SECTION 01009 - GENERAL INFORMATION AND REQUIREMENTS
PART 1: GENERAL
1.01 SUMMARY:
A. Description of Work: Furnishing labor, equipment, supplies, and materials, to construct +/-
900 lf of wooden boardwalk/viewing platforms and +/- 78 lf of concrete walkway including the demolition of the existing boardwalk/viewing platform and concrete walkway.
B. Location: Work under this Contract is located at the Cosumnes River Preserve, Visitor
Center, at 13501 Franklin Blvd., Galt, CA. The actual location of the work is across the street and adjacent to the Lost Slough Parking Lot in the wildlife ponds.
1.02 REFERENCES:

1.03 DEFINITIONS:
Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations
Boardwalk Reconstruction 01009 Amended-4 shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.04 SUBMITTALS:
A. Scope: Submittals include design computations, shop drawings, manufacturers’ literature, as-built drawings, maintenance manuals, and samples.
B. Requirements: Refer to the specifications for submittals required. Allow at least 10 working days for review. Submittals shall be delivered to the Contracting Officer’s Representative
(COR).
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or resubmittal.
5. Each item shall clearly note the manufacturer=s name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
D. Minimum Required Submittals: The following list does not limit the Government from requiring the Contractor to provide submittals for other items related to work in this
Contract.

1.05 CERTIFICATES OF CONFORMANCE:
A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not. Refer to the specifications for certificates required. Allow at least
10 working days for review. Certificates shall be delivered to the Contracting Officer’s
Technical Representative (COTR).
B. Format: The form of the Certificate of Conformance provided by the supplier shall be as follows:
1. The certificate shall state that the named product conforms to the Contract requirements.
2. The certificate shall either be accompanied with a certified copy of the test results, or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3. The certificate shall provide the name and address of the manufacturer, the testing agency and the date of tests.
4. The certificate shall set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.
C. Minimum Required Certificates of Conformance: The following list does not limit the
Government from requiring the Contractor to provide certificates of conformance for other items related to work in this Contract.

1.06 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.
D. Equipment: Prior to ordering equipment, verify dimensions, functions, and electrical service requirements of equipment proposed for use. Be certain that the equipment is compatible with the structural and architectural features of the work, avoids conflicts with equipment of other crafts, and that it will fit in the space provided.
E. Construction Equipment: Prior to arriving on site, all equipment used on this project for the purpose of excavating, hauling, compacting, or delivering material of any kind or distributing water shall be clean of dirt and debris that may harbor noxious weed seed. This same equipment shall be cleaned on site at a location designated by the Contracting Officer before leaving the site.
1.07 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated. The containers shall bear the referenced specification number, type and class as applicable.
B. Storage: The Contractor shall provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects

1.08 PROJECT/SITE CONDITIONS:
A. Access to the Work: Access is from Sacramento, CA traveling south via Interstate 5 approximately 22 miles to Twin Cities Road. Travel east on Twin Cities Road approximately 1.5 miles to Franklin Blvd. Travel south on Franklin Blvd. approximately 1.5 miles to the Cosumnes River Preserve Visitor Center.
B. Environmental Considerations:
1. General: No hazardous materials shall be stored or disposed of on-site. Fuel, oil, grease shall not be stored on-site. The contractor shall utilize off-site facilities for fueling, storage, and maintenance whenever possible. The Contractor shall train employees and sub-contractors in proper fueling and cleanup procedures.
2. Fuel Transfer and Equipment Maintenance/Storage: With prior Contracting Officer’s approval, the Contractor may designate an on-site fueling and equipment maintenance/storage location. The fueling and equipment maintenance/storage location shall be located away from drainage courses to prevent the run-on of storm water and the runoff of spills. The Contractor shall use secondary containment, such as a drain pan or drop cloth, when fueling and maintaining equipment.
3. Spills: The Contractor shall prevent or reduce the discharge of pollutants to the environment by reducing the chance of spills through safe operating practices, maintaining equipment, stopping the source of spills, containing and cleaning up spills, properly disposing of spill materials, and training employees. In the event of a spill, the Contractor shall excavate the impacted areas to a depth of 12-inches beyond the contaminated materials and backfill with approved material. The excavated contaminated material shall then be disposed of at a certified hazardous waste facility.
4. Snake Training: Based upon the performance period of the project, the Cosumnes
River Preserve Staff shall make the determination as to whether or not training regarding the endangered Giant Garter Snake will be given to all personnel associated with the project. The training covers snake identification and logistical operations regarding the use of equipment and storage of materials within the limits of the wetlands ponds. If it is determined that training is required, it will be given on the first day that the contractor and contractor personnel arrive on site to work and it takes approximately 2 hours to complete.
C. Archaeological and Paleontological Resources: Should any archaeological resources, Paleontological resources, or human skeletal remains be discovered during construction activities, the Contractor shall stop construction activities immediately and notify the
Contracting Officer. The Contracting Officer will issue a stop work order to allow a qualified Bureau of Land Management representative to determine if recovery of these resources is required. Construction activities shall not continue until the Contractor has
Boardwalk Reconstruction 01009 Amended-8 received a notice to proceed from the Contracting Officer.
D. Vandalism: Contractor is responsible for the protection of his equipment as well as project materials.
E. Sanitation: Contractor may use existing sanitary facilities located at the Lost Slough Parking
Lot or provide/maintain portable sanitary facilities sufficient for crew and contract administration personnel.
1.09 SEQUENCING AND SCHEDULING:
Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates of each phase of the contract shall be shown in the work schedule. Contractor shall choose to work (4) ten-hour days, Monday through Thursday, or (5) eight-hour days, Monday through Friday, and shall so indicate on the work schedule.
PART 2: PRODUCTS
(There are no applicable requirements.)
PART 3: EXECUTION
3.01 PROJECT MEETINGS:
A. Pre-Work Conference:
1. A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.
3. The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
B. Progress Meetings:
1. Meetings shall be held at the project site, or as determined by the Contracting Officer
2. Meetings may be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include an agenda.

C. Final Inspection:
1. Meeting shall be held at the project site, or as determined by the Contracting Officer.
2. The Contractor shall notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection.
3. The Contractor shall require the superintendent to be present during this inspection.
3.02 PREPARATION:
A. Work Limits and Control Points: Will be staked and established by the Contracting Officer.
3.03 DISPOSAL OF DEBRIS:
Requirements: The Contractor shall be responsible for disposal of debris materials in a legal manner and for payment of any disposal fees required. The Contractor shall comply with all applicable federal, state, and local regulations, laws, and ordinances concerning removal, handling, and protection against exposure or environmental pollution.
3.04 SALVAGEABLE ITEMS:
Requirements: Salvageable items shall become the property of the Contractor. Items which have become the property of the Contractor shall be removed from the work site. However, sales of salvage items may not be conducted on the site. Government property shall be left on the site at locations designated by the Contracting Officer. Materials not to be salvaged shall be removed from the work site by the Contractor at the Contractor’s expense. The
Contractor shall be responsible for transportation and disposal of all materials in a legal manner and for the payment of any fees required.
3.05 WARRANTY:
Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties the Contractor gives to any customer for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit any rights afforded to the Government by any other clause of this Contract. With respect to all warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the Contractor shall:
1. Obtain all warranties that would be given in normal commercial practices.
2. Require all warranties to be executed, in writing, for the benefit of the Government
3. Submit all warranties to the Contracting Officer prior to the final inspection.
PART 4: MEASUREMENT AND PAYMENT

4.01 METHOD OF MEASUREMENT
A. Units: The work described in this section will be measured and paid for on a lump sum basis.
B. Value Schedule: For the purpose of determining the monetary value of work executed up to the point of progress payments under a lump sum basis, the contractor shall prepare a Schedule of
Values for major items of work under this contract. A Schedule of Values has been included in the contract as an example and may be used by the contractor. Contractor may submit for approval a Schedule of Values that includes fewer, more or a different list of major items.
4.02 BASIS OF PAYMENT
A. Payment: Prices and payment will be full compensation for the work not described in other sections of the contract. Payment will be made under:

02/15 TESTING LABORATORY SERVICES

SECTION 01458 - TESTING LABORATORY SERVICES
1.01 SUMMARY
A. Section Includes: Requirements for the Contractor to engage a qualified, independent testing laboratory to conduct specific tests where the Contractor is required to do so in this contract.
1.02 SUBMITTALS
A. Test Reports: The Contractor shall provide 3 copies of test reports to the Contracting Officer.
Reports shall include testing facility name, address, telephone number, and names of full-time responsible officers.
1.03 QUALITY ASSURANCE
A. Approval of Laboratory: The qualified, independent testing laboratory, which will be conducting the specific tests required in this contract, must have authority or be licensed to operate in the State in which the project is located. The testing laboratory shall be approved by the Contracting Officer prior to the Contractor beginning work.
B. Responsibilities of Laboratory:
1. Test samples of mixes submitted by the Contractor.
2. Provide qualified personnel at project site. Cooperate with the Contracting Officer and Contractor in performance of services.
3. Perform specified sampling and testing of products and materials in accordance with specified standards.
4. Ascertain compliance of materials and mixes with requirements of specifications.
5. Promptly notify the Contracting Officer and Contractor of observed irregularities or non-conformance of work, products, or materials.
6. Perform additional tests required by the Contracting Officer.
7. Attend preconstruction meetings and progress meetings.
C. Limitations on Laboratory:
1. Laboratory may not release, revoke, alter, or enlarge on requirements of specifications.
2. Laboratory may not approve or accept partial portions of the work.
3. Laboratory may not assume duties of the Contractor unless approved in writing by the
Contracting Officer.

1.04 SEQUENCING AND SCHEDULING
A. Establishing Testing Schedule:
1. By advance discussion with the testing laboratory, determine the time required for the laboratory to perform its test and to issue its findings.
2. Provide required time within the construction schedule.
B. Revising Testing Schedule: When construction schedule changes are necessary during construction, coordinate such changes with the testing laboratory as required.
A. Reports: Shall include:
1. Date issued.
2. Project title and number.
3. Name of inspector.
4. Date and time of sampling or inspection.
5. Identification of product and specification sections.
6. Location in the project.
7. Type of inspection or test.
8. Date of test.
9. Results of tests.
10. Conformance with contract documents.
B. Interpretation: When requested by the Contracting Officer, provide interpretation of test results.
3.01 FIELD QUALITY CONTROL
A. Contractor Requirements: See paragraphs 3.01 B & C below for specific testing requirements. When applicable, the Contractor shall:
1. Deliver to agency or laboratory at designated location, adequate samples of materials that require testing, along with proposed mix designs.
2. Cooperate with laboratory personnel, and provide access to the work.
3. Provide incidental labor and facilities:
a. To obtain, handle, and label or identify samples at the site or at source of products and materials to be tested.
b. To facilitate tests.

c. To provide storage and curing of test samples.
4. Ensure samples are taken by qualified testing personnel.
5. Coordinate the laboratory test frequency and timing with the Contracting Officer.
6. Ensure tests are completed according to the testing schedule.
7. Furnish test reports within 3 working days after tests have been completed.

4.02 BASIS OF PAYMENT:
A. Payment: No direct payment for the work described in this section will be made. The

SECTION 01505 - MOBILIZATION
A. Section Includes: Preparatory work and operations, including those necessary to supply and transport all labor, material, and equipment to successfully complete that project as shown on the plans or described by the Contracting Officer. Mobilization shall also include securing all permits for moving equipment on public roadways, construction permits, and other applicable permits.
A. The Contractor shall conduct all mobilization operations in a timely orderly manner.
Damage to existing roadways and roadway shoulders shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense.

SECTION 02051 - SITE DEMOLITION
A. Section Includes: The removal and disposal of existing wooden boardwalk/viewing platform and concrete trail/viewing platform footings.
B. Related Sections:

3.01 EXAMINATION:
A. Verification of Conditions: The Contractor shall visit the site and verify the extent and location of the demolition work required.
3.02 DEMOLITION:
A. Existing Boardwalk, Viewing Platform and Concrete Trail: Refer to the Work Summary for the extent of demolition work.
3.03 DISPOSAL OF DEBRIS:
A. Debris Removal: All demolished material removed as a result of demolition work shall be disposed of off-site by any legal means.
B. Temporary Stockpiling of Debris: Debris material may be temporarily stockpiled at a location approved by the Contracting Officer for a maximum of 5 days prior to removal from site.

SECTION 02231 - CLEARING AND GRUBBING
A. Section Includes: Clearing of vegetation, and grubbing of stumps, roots, and debris;
disposal of unutilized materials; and other incidental work related to preparing the site for later use.
1.02 DEFINITIONS
A. Clearing: Clearing shall consist of the felling, trimming, and cutting of obstructions such as trees into sections and the satisfactory disposal of the trees and other surface vegetation designated for removal, including down timber, snags, brush, and rubbish occurring in the areas to be cleared.
B. Grubbing: Grubbing shall consist of the removal and disposal of below-surface stumps, roots larger than 75 millimeters (3 inches) in diameter, and matted roots from the designated grubbing areas.
C. Stripping: Stripping shall consist of the minimal removal of grasses and other low growing vegetative mater required to expose unclassified earthen material or to otherwise provide access to the working area.
1.03 PROJECT/SITE CONDITIONS
A. Work Limits: Area to be cleared and grubbed will be the excavation and embankment areas unless otherwise noted on the drawings. Scalping of topsoil during clearing operations will not be permitted.
B. Burning of Slash: Shall not be permitted.
C. Landscape Preservation: Protect vegetation outside the work limits from injury. Existing trees and shrubs shall not be disturbed or damaged.

2.01 EQUIPMENT
A. Spark Arresters: Shall meet the requirements of the U.S. Forest Service Spark Arrester
Guide, Volume 2, dated 1993.
3.01 PROTECTION
A. Franklin Boulevard: Keep roads free of dirt and debris at all times.
B. Trees, Shrubs, and Existing Facilities: Protect all existing oak trees outside the work limits from damage. The Government will mark the limits of construction equipment access.
C. Utility Lines: Protect existing utility lines that are indicated to remain from damage. Notify the Contracting Officer immediately of damage to or an encounter with an unknown existing utility line. The Contractor shall be responsible for the repairs of damage to existing utility lines that are indicated or made known to the Contractor prior to the start of clearing and grubbing operations. When utility lines, which are to be removed, are encountered within the area of operations, the Contractor shall notify the Contracting Officer 72 hours prior to interruption of the service. Contractor is responsible USA utility location.
D. Existing Water Line Locations: Refer to Aerial Site Plan for known water line locations.
Water lines are expected to be well below any anticipated excavation activities associated with this project.
3.02 CLEARING
A. Requirements: Clear trees, stumps, roots, brush, and other vegetation in areas to be graded;
cut off flush with or below the original ground surface, except such trees and vegetation indicated or directed to be left standing. Trees designated to be left standing within the cleared areas shall be trimmed of dead branches 40 mm (1-1/2 inches) or more in diameter and be painted with approved tree-wound paint. Limbs and branches to be trimmed shall be neatly cut close to the bole of the tree or main branches. Trees and vegetation to be left standing shall be protected from damage incident to clearing, grubbing, and construction operations by the erection of barriers or by such other means as the circumstances require.
Clearing shall also include the removal of existing obstructions that are a distance of 1524 mm (5 feet) beyond the perimeter of to-be-built structures.
B. Existing Cat Tail/Willows: Contractor may clear as necessary for operations any and all cat tails and willow immediately adjacent to the existing boardwalk and platform sites.

3.03 GRUBBING
A. Requirements: Material to be grubbed, together with logs and other organic or metallic debris not suitable for foundation purposes shall be removed to a depth of not less than 450 mm (18 inches) below the original surface level of the ground in areas indicated to be grubbed. Depressions made by grubbing shall be filled with suitable material and compacted to make the surface conform to the original adjacent surface of the ground.
Debris not suitable for foundation purposes shall be removed.
B. Low Embankment Areas: When the finished subgrade is less than 1 m (3 feet) above the original ground, remove stumps, roots, and debris to a minimum of 150 mm (6 inches) below the original ground. Backfill the stump and root holes with approved material and compact before placing embankment material.
C. High Embankment Areas: When the finished subgrade is 1 m (3 feet) or more from the original ground, stumps may be cut flush and left in place. Removal of undisturbed stumps and roots and nonperishable solid objects will not be required. The surface of the original ground shall be scarified before starting the embankment operation.
3.04 STRIPPING
A. Requirements: Material generated from stripping shall be spread throughout the nearby ponds in a manner that does not result in wind rowing or mounding of material.
3.05 EXPLOSIVES
A. Requirements: Use of explosives is not permitted.
3.06 DISPOSAL
A. Requirements: Material that is not to be salvaged shall be removed from the project site and legally disposed of offsite. Burning is not permitted.

SECTION 02315 - EXCAVATING, BACKFILLING, AND COMPACTING
A. Section Includes: Excavation, borrow excavation, embankment construction, placement, and disposal of materials as shown on the drawings.

1.02 DEFINITIONS
Unclassified Excavation: Consists of the material excavation and placement regardless of its nature.
1.03 PROJECT/SITE CONDITIONS
A. Excess Material: Suitable excess material excavated shall be used in the embankment construction before the use of borrow is allowed. Borrow wasting is not permitted.
B. Borrow Material Source: If needed, obtain borrow material from the source or sources designated by the Contracting Officer and per Section 02317 – Borrow Excavation.
2.01 MATERIALS
A. Fill Material: Shall be obtained from the unclassified and common excavation or from borrow areas to be designated if necessary. Material from excavation shall be used unless it contains ice or frozen earth, debris, high moisture content, or is specified in other sections to be replaced. Materials removed in clearing and grubbing shall not be used for backfill or embankment.
3.01 PREPARATION

A. Clearing and Grubbing: The area to be excavated, and the surface area to be covered by fill material, shall be thoroughly cleared and grubbed according to Section 02231 - Clearing and Grubbing. Stripping material may be placed on finished embankment fill slopes.
B. Borrow Areas: Notify the Contracting Officer sufficiently in advance of opening borrow areas. Borrow areas shall be bladed and left in such shape as to permit accurate measurements after excavation has been completed. Do not excavate beyond the dimensions and elevations established, and no material shall be removed prior to staking out and cross-sectioning of the site. The finished borrow areas shall be approximately true to the line and grade established. Finish as prescribed in paragraph 3.01, D below.
C. Prewatering: Excavation areas and borrow pits may be prewatered before excavating the material. The area to be excavated shall be moistened to the full depth from the surface to the bottom of the excavation. The application of water shall be controlled so that the excavated material will be near the optimum moisture content as specified in paragraph
3.03, A Testing, below. When necessary, prewatering shall be supplemented to assure that embankment material and backfill material moisture content comply with paragraph 3.03, A
Testing, below. Obtain water for prewatering according to Section 02339 - Watering.
D. Preparation for Grading: Prior to beginning embankment operations in an area, necessary clearing and grubbing in that area shall have been completed and accepted by the
Contracting Officer. No embankment materials shall be placed upon an unapproved surface.
1. Embankment Greater Than 1.2 m (4 ft) High: When embankments greater than 1.2 m
(4 ft) are to be constructed, the cleared surface shall be completely broken up by plowing or scarifying to a minimum depth of 150 mm (6 inches). Scarifying or furrows shall be a maximum of 900 mm (3 ft) apart, and shall be parallel to the centerline of the embankment. This area shall then be compacted beginning with the first lift, as specified in paragraphs 3.03, B Moisture Content and 3.03, C Compaction.
2. Embankment 1.2 m (4 ft) High or Less: When embankments 1.2 m (4 ft) high or less are to be constructed, sod and vegetation shall be removed from the surface upon which the embankment is to be placed, and the surface of the original ground shall be scarified as described in paragraph 3.01, D, 1, and shall be compacted as described in paragraphs 3.03, B Moisture Content and 3.03, C Compaction, before starting the embankment operation.
3.02 INSTALLATION
A. Explosives: The use of explosive is not permitted.
B. Excavation: Excavate where shown on the drawings and typical sections, unless staked otherwise. Excavate on a straight grade between the control points shown on the drawings
Boardwalk Reconstruction 02315-3 unless staked otherwise. Existing structures, which are disturbed or damaged by construction activity, shall be reset, repaired, or replaced at the Contractor's expense.
C. Sub-grade Compaction: In areas where earth fill, or granular embankments are to be constructed and in areas where excavation exposes the subgrade surface upon which drainage structures will be constructed, the subgrade shall be compacted as specified in paragraph 3.03, A Compaction below, before embankment construction begins.
D. Disposal of Materials: Excess and unsuitable material, including rock and boulders that cannot be used in embankments, shall be disposed of on site at a location determined by the

Use of Borrow Material: Use of borrow material shall be after the suitable materials obtained from required excavation have been placed in the fill, unless otherwise directed by the Contracting Officer. When more borrow is placed than is required, and required excavation is wasted, the waste shall be replaced in the borrow area at the Contractor's expense.
F. Overburden: Overburden shall be stripped from borrow pits, aggregate pits, and quarries, and stockpiled for later use. After a pit has served its purpose, waste material outside of the pit shall be moved back into the pit. The pit shall be neatly sloped and trimmed. Side slopes shall be flattened to a 4:1 slope. Stockpiled overburden material shall then be spread uniformly over the sides and bottom of the pit area.
G. Suitable Fill Material: Shall be spread over the full width of the cross section of the embankment to a maximum loose thickness of 150 mm (6 inches), and shall be compacted as specified in paragraphs 3.03, B Moisture Content and 3.03, C Compaction below, before the next layer is spread. Use sheepsfoot vibratory rollers to obtain the required degree of compaction. The in-place materials shall be free of lenses, pockets, streaks, or layers of materials differing substantially in texture or gradation from the surrounding materials.
H. Frozen Material: Shall not be placed, nor be placed upon a frozen surface.
3.03 FIELD QUALITY CONTROL
A. Compaction: The fill material shall be compacted to a firm and stable condition as observed in the field by the Contracting Officer during placement.

SECTION 02317 - BORROW EXCAVATION
A. Section Includes: Furnishing, loading, hauling, and placing of site borrow materials for the construction of embankments and backfilling of trenches.

1.02 PROJECT/SITE CONDITIONS
A. Excess Material: Useable excess material, excavated as a result of other section work, shall be used in embankment construction before on site borrow use is allowed. Wasting borrow is not permitted.
B. Borrow Material Source: The borrow material source will be determined by the Contracting
Officer upon demonstration of need by the contractor.
A. On-Site Borrow: On site borrow shall be selected by the Contracting Officer.
A. Clearing and Grubbing: Strip from the borrow pit area all brush, trees, stumps, roots, and harmful or undesirable materials according to Section 02231 – Clearing and Grubbing.
B. Borrow Areas: The borrow excavation slope shall be as shown on the drawings. Vertical slopes are not allowed. Upon completion, spread excess materials and dress the area to an acceptable condition, with stable, rounded slopes.

SECTION 02339 - WATERING
A. Section Includes: Distributing and applying water required for excavation, compaction of embankments, backfilling, and dust control.
A. Water Source: The Contractor may use a water source located at Lost Slough +/- 1/2 mile north of the project.
2.02 EQUIPMENT
A. Requirements:
1. Construction: Provide necessary pumping equipment, piping, tanks, water trucks, and measuring devices.
2. Fire Suppression: All construction operations shall comply with the State Industrial
Operation Fire Prevention Field Guide available from the Office of the State Fire
Marshall at http//osfm.fire.ca.gov/industrialoperation.html.
3.01 APPLICATION
A. Compaction: Water shall be applied uniformly to each layer of backfill to obtain the sufficient moisture content for a firm and stable compacted condition.
B. Dust Control: Water shall be applied to access route identified by the Contracting Officer for dust control. Water shall be applied as deemed necessary by the Contracting Officer to control dust.

A. Section Includes: Construction of portland cement concrete trail.
Structural Concrete Section 03310
A. Records: Submit copies of certified delivery tickets for all concrete used on this project.
A. Failure Criteria: Not limited to the following:
1. Concrete damaged during form removal.
2. Concrete chipped, broken, or defaced.
3. Concrete out of grade or alignment.
A. Concrete: Shall conform to the requirements of Section 03310 - Structural Concrete.
B. Curing Materials: Shall conform to the requirements of Section 03310 - Structural Concrete.
C. Formwork: Shall conform to the requirements of Section 03310 - Structural Concrete.
Forms shall be of a height equal to the full depth of the finished stairway and trail.

A. Earthwork: Excavation and embankment for stairway and trail shall conform to the requirements of Section 02315 - Excavating, Backfilling, and Compacting.
B. Forms: Forms and formwork shall conform to the requirements of Section 03310 –

3.02 PLACING AND FINISHING CONCRETE
A. Concrete Placement and Finish: Shall conform to the requirements of Section 03310 –
Structural Concrete.
B. Concrete Curing: Curing shall conform to the requirements of Section 03310 – Structural
Concrete.
C. Backfilling: Backfilling shall conform to the requirements of Section 02315 – Excavating, Backfilling, and Compacting.
3.03 FIELD QUALITY CONTROL
A. Inspection: Forms will be inspected and approved by the Contracting Officer prior to concrete placement. The Contracting Officer will receive one working day notice prior to concrete placement.
B. Testing: The Contractor shall make arrangements for a certified, independent testing laboratory, according to the requirements of Section 01458 - Testing Laboratory Services, to perform the required testing, recording, and distributing of the results.
3.04 CLEANING
A. Clean-up: Concrete spilled or splashed on adjacent surfaces shall be thoroughly removed.
After form removal, backfill to match surrounding area.
B. Excess Materials: Excess and waste materials shall be disposed of off the site.
C. Concrete Truck Clean-up: Contractor shall provide for containment and disposal of debris generated from washing out concrete delivery trucks. Excavation of pits with impervious liners is permitted.
3.05 PROTECTION
A. General: Completed concrete shall be protected from damage until accepted. The Contractor shall repair damaged concrete and clean concrete discolored during construction. Concrete
Boardwalk Reconstruction 02776-3 that is damaged shall be removed and reconstructed for the entire length between regularly scheduled joints. Refinishing the damaged portion will not be acceptable. Removed damaged portions shall be disposed of as directed.
A. Payment: No direct payment for the work described under this section will be made.
Consideration for this item shall be included in the bid price for other items of the Contract.

SECTION 02822 - BOARDWALK
A. Section Includes: Installing a boardwalk and 2 viewing platforms with

Preservative-Treated Lumber Section 06311
A. General: Submittals shall be according to Section 01009 - General Information and
Requirements.
A. General: Contractor-furnished gates and accessories will be approved by the
Contracting Officer before installation.
B. Viewing Platform Designs: Contractor shall submit for approval 2 designs for both viewing platforms and include certification for structural integrity.
1. Reconstruction Viewing Platform (Sta. 12+35): Both designs shall be 50% larger than the existing platform.
a. Design #1: Except for the roofing material, this design shall be of all wooden members including structural, decking, and railing.
b. Design #2: This design shall incorporate as much weathering steel structural support members as possible. Decking shall be wooden members. Structural roofing members and top railing may be wooden or weathering steel.
2. New Construction Viewing Platform: Both designs shall be of similar size and configuration as the existing platform at Sta. 12+35.
a. Design #1: This design shall be of all wooden members including structural, decking, and railing.
b. Design #2: This design shall incorporate as much weathering steel structural support members as possible. Decking shall be wooden members. Top railing may be wooden or weathering steel.

2.01 CONTRACTOR-FURNISHED MATERIALS
A. Lumber:
1. Boardwalk Vertical Support Posts:
a. Wooden Posts: All wooden vertical support post for boardwalk construction shall meet the requirements of Section 06311 – Preservative Treated lumber.
b. Steel Posts: Contractor may submit for approval an alternative for steel vertical support posts.
2. All Other Lumber: All lumber material for boardwalk/viewing platform supports and treads shall meet the requirements of Section 06311 – Preservative Treated lumber.
3. Bench Seat Structural members: All lumber material for bench seat structural members shall meet the requirements of Section 06311 – Preservative Treated lumber.
4. Bench Seats: All lumber material for bench seat tops or any portion of the seat that would come into contact with a person while sitting on the bench shall be redwood.
Contractor shall submit for approval a premium grade of redwood lumber material.
B. Wood Connectors:
1. Boardwalk Construction: All wood connectors shall be Simpson Strong Tie components as noted on Drawing LLCAC08000-02822-1 or approved by the Contracting
Officer.
2. Viewing Platform Construction: All wood connectors shall be Simpson Strong Tie components or as noted on the approved design.
C. Fasteners:
1. Wood connector fasteners shall be as recommended by the Simpson Strong Tie
Installation Guide.
2. Deck Screws shall be 3-inch x 8, bugle-head, coarse thread with either #2 Square or
Phillips head designed for use in outdoor conditions and with preservative treated lumber.
D. Post Grout: Post grout shall be per Section 03306 – Minor Concrete.
E. Wood Sealant: Contractor shall submit for approval a water repelling sealer for the redwood lumber only.
2.02 WOOD TREATMENT PRACTICES

A. Requirements: All field cuts shall be treated per Section 06311 – Preservative Treated
Lumber.
A. Clearing: Clearing shall be according to Section 02231 - Clearing and Grubbing.
B. Demolition: Demolition shall be according to Section 02051 – Site Demolition.
C. Benches for Viewing Platforms and Boardwalk Turnouts: Prior to and during the demolition of the existing boardwalk, the contractor shall evaluate and examine the existing viewing platform and turnouts with benches and prepare for the construction of new viewing platforms and turnouts with benches of like dimension, orientation and configuration. The new bench design shall incorporate a bench structural bracing that is more secure than the current design.
D. Boardwalk Alignment Control: Contractor shall control the boardwalk alignment throughout all phases of work.
E. Viewing Platforms: Contractor shall submit designs for both viewing platforms that contain the following salient features. See Viewing Platform Conceptual Drawing for desired appearance of the Reconstructed Platform.
1. Concrete Footings: Footings shall serve as structural support and for the platform and be of sufficient size and design to discourage floating of the platform in high water events. Embedded Items into concrete shall be designed to be above the controlled water levels of the ponds. BLM will provide these elevations.
2. Structural Members: Contractor shall provide one design for wooden vertical and horizontal members and one design for weathering steel vertical and horizontal members.
3. Decking: All material for platform decking designs shall conform to Section 06311
– Preservative-treated Lumber.
4. Roofing Structural Members (Reconstruction Platform Only):
a. Wooden Members: Shall conform to Section 06311 – Preservative-treated lumber.
b. Steel Members: Shall be weathering steel.
5. Roofing Material (Reconstruction Platform Only): Roofing material shall be galvanized, corrugated metal material that simulates the look of the nearby Visitor
Center. Roofing shall overhang a minimum of 2 feet beyond the railing.
6. ADA Viewing Access: All designs shall include ADA accessibility to the railing at the primary viewing side of the platform similar to that of the existing platform at Station
+/- 12+35.

7. Top Railing:
a. All Wooden Design: Top rail material shall be of a premium grade of redwood lumber material.
b. Weathering Steel Design: Top rail material for the design that includes structural steel members shall be of weathering steel.
8. Safety Railing:
a. All Wooden Design: Safety railing material shall conform to Section 06311 –
Preservative-treated lumber.
b. Weathering Steel Design: Safety railing material for the design that includes structural steel members shall be of weathering steel.
9. Wood-to-Steel Connectors (Weathering Steel Design Only): Provide connectors that allow for easy replacement/maintenance of wooden members to steel members.
10. Bench Seat Structural members: All lumber material for bench seat structural members shall meet the requirements of Section 06311 – Preservative Treated lumber or per approved design.
11. Bench Seats: All lumber material for bench seat tops or any portion of the seat that would come into contact with a person while sitting on the bench shall be redwood.
Contractor shall submit for approval a premium grade of redwood lumber material.
12. Bench Seat Locations:
a. Reconstruction Platform: Benches shall not block the viewing access of the primary viewing side of the platform or the boardwalk access. Benches shall be installed along all other sides of the platform.
b. New Construction Platform: This platform shall have 2 benches. One each shall be installed on the platform on both sides of the access boardwalk opening similarly to the single bench at the existing platform at Sta. 12+35.
3.02 INSTALLATION
A. General: Install boardwalk to lines and dimensions noted on the drawings.
