representative. In Accordance With (IAW) CDRL A0002

3.4.1 Training Location. Training shall be performed at building 315, Red River Army Depot located at Texarkana, Texas 75507. Training shall commence after onsite testing and run off of the system. Training shall be provided for machine tending operators on system operations.

3.5 Manuals. The contractor shall provide three (3) hard copies and one electronic copy on CD/DVD of operations sequence, system program, Bill of Materials (BOM), wiring diagrams/schematics, maintenance manuals for contractor installed equipment including calibration information and procedures where applicable. In Accordance With (IAW) CDRL A0003

3.6 Government Furnished Material (GFM). The government will provide all necessary material to measure during startup and testing.

3.7 Extended Service Plan/Warranty. The machine furnished under this specification shall be guaranteed for a minimum of a one year warranty or OEM warranty, whichever is greater, during which time it shall be free from defective materials, design, and workmanship. Service plan shall include parts and labor for repair, annual cleaning and calibration, a loaner during calibration, and a loaner during all repairs. Upon receipt of notice from the Government of failure of any part of the laser measuring system during the warranty period, that parts shall be replaced within 10 business days with new parts at the expense of the contractor. The warranty is to begin upon final acceptance by the Government.

3.8 Preparation. Packaging, preservation, and packing for shipment to RRAD shall be the responsibility of the contractor. Any damage to materials, components, equipment, or other parts of the machine due to contamination, oxidation, shifting loads, or other circumstances during transportation shall be repaired or replaced by the contractor at the discretion of the Contracting Officer. All packaging and any shipping material shall be the responsibility of the contractor to remove from Depot.

RESPONSIBILITIES

Government Contractor

instrumentation necessary to perform the required tests.
Material and tooling required for the performance
testing at Government facility.

with manufacturer's instructions.
