GENERAL INFORMATION AND REQUIREMENTS
Road Beaver Culverts 01009 - 1
SECTION 01009
PART 1: GENERAL
1.1 SUMMARY:
A. Description of Work: Furnishing all labor, equipment, supplies, and materials to install 3 new corrugated steel culverts. All work shall be according to the attached specifications and drawings.
B. Location: Work under this Contract is located in Gunnison County, as shown on the Title Sheet and Vicinity Map.
1.2 REFERENCES:
A. Referenced Specifications/Standards with Abbreviations and/or Acronyms:
Wherever acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented.
Copies of the referenced specifications/standards referred to herein may be procured by the Contractor.
1.3 DEFINITIONS:
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.4 SUBMITTALS:
A. Scope: Submittals include design computations, manufacturers' literature and samples.
B. Requirements: Refer to specifications for submittals required. Allow at least 10 working days for review. Submittals shall be delivered to the BLM, Engineering Field Office, 2815 "H" Road, Grand Junction, CO 81506, Attention: Gordon Gardunio.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.
5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
1.5 CERTIFICATES OF CONFORMANCE:
A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance.
Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format: The form of the Certificate of Conformance provided by the supplier shall be as follows:
1. The certificate shall state that the named product conforms to the
Contract requirements.
2. The certificate shall either be accompanied with a certified copy of the test results, or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3. The certificate shall provide the name and address of the manufacturer, the testing agency and the date of tests.
4. The certificate shall set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.
1.6 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
1.7 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.

B. Storage: The Contractor shall provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage.
1.8 PROJECT/SITE CONDITIONS:
A. Access to the Work: Access to the work shall be provided by the BLM, during normal working hours, 07:00 a.m. to 5:00 p.m., Monday thru Friday. No work will be allowed on the weekends without written approval from the Government.
B. Environmental Considerations: The work described in this Contract shall be conducted adjacent to critical wildlife and fishing habitat. The Contractor shall, to the extent feasible, preserve plant life and other natural features within the work site. Use extreme caution to protect the work areas from fuel spills, oil leaks, etc. The Contracting Officer will closely monitor all aspects of the work. Any item that is deemed detrimental to the surrounding areas will be identified in writing and receive immediate attention from the Contractor. The Contractor shall, to the extent feasible, keep the overall worksite clean and clutter free. Clean-up litter and discarded material generated by the construction and dispose of at an approved sanitary landfill or other location and manner approved by the Contracting Officer.
C. Incidental Operations: Land administered by the Government may be used by the Contractor for incidental operations such as materials storage, project office, equipment parking and camping. These areas shall be approved in advance by the Contracting Officer. Environmental considerations of the preceding paragraphs will apply.
1.9 SEQUENCING AND SCHEDULING:
A. Work Schedule: The work schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days.
PART 2: PRODUCTS
(There are no applicable requirements.)
PART 3: EXECUTION
3.1 MOBILIZATION AND DEMOBILIZATION:
A. Summary: All preparatory costs, work and operations, including those necessary for the movement of personnel, equipment, supplies and incidentals to and from the project site. Progress payments will be made as follows:
1. Mobilization: When 10% of the total original Contract amount is earned from other Bid Items, 50% of the bid amount for Mobilization and Demobilization will be paid.

2. Demobilization: Upon final inspection and acceptance by the Contracting
Officer, the final 50% of the bid amount for Mobilization/Demobilization will be paid.
3.2 PROJECT MEETINGS:
A. Pre-Work Conference:
1. A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place.
The purpose will be to review the required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.
2. The Contractor shall be prepared to summarize and explain procedures planned for the project and submittals requested in the specifications.
B. Progress Meetings:

PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: Mobilization and demobilization shall be paid on a lump sum basis. No direct payment for the other work described under this section will be made.
The Contractor shall include consideration for these items in the bid price for other items within the Contract.
4.2 BASIS OF PAYMENT:
A. Payment: Prices and payment will be full compensation for all the work described in this section. Payment will be made under:

TRAFFIC REGULATION

SECTION CO-952-01570
1.1 SUMMARY:
A. Section Includes: Requirements to maintain public traffic convenience and safety during construction.
B. Work Areas: The primary concerns for traffic regulation are the areas immediately adjacent to the individual worksites. The Contractor shall insure compliance with all state or local requirements. Overall public safety shall not be compromised.
1.2 REFERENCES:

1.3 SUBMITTALS:
A. General: Submittals shall be according to Section 01009 - General Information and Requirements.
B. Traffic Control Plan: Submit 2 copies of a drawing showing the location of traffic control devices to be used and a narrative for each worksite.
Approval of the traffic control plan by the Contracting Officer is required prior to installing traffic control devices and the beginning of any portion of the work.
2.1 MATERIALS:
A. Signs: Shall have reflectorized sheeting, and meet the standards of the current Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) for colors, sizes, and shapes.
B. Cones: Cones shall be a minimum of 18 inches high and shall be orange colored and highly visible both in daylight and darkness. For nighttime use, they shall be reflectorized or equipped with lighting devices for maximum visibility. Reflectorized material shall have a smooth, sealed outer surface which will display the same approximate color day and night. Cones shall be capable of remaining upright during normal traffic flow and wind conditions in the area where they are to be used.

3.1 PUBLIC CONVENIENCE:
A. Requirements:
1. The Contractor will be allowed to restrict all non-construction vehicle traffic from entering into the work areas as shown on the drawings.
Contractor furnished signs and cones shall clearly delineate closure areas.
2. No detours shall be constructed. The Contractor shall utilize existing road turnouts and topography to direct public access away from the work areas.
3.2 PUBLIC SAFETY:
A. Requirements:
1. The Contractor shall ensure the safety of the general public along roadways adjacent to the designated work areas.
2. Appropriate traffic control signs and devices shall be erected prior to use of the roadway or area and promptly removed when no longer required.
When signs and barricades do not provide adequate protection, or when required by the Contracting Officer, the Contractor shall provide flagmen or other appropriate traffic controls.
3. Work shall be scheduled, so that windrows of dirt, open trenches, dirt piles, or other similar or related traffic hazards are eliminated prior to sunset.
B. Signs:
1. The Contractor shall erect warning signs in advance of places on the project where operations may interfere with the use of the road and at intermediate points where new work crosses or coincides with an existing road. Such signs shall be utilized only during the period of the hazard.
When the hazard no longer exists, warning signs, except those necessary for the safety of the public, shall be removed, or shall be covered so that the entire sign panel is not visible.
2. Signs shall be placed in positions where they convey their messages most effectively. Locations shall meet the requirements of MUTCD.
C. Other Traffic Controls: Cones shall be used, as required, as channelization devices to prevent vehicular travel in areas that are a hazard to the public or would be a danger to workers and equipment.
D. Maintenance of Traffic Control Devices: Signs and other devices shall be kept clean and readable. During periods when no work is being done, daily inspection and necessary repairs shall be made to signs and other devices.

A. Units: The work described in this section will not be measured for payment.
A. Payment: No direct payment for the work described under this section will be made. The Contractor shall include consideration for this item in the bid price for other items of the Contract.
EQUIPMENT RENTAL WITH OPERATORS

SECTION 02001
1.1 SUMMARY:
A. Section Includes: Furnishing of equipment with operator on an hourly basis. Equipment shall be used at the worksites for work which is within the scope of the Contract, but not included as a part of the requirements described elsewhere in the Contract. Type of work includes grading, shaping and re-contouring inlets and outlets of the new culverts.

1.3 SUBMITTALS:
A. Requirements: The Contractor shall submit the model number, age, net horsepower, and serial number of the equipment to be used to the Contracting Officer at the Prework Conference. Submittals shall be in accordance with Section 01009 – General Information and Requirements.
2.1 EQUIPMENT:
A. General Requirements: Equipment rented under this section shall be furnished on a fully operable basis, with qualified operator. The equipment shall have sufficient horsepower to complete the work within the prescribed time using appropriate attachments.
B. Equipment:
Backhoe/Loader: The rubber tired backhoe/loader shall have a minimum 12-inch wide backhoe bucket and a minimum ½-yd3 loader bucket.
C. Spark Arresters: Shall meet the requirements of the U.S. Forest Service
Spark Arrester Guide May 1985.

D. Net Horsepower: Manufacturer's certified net horsepower at flywheel and at rated governed RPM of fully equipped engine at SAE standard ambient temperature and barometric conditions according to SAE J 1349.
3.1 ORDERING CONDITIONS:
A. Work Orders: No work shall be done under this section until a written order is received from the Contracting Officer. A request for an order after unauthorized work has been performed will be denied. Work shall be accomplished during periods of time when the Contracting Officer is onsite.
B. Moving of Equipment: The initial cost of moving equipment to and from the project area will not be measured for payment. The cost of equipment standby time or moving equipment between project sites will not be measured for payment.
3.2 GRADING AND SHAPING
A. Site Grading: Use of the backhoe/loader to grade and shape all worksites upon completion of culvert installation requirements. Grade and shape as directed by the Contracting Officer to maintain existing grades and contours of the site. Smooth and blend any earthworks into surrounding topography. Fill all voids and provide adequate drainage into and out of the new culvert installations
A. General: The Contracting Officer will maintain records of the hours of work accomplished on a form provided by the Government. The number of unit hours to be paid for will be determined by the Contracting Officer after comparison of records by the Contractor and the Contracting Officer at the end of each day the work is performed. The hourly recording form shall be signed at the end of each day by the Contractor and the

1.1 SUMMARY:
A. Section Includes: Excavating, backfilling, and compacting for the various structures and graded areas as shown on the drawings.

1.2 DEFINITIONS:
A. Unclassified Excavation: Shall consist of the material excavated and its placement regardless of its nature.
1.3 QUALITY ASSURANCE:
A. Failure Criteria: Not limited to the following:
1. Settlement of backfill which would allow moisture to pond.
1.4 PROJECT/SITE CONDITIONS:
A. Borrow Sources: Borrow sources on Government land are shown on the drawings.
B. Environmental Conditions:
1. Areas that have become saturated with oil or gasoline shall be excavated to a depth of 12 inches beyond the contaminated material and backfilled with approved material. Contaminated material shall be properly disposed offsite at an approved sanitary landfill. The Contractor shall assume all associated costs for transportation and disposal of contaminated materials.
2. Hand shovel or rake, as necessary, to remove excess material in areas inaccessible to construction equipment and grade to produce a well-drained surface.
C. Removal of Water: The Contractor shall provide and maintain, at all times during construction, ample means and devices with which to promptly remove and properly dispose of all water entering the excavations or other parts of the work without damage to adjacent property. All excavations shall be kept free from standing water. Any damage caused by water in the excavations shall be repaired by the Contractor at the Contractor’s expense.

2.1 MATERIALS:
A. General: Material excavated shall be unclassified. Embankment material shall be approved before use.
B. Material from excavations shall be used for embankment unless it contains ice or frozen earth, debris or earth with high moisture content. Materials removed in clearing and grubbing shall not be used for embankment.
C. Borrow Material: The Contractor may obtain borrow material from the designated site, as shown on the drawings and as directed by the Contracting Officer.
3.1 PREPARATION:
A. Clearing and Grubbing: Each culvert site and borrow source has dense vegetation within the work area. The Contractor shall only remove vegetation that is directly in line or within the placement areas of the new culverts.
Minimal disturbance to existing vegetation will be required outside of the actual culvert alignments. Clearing and grubbing shall be directed by the Contracting Officer. Any cleared materials shall be stockpiled throughout the project area and reused to revegetate and stabilize new slopes.
B. Dewatering: All work shall be executed under dewatered conditions. The
Contractor shall be prepared to pump inflow water by using natural drainage ways near the site. Pumping will be maintained until backfill reaches the top of the culvert.
3.2 INSTALLATION:
A. Excavation: Perform excavation to the lines, grades, and elevations indicated to allow for safety, placing of materials and inspection. Provide proper depth with allowance made for bedding or backfill, as shown on the drawings.
When frost action occurs, remove frozen soil and replace with approved soil compacted according to the requirements for bedding.
B. Embankment: Embankment will be permitted only after all inspections have been performed and the required work to be covered has been approved by the Contracting Officer. If backfill is placed prior to inspection, backfill shall be removed to allow complete access and inspection at no additional cost to the Government. Backfill shall be of uniform select material. Rocks over 2 inches maximum diameter shall not be placed within 12 inches of any structure. Place and compact backfill adjacent to structures in such a manner as to prevent wedging action or eccentric loading upon or against the structures. Backfill shall be placed in layers not exceeding 6 inches, loose depth. A minimum of three passes per lift, full width of excavation, shall be required by a vibratory, mechanical compactor, at a moisture content suitable for such density. Thoroughly compact until a uniform density is attained.
Testing will not be required.

C. Excess Material: Excavated materials which are unsuitable for, or are in excess of the requirements for backfill as determined by the Contracting Officer, shall be deposited as waste at a location in the immediate vicinity as directed by the Contracting Officer. Material generated from clearing and grubbing operations shall be evenly distributed on newly constructed cut and fill slopes. Materials shall be spread to a depth not greater than 6 inches.
D. Estimated Quantities: The following estimated cubic yard quantities were generated during the site design process. This material will be obtained from the designated borrow sites.

1.3 SUBMITTALS:
A. General: Submittals shall be according to Section 01009 - General
Information and Requirements.
B. Certificates of Conformance: Submit 2 copies of written certification from the culvert fabrication company for the Contractor-furnished culverts to be used on this project, that they conform to the requirements of this specification section.
1.4 QUALITY ASSURANCE:
A. Failure Criteria: Not limited to the following:
1. Deformed, broken, or chipped culvert pipe
1.5 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: Culverts shall not be dragged, dropped, or otherwise mishandled.
1.6 SEQUENCING AND SCHEDULING:
A. Culvert Sizing: Refer to the drawings for exact culvert sizes and lengths.
PART 2: PRODUCTS
2.1 MATERIALS:
A. Corrugated Galvanized Arch Pipe and Couplings: Shall meet the requirements of AASHTO M 36, Type II, or approved equal. The arch pipes shall have a 24” Rise x 35” span. Corrugated steel shall be 2-2/3” pitch x ½” depth x .064” (16 ga.) thickness.

3.1 PREPARATION:
A. Excavation: Perform excavation according to Section CO-952-02224 -
Excavating, Backfilling and Compaction for Structures.
3.2 INSTALLATION:
A. Laying Culvert: Begin at downstream end of culvert line. Lower segment shall be in contact with the excavated grade line for entire length of the culvert.
B. Joining Culverts: Use the manufacturer's recommended method of joining culvert sections, insuring that the ends are fully entered and inner surfaces are flush and even. No backfill shall be placed prior to approval of the Contracting Officer. Damaged culverts shall be removed and replaced at Contractor's expense.
C. Backfill: Place and compact backfill as specified in Section 02224 -
Excavating, Backfilling and Compaction for Structures.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: Culvert will be measured and paid for by the linear foot, measured in place along the invert of the new culvert. No separate measurement or payment will be made for joining culvert sections. The Contractor shall include the cost of these items into the unit cost per linear foot of each pipe size, as shown below.
