About this file

This is a Tenant Space Configuration exhibit for a lease opportunity issued by the State of Illinois, Department of Children and Family Services (DCFS), for office space in Freeport. The document, prepared by Space Planner Alfie DeFrates on April 8, 2026, defines the minimum standards and spatial requirements for the tenant build-out of approximately 10,777 square feet of general office space. The requested space includes five primary personnel business units (Child Protection, Permanency, Licensing, Contracts, and Monitoring/Agency Performance, and Intact), common office areas, and specialty spaces. Personnel space totals 2,768 square feet and is designed to accommodate 37 employees across five medium cubicles, 27 medium cubicles, and 5 standard cubicles, with approximately 14 percent office space. The facility must provide a minimum of eight parking spaces, including one ADA-accessible space, with paved, lighted, and striped lots. The state prefers all occupiable space to be contiguous and above grade level, though multiple floors or non-contiguous spaces may be considered at the state's discretion if operational needs are met.

Common office space totals 2,811 square feet and includes a 750-square-foot large conference room, a 273-square-foot medium conference room, a 250-square-foot break room with kitchenette, reception area, and storage rooms. Specialty space totals 3,403 square feet and encompasses file rooms with Hirsch Access Control, a wiring closet with specific IT requirements, copy/mail room, visitation and interview rooms, child placement area with laundry facilities, observation room, janitor closets, employee and public restrooms, wellness room, and drinking fountains. An additional 1,796 square feet is designated for circulation, support, and flex space to accommodate mechanical, electrical, plumbing systems, data closets, and layout flexibility. All data infrastructure must comply with Department of Innovation and Technology (DoIT) requirements, including Category 5e or better cabling, TIA-569 standard rack placement, and specific clearance specifications. IT network closets are restricted to authorized personnel only due to HIPAA Section 164.310 and PCI-DSS security regulations.

5. Summary

All responses shall incorporate the standard defined below. Unless otherwise specifically noted herein, the [State and the] Using Agency prefers all occupiable tenant space be located within a contiguous space and above grade level, however [the State] the Using Agency may, in its sole discretion, may consider multiple floors or non-contiguous space(s) included in an offer if it is determined that the offer meets the client agency’s operational needs. Additionally, Building Program Standards (refer to link below) are defined to include exterior needs and provide a standard for performance and quality of materials required. All work defined and reasonably implied by programmatic information herein shall be incorporated into proposals for the initial tenant build-out.

Building Program Standards:

https://cms.illinois.gov/content/dam/soi/en/web/cms/agency/property/leasing/documents/buildingprogramstandards-after7-21.pdf

In the event a response is submitted for consideration of property where these Tenant Space Configurations may be reasonably met without complete demolition and re-construction of the space, but may require some interior upgrades and alterations, the Tenant Space Configurations shall represent performance and spatial guidelines. Evaluation of such response will require a review of the site and concurrence by the state on the extent to which the property reasonably meets the performance and spatial guidelines or will meet the guidelines based upon proposed improvements detailed in the response. Unless specific exceptions to the performance and spatial guidelines are acceptable to the state as may be offered, this Tenant Space Configuration document will serve as the definitive improvement exhibit to the lease without regard to the scope of work required to deliver the space in accordance with all standards and requests noted herein. Determinations of meeting the performance and spatial guidelines set forth herein shall be made solely at the state's discretion to favor the interest of the state.

All responses shall also provide a minimum of 8 parking spaces, contiguous with the building or a parking structure or surface lot(s) in close proximity to the proposed property, including 1 ADA-accessible spaces on an accessible route to the main building entrance. Except for reasonable accomodation, parking provided is for Using Agency clients and state-owned vehicles only.

The parking lot(s) designated for the proposed building must be completely paved by asphaltic cement, concrete or approved equal, and shall be lighted and striped. Paving is to be done in a manner that will provide efficient drainage.

Lighting shall provide at least minimum illumination of the parking area, building access routes and entrances.

Data wiring and racks shall be installed in accordance with the Department of Innovation and Technology (DoIT) requirements. Rack placement shall confirm to TIA-569 standard. Rack clearances shall be 7" minimum from walls at sides, rear clearance shall be minimum of 24" from walls (36" clearance preferred), front clearance shall be 36" minimum (48" clearance preferred). All data wiring is to be of Category 5e, Category 6 or better cabling and installed within IEEE and manufacturer specifications. Minimum 2 data wiring runs from wiring closets to each station jack. All connections are to be terminated in numerical sequence starting with "1". No gaps in numbering shall be allowed. For each wiring closet, all jacks shall be numbered consecutively with no breaks in numbering and labeled on. There shall never be more than one connection terminated in a wiring closet with the same number. Enough service loop shall be available to move panels anywhere within a rack. Data port locations shall be provided throughout selected leased space for wireless access point equipment provided by the Illinois Department of Innovation and Technology (DoIT). DoIT shall conduct a wifi study and provide locations once site is selected.

Due to data security regulations (i.e., HIPAA Section 164.310, PCI-DSS 9.1, etc.) requiring facility access controls and limiting physical access to network hardware, only authorized personnel shall have access to DoIT network closets. These closets shall be used for information technology purposes only. Sharing these spaces with outside entities or storage of customer items in these areas is prohibited.
