Section L - Instructions, Conditions and Notices to Bidders
1.0 INSTRUCTIONS FOR SUBMISSION OF QUOTES
1.1 General Information
All questions concerning this procurement, either technical or contractual, must be submitted via email. No direct discussion between the technical representative and prospective Offeror will be conducted. Questions shall be submitted to the following point of contact:

1.2 Submission Requirements
The Offeror shall submit its quote electronically to nicholas.sanginario@navy.mil.
1.3 Quote Format
(a) The quote shall be submitted in the English language. The narrative material in the quote shall be prepared in no smaller than 10-point font, single-spaced. In the event photo reduction is used for tables, charts, and drawings, its presentation must be clear and legible. No pictures or hyperlinks are allowed.
(b) Quotes and all attachments shall be readable by Microsoft Office or Adobe Acrobat.
2.0 PASS/FAIL FACTORS
2.1 Permit and Clearances
(a) The offeror shall provide proof that it possesses a Marine Mammal Protection Act Scientific Research Permit valid for the species of interest.
(b) The offeror shall provide proof that it is proposing personnel that possess ground access clearance for San Clemente Island.
3.0 TECHNICAL FACTORS
3.1 Technical Approach
The offeror shall provide a complete technical approach to performing the Statement of Work (SOW) tasking beyond simply restating the SOW requirements. The offeror’s technical approach shall demonstrate the offeror’s clear understanding of the scope and nature of the tasks and subtasks in the SOW, including specific details of how the work will be performed. This approach must cover all aspects of the SOW.
The estimated percentage of work performed under each SOW task during the course of performance is as follows:
SOW Task 4.1 Vessel Surveys = 50% SOW Task 4.2 Population analysis = 25% SOW Task 4.3 Sonar analysis = 25%
3.2 Personnel
(a) Labor Matrix
The offeror shall provide a complete labor matrix representing the full five (5) year level of effort that demonstrates an appropriate mix of personnel to accomplish all tasks/subtasks in the Statement of Work (SOW). The labor matrix shall correlate the labor categories with the corresponding hours to the SOW tasks. Below is the Government’s estimated labor mix for all SOW tasks/subtasks for the base year and all option years:

(1) Offerors may propose the estimated labor mix shown in the table above or deviate. If an offeror’s proposed labor mix differs from the Government’s estimate by fifteen percent (15%) or greater, in terms of either or both labor category and level of effort distribution, the offeror shall provide rationale to explain why the proposed deviation is appropriate. The rationale shall not exceed four
(4) pages. In order for the labor mix rationale to demonstrate the proposed deviating labor mix is appropriate, it shall address:
(i) How the proposed labor mix deviation in terms of level and area of expertise (e.g., proposed labor categories) is suitable for performance of the SOW tasking as it relates to the estimated level of effort per SOW task, and associated complexity identified in the SOW;
(ii) How relationships between labor categories will be structured and operate at the task level to accomplish the tasking efficiently and effectively (e.g., peer review process, senior to junior level oversight and interaction, etc.).
(2) Number of hours must be assigned to each Labor Category proposed.
4.0 PAST PERFORMANCE
In a separate attachment, provide information relative to past performance.
(a) The Offeror shall include with its proposal three (3) past performance references, if available, which reflect recent and relevant experience performed within the past three years that demonstrates the ability to handle the scope and breadth of the work. Include Department of Defense contracts in the information provided and discuss how the references you provide are relevant to the work being proposed. The Offeror must include the following information with each reference:

(b) Past performance information should not exceed two (2) pages per reference, for a total of six
(6) pages. These pages will not be counted against the proposal page count.
(c) The Government may use other information such as CPARS or other data available from Government sources to evaluate an Offeror’s past performance. The Government reserves the right to limit or expand the number of references it decides to contact, and contact references other than those provided by the Offeror.
5.0 PRICE
Pricing Table
(a) The Offeror shall submit a Firm Fixed Price (FFP) in performance of all SOW tasks that shall include fully burdened labor costs for the performance of this requirement. The offeror shall completely fill out and return the Pricing Table, below, as part of its price submission. The Offeror shall insert FFP “Unit Prices” for CLIN 0001 listed in the Pricing Table. This Price List will be used to place orders under CLIN 0001at the task order level.
CLIN 0001 - Services:
The individual unit pricing under CLIN 0001 will be established at the task order level for performance of the individual task order SOW tasks. The Government will issue a request for quote for the required services when needs are identified and the awardee will provide a quote using its proposed CLIN 0001 labor rates, which will be incorporated into the Section B pricing table of the basic contract. Other Direct Costs and rates submitted by the awardee in response to the request for quote will be evaluated for price reasonableness at the task order level.

Section M - Evaluation Factors
1.0 Pass/Fail Factors
1.1 Permit and Clearances
The Government will evaluate the offeror’s proof of all required permits and clearances.
2.0 Technical Factors
2.1 Technical Approach
The Government will evaluate proposals to assess each offeror’s approach to and understanding of the scope and nature of the tasks and subtasks in the SOW.
(a) Labor Matrix. In its evaluation of the proposed labor mix, the Government will consider the typical qualifications associated with the labor category selected, including level (i.e. I, II, III, IV), for each Person (see http://www.navsea.navy.mil/nuwc/newport/contracts/pages/LaborCategories.aspx); for any SCLS labor categories proposed which are not listed at the NUWC Division Newport Contracts Website, the Government will consider the functional duties detailed in the SCA Directory of Occupations (see http://www.dol.gov/whd/govcontracts/sca.htm).
(b) Mix of Personnel. The Government will evaluate the overall mix of personnel, including the explanation of how any deviating (more than [fifteen percent (15%)] from the Government’s estimate) mix of personnel correlates to the SOW, to determine how well the proposed team is suited to perform all aspects of the SOW.
3.0 Past Performance
The past performance evaluation assesses the degree of confidence the Government has in an offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance. The Government may consider past performance information contained in the Supplier Performance Risk System (SPRS) and the Federal Awardee Performance and Integrity Information System (FAPIIS). The Government may use other information such as the Contractor Performance Assessment Reporting System (CPARS) or other data available from Government sources to evaluate an Offeror’s past performance. The Government reserves the right to limit or expand the number of references it decides to contact, and to contact references other than those provided by the offeror. The Government may also contact all or some of each offeror’s customers to obtain past performance information.
4.0 Price
The Government may evaluate proposed prices by performing a price analysis in accordance with FAR parts 13 and 15.
