About this file

This document is a Louisiana Preference form for state and local procurement, specifically addressing preferences for products produced, manufactured, or assembled within Louisiana. The form is designed to provide bidders an opportunity to claim a ten percent price preference for Louisiana-based products, subject to specific conditions. Bidders can qualify for this preference if their products meet certain manufacturing, processing, or assembly criteria within Louisiana and if their workforce consists of at least 50% Louisiana residents.

The preference applies when Louisiana-produced items are equal in quality to other products and meet three key conditions: (1) the cost does not exceed non-Louisiana items by more than 10%, (2) the vendor agrees to sell at the lowest bid price, and (3) in cases of multiple Louisiana-based bids within 10% of the lowest bid, the lowest bidder can match the price. The document provides detailed definitions of "assembled," "manufactured," "processed," and "produced" to clarify the specific requirements for claiming the Louisiana product preference. Bidders must complete the form in its entirety and submit it prior to bid opening to be considered for the preference.
