About this file

Summary

This is an Invitation to Bid (ITB #26-21) issued by the Walton County Board of County Commissioners in Florida for landscaping maintenance services along U.S. Highway 98 from Mack Bayou Road to West County Highway 30A. The County seeks qualified contractors to provide routine landscape maintenance services for designated right-of-way areas, including grass mowing, ditch maintenance, string trimming, sidewalk edging, debris cleanup, litter removal, and vegetation control. The service area encompasses roadside grass, shoulders, drainage ditches, sidewalks, shared-use paths, and areas around signs and utility poles. Services are required twice monthly (once during the first week and once during the third week), with the contractor furnishing all labor, equipment, vehicles, fuel, materials, supervision, safety devices, and disposal services. The bid response deadline is August 20, 2026, at 2:00 pm, with a non-mandatory pre-bid conference scheduled for August 11, 2026, at 9:00 am. The contract term is two years from the date of complete execution, with the option for renewal for up to two additional one-year periods at the County's sole discretion. Bids must be submitted electronically via the County's e-Procurement Portal.

The bid schedule specifies 24 routine maintenance cycles per year as the base bid line item and additional off-cycle mowing and maintenance services available at unit prices to be submitted by bidders. Bidders must include all applicable taxes and fees in their pricing. Bid security of five percent of the total bid price is required, submitted as a certified bank check or bid bond. Award will be made to the lowest, most responsible and responsive bidder. The County reserves the right to reject any or all bids and may reduce the scope of services if the apparent low bid exceeds the County's available budget. An alternate bid item for median landscaped bed maintenance is included for pricing purposes only, allowing the County to add this service by future Work Order or Change Order at the unit price submitted. Contractors must demonstrate a minimum of three years of continuous experience in commercial or governmental landscape maintenance services and hold valid FDACS commercial pesticide applicator licenses if performing herbicide or pesticide applications. Local vendor preference applies in accordance with Walton County Purchasing Policies and Procedures (PP017).

If the Contract is to be awarded, it will be awarded to the Responsible and Responsive Bidder submitting the lowest bid whose evaluation indicates the award will be in the best interest of the County. The Notice of

Following completion of the inspection, the Project Manager may, within three (3) calendar days of the Contractor's completion of the applicable service cycle, notify the Contractor of any deficiencies, defective, or insufficient work requiring corrective action. Any deficiencies or work determined to be defective or insufficient will be remedied by the Contractor at no additional cost to the County within 24 hours unless the Project Manager or their designee authorizes a different corrective action period in writing.
