Request for Information Summary

This is a Request for Information (RFI) issued by the Federal Bureau of Investigation's Finance and Facilities Division for market research purposes on comprehensive language services. The RFI is not a solicitation and will not result in contract awards. The FBI is evaluating the feasibility of establishing a Multiple-Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 12-month base period and four 12-month option periods. The anticipated NAICS code is 541930 (Translation and Interpretation Services), though respondents may recommend alternatives. Services must support domestic and international performance capability with flexible contract types at the task order level, including Firm-Fixed-Price, Time-and-Materials, Labor-Hour, or Hybrid structures.

The RFI encompasses six primary service categories: (1) Interpretation Services in all modalities including in-person, remote, simultaneous, consecutive, and classified support; (2) Translation Services including written documents, technical subjects, certified translations, and localization; (3) Language Access and Accommodation Services for Limited English Proficiency support and cultural advisory; (4) Technology-Enabled Language Services including machine translation and AI-assisted workflows; (5) Specialized and Mission-Specific Services including rare languages and field-deployable linguists; and (6) Performance Requirements addressing nationwide coverage, rapid response, quality assurance, credentialing, data security, and cybersecurity compliance. Capability Statements must be submitted by 4:00 p.m. Central Time on March 27, 2026, in two formats: a PDF capability statement (limited to 25 pages for technical approach) and an Excel template documenting language offerings across service categories. The Government seeks unlimited intellectual property rights and will not reimburse respondents for submission costs.
