About this file
This is a scope of work document for a tower light replacement project in LaSalle, Illinois. The project involves replacing an old nonfunctioning light system on a 300-foot Rohn 80 guyed tower located at 2971 East 350th road. The scope includes removing the existing top beacon, side marker lights, control box, and wiring, and installing a new LED tower light kit that meets FAA specifications and avian flashing requirements. The new system must include daytime white flash LED/red night flash LED capabilities, with a top beacon and two midlevel beacons, operating on 120 volts AC with an external photocell for day/night switching. The system specifications reference FAA E2 dual L-864/L-865 standards, similar to the JJET E2 Avian Kit 21 light system or Dialight equivalent.
The contractor must meet state requirements for tower safety certifications and insurance. Labor rates must include prevailing basic wage rates, fringe benefits (health, welfare, pension), and all employer expenses including FICA, Workers' Compensation, Liability Insurance, Unemployment Insurance, and other city, state, or federal requirements. The new LED system must include alarm contacts and test modes with LED indicators on the light controller for diagnostics, with ISP responsible for connecting alarm wiring to the controller terminals. The system requires a NEMA 4X polycarbonate box with external remote photocell mounting and Form C contacts for power and lamp failure monitoring.
