ExceptionalRespondent is exceptional in all respects. The proposal fully addresses all aspects of the criterion and demonstrates approaches that add value above and beyond what is required for a good rating. Responses will normally evidence many significant strengths, no significant weaknesses, and a very high degree of relevance to the criterion. The Respondent convincingly demonstrates that the Government's performance requirements will be significantly exceeded. Comments noted by the SEP are described as excellent or superior and may note that innovative approaches were demonstrated in such a proposal. The probability of successfully performing the requirements of the contract is extremely high.
GoodRespondent is above average in all respects and addresses a majority of the elements of the criterion. Responses will normally evidence some significant strengths, few if any significant weaknesses, and a high degree of relevance to the criterion. The Respondent demonstrates that the Government's performance requirements will be exceeded. Comments noted by the SEP are described as above average or good. The probability of successfully performing the requirements of the contract is very high.
SatisfactoryRespondent is adequate overall; addresses most aspects of the criterion and demonstrates a likelihood of meeting the Government's performance requirements. Responses will normally evidence few if any strengths, few if any weaknesses, offsetting strengths and weaknesses, and a moderate degree of relevancy to the criterion (See Note below). Comments noted by the SEP are described as suitable, sufficient, okay, or adequate. The probability of successfully performing the requirements of the contract is high.
MarginalRespondent is marginal in most respects; addresses only minor aspects of the criterion and doubt exists whether or not the Government's performance requirements will be met. Responses will normally evidence few strengths of any kind, some significant weaknesses and/or omissions, and a low degree of relevancy to the criterion. Comments noted by the SEP are described as faulty, substandard, or deficient. The probability of successfully performing the requirements of the contract is low.
PoorRespondent fails to address the criterion and/or does not present evidence that indicates the likelihood of meeting the Government’s performance requirements. Responses will normally evidence no strengths and many significant weaknesses and/or omissions. Comments noted by the SEP are described as unsatisfactory, unacceptable, or careless. The probability of successfully performing the requirements of the contract is very low.
