About this file

This is an Emergency Purchase Extension Approval document from the State of Illinois Chief Procurement Office for General Services, involving the Illinois Department of Veterans Affairs (DVA) - LaSalle Division and JHC Acquisition, LLC d/b/a Omnicare of Northern Illinois. The document requests an extension of an emergency contract for pharmacy services at the Illinois Veterans' Home in LaSalle, a 190-bed, long-term skilled nursing facility. The current emergency contract provides complete pharmacy services, including a calendar cycle refill system operating 24/7, medication cart management, and pharmaceutical support. The extension period is from October 16, 2025, to January 13, 2026, with a contract value of $150,000, and aims to ensure continuous pharmaceutical services until a new competitive procurement can be finalized.

The emergency extension was necessitated by changes in the previous contract's BEP (Business Enterprise Program) goals, which were denied a waiver. The agency is actively developing a competitive procurement and expects to post the solicitation in approximately two weeks. The current vendor was selected as the low-price responsive bidder and has been delivering medications six days per week using their medication carts. Denial of the extension would pose a significant risk to veterans' health and safety, as the facility lacks an on-site pharmacy and relies entirely on external vendor support. The procurement office has documented unsuccessful attempts to engage alternative BEP vendors, and the extension is intended to maintain uninterrupted pharmaceutical services for the veterans.

1. Provide detail about the events that led the agency to conduct an emergency procurement:

Illinois Department of Veterans Affairs - LaSalle Home is currently in an emergency contract for pharmacy services. The agency had a contract in place and a vendor from the community brought to the agencies attention that the goal changed. The previous contract had to be canceled due to BEP goals were denied a waiver which is why it is now an emergency contract. The LaSalle Home does not have an On-Site Pharmacy and needs to contract out with a vendor to ensure continued Pharmaceutical operations at the Home. The current vendor was the low price responsive bidder on B-47044, JHC Acquisition, LLC/dba Omnicare of Northern Illinois. We continued with this vendor during the emergency as the home is all set up with working with them and using their med carts, they deliver 6 days a week to the home. This emergency extension contract will be canceled when the new competitively bid contract is in place.

2. What is the scope of work of the initial emergency contract? Please detail below:

The Illinois Veterans' Home at LaSalle is a 190 bed, long-term, skilled nursing facility serving veterans of the State of Illinois.

The contractor must be able to provide complete pharmacy services in accordance with applicable local, state, and federal laws and regulations. Services shall consist of a calendar cycle refills system that is provided twenty-four (24) hours per day, seven

(7) days per week, three hundred sixty-five (365) days per year and allows for refill on demand. Medication carts shall be provided by the contractor and shall have appropriate security locks and a narcotic lock box on each cart. The medication carts and related materials or components will be supplied, maintained and checked quarterly.

5. Does this emergency contract correct or eliminate the emergency condition?

Yes No Please detail:

6. Explain why the need cannot be met through a competitive procurement process.

Agency is working to get the needs met under the competitive procurement process. Agency has been reassessing the pricing model to make sure the model pricing is in the best interest of the state. We continued with this vendor during the emergency as the home is all set up with working with them and using their med carts, they deliver 6 days a week to the home. This emergency extension contract will be canceled when the new competitively bid contract is in place.

7. Is a competitive procurement in process to replace this emergency contract?

Yes No Status: in development

Agency has processed the Requisition and is finalizing the pricing model, our goal is to have this posted in approximately two weeks.

8. What is the effect of a denial of this extension request?

The Illinois Veterans Home - LaSalle does not have an on-site pharmacy. There is neither space or staff available for a pharmacy. The only way to procure the necessary pharmaceuticals and support is through an outside vendor. Without these services we cannot provide vital Prescription medication for our veterans. This would be a threat to our veterans health and safety.
