About this file
This document is a Labor Categories and Qualifications specification for federal task order N0017826R3103, detailing required personnel staffing levels and professional requirements for a Navy combat systems support contract.
The task order requires a total of 2,829,344 hours across a five-year period (Base Year plus four option years), distributed among 103 distinct labor categories. Annual staffing ranges from 491,232 hours in the Base Year to 616,896 hours in Option Years 3-4. Key Personnel categories marked as "Key" include 17 management and specialist positions (Program Manager, Deputy Program Manager, Systems Engineering Lead, various Aegis and SSDS operations managers and specialists) each requiring 1,904 hours annually (9,520 total). Non-Key Personnel categories span technical, maintenance, and administrative roles with varying hour allocations, including Computer Network Technicians (up to 15,232 hours annually), Test Directors (up to 26,656 hours), Electronics Technicians (up to 22,848 hours), and 80+ additional specialized categories. Qualification requirements for Key Personnel emphasize direct Aegis, Aegis BMD, and SSDS weapon system experience, typically requiring 5-12 years of demonstrated combat systems management experience, relevant degrees (Master's for Program Manager, Bachelor's for engineering roles), and documented proficiency in technical project management. Non-Key Personnel qualifications vary by discipline but generally require 2-10 years of relevant technical experience, with some positions allowing degree substitutions or professional certifications. The document specifies that proposed personnel must be qualified prior to charging labor costs, with written certification required for Non-Key personnel assignments.
