The Bureau of Land Management (BLM) National Operations Center Acquisitions Office is announcing an Information Exchange/Industry Day (Industry Day) and One-on-One Meetings for parties interested in the

National Petroleum Reserve - Alaska – Legacy Well Remediation Program. The primary purpose is to exchange information with industry regarding the Government’s needs and assess the industry’s capabilities to fulfill those needs.

This posting does not constitute a Request for Proposal (RFP) or solicitation nor a promise to issue a solicitation in the future. This request does not commit the Government to contract for any supplies or services whatsoever.

Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this announcement; all costs associated with responding will be solely at the interested party’s expense. Participation at the information exchange is not a prerequisite for future exchanges or submittal of proposals. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website (www.fbo.gov and www.FedConnect.net). It is the responsibility of potential Offerors to monitor these sites for additional information pertaining to any potential requirement.

Background

Between 1944 and 1982, the US Navy and the US Geological Survey conducted a program of exploratory and scientific drilling on Alaska’s North Slope in the Naval Petroleum Reserve No.4 – now called the National Petroleum Reserve in Alaska (NPR-A). The BLM is the federal agency with responsibility to remediate these “legacy wells”. Since 1982, the BLM has been assessing and remediating these legacy wells. In this context, remediation is defined as the completion of plugging the well bore to regulatory standards and surface cleanup activities. Currently, there are 50 wells identified that require surface and/or subsurface remediation actions.

NPR-A Legacy Wells have been inventoried and assessed. Recently, the 2013 Legacy Well Strategic Plan was published, which lays out a dynamic and flexible near-term strategy for addressing some of the highest priority wells. The BLM is contemplating issuing solicitations to procure needed remediation services to expedite the strategic plan.

Information Exchange/Industry Day Objectives

1. The BLM will present an overview of the strategic plan, the Acquisition Statement of Objectives and discuss its anticipated contract strategy for soliciting, awarding and administering contracts.

2. The BLM will learn about the current state and capabilities of industry to provide innovative, cost-effective solutions for:

Surface Pre and Post Contaminant Testing (Soil, Air, Water)

Surface Inventory of Site Debris

Removal of Surface Solid Waste

Contamination Remediation Subsurface Elements

Well Plugging
