About this file
This document is a Past Performance Questionnaire related to a federal contract opportunity. The questionnaire is to be completed by evaluators to provide a candid assessment of the offeror's past performance, which is essential to the source selection process. The evaluators are instructed to rate the contractor's performance on various factors such as overall contract outcome, ability to complete tasks, compliance with contractual terms, and responsiveness to changes. The evaluators are also asked to indicate whether they would award similar contracts to the contractor in the future and provide supporting comments. The questionnaire is to be completed and returned directly to the designated government points of contact by the proposal submission date.
The related federal contract opportunity is for the procurement of the Integrated Submarine Imaging System (ISIS) technology insertion (TI) baselines TI-26, TI-28, and TI-30 for all in-service and new construction submarines. The Naval Sea Systems Command (NAVSEA) is issuing the solicitation N00024-24-R-6203 for this requirement, which includes program management, engineering, software development, logistics, configuration management, hardware and software integration, test, evaluation, and installation. Potential offerors will need to comply with the submission requirements in Section L to receive access to the applicable government-furnished information.

Marginal: Performance does not meet some contractual requirements. The contractual performance of the factor or sub-factor being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.
