10. DESCRIPTION OF PROPOSED WORK:

REPAIR

Repairs to include the demolition of all interior drywall, ceiling systems, facility utility systems, all bathroom finishes and fixtures, stairwell and common area flooring systems. Exterior repairs to include any masonry wall cracking, mortar joint re-pointing, correction of any structural failures, replacement of the roof system, replacement of all doors and windows with new energy efficient alternates and compliance with accessibility standards. Exterior walls should include the standard use insulation. All interior wall systems to be replaced to like new condition. Wall repairs should include the use of sound transmission barriers. All interior walls to be painted. All interior ceiling systems to be repaired or replaced and properly insulated to minimize condensation between floors and to like new condition. Repairs to the plumbing system include both the potable water system and the fire protection/sewer systems. Repairs include new water lines, fittings, connections, Drain-Waste-Vent (DWV) piping to include in and under slab, water heaters, pumps and updated fixtures. Repairs to the electrical system to include replacing interior wiring as required, new code compliant distribution panels, new outlets, new switches, new ceiling fans, and new updated energy efficient lighting fixtures in living spaces and bathrooms. Replacement of the existing fire detection and alarm and mass notification system with an addressable system to meet current standards and regulations. Repairs to the mechanical system to include piping, pipe insulation, control valves, isolation valves, energy efficient pumps, boilers, fan coils, and chiller, as well as complete roof replacement. Room configuration meets AFI 32-6000 Housing Management Adequacy Standards for Unaccompanied Personnel Housing, therefore the layout will remain as-is.

Sustainable principles, to include life cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with UFC 1-200-02.

This project will require the utilization of a temporary facility as swing space programmed as a separate project. The aforementioned temporary facility will enable the renovation of the dorm without displacing airmen to off-installation housing.

11. REQUIREMENT

FACILITY PURPOSE. Holloman AFB is home to the MQ-9 Formal Training Unit (FTU) and an F-16 FTU, as well as many large tenant organizations. Building 333 is a dormitory that houses airmen associated with missions across the installation.

MISSION-RELATED CONSTRUCTION STANDARDS: AFI 32-6000 Housing Management Adequacy Standards for Unaccompanied Personnel Housing, AFMAN 32-1084 Facility Requirements Standards, UFC 4-720-01 Lodging Facilities. No spaces in this facility will be required to meet ICD-705 standards.

TENANT OR SUPPORTED SERVICE REQUIREMENT: This is not a tenant or supported service requirement

CURRENT SITUATION & IMPACT

Building 333 is currently the worst condition-rated facility in the Dorm Campus. Overall, an annual average of $109,884 has been invested in maintaining the dorm. As such, it was identified for a full renovation to meet current standards rather than a simple repair in existing conditions. The facility systems underwent their last major repair/replacement in 2010 when the 1956-vintage dorm was brought up to 2+2 dorm configuration with a total of 72 beds. Despite these renovations, the condition index of the facility is 69; this is considered failing. In particular, two systems in the facility are failing including the plumbing systems at a Building Condition Index (BCI) of 29, and HVAC at 65. Facility systems have reached an age where they are expected to begin frequently impacting residents of the building. When dorm systems fail, airmen who inhabit the facilities are not able to focus on their jobs. In this case, residents are from across the installation. The negative effects of these living conditions permeate throughout the missions on the installation.

PROJECT

The goal of this project is to provide adequate, sustainable, Air Force standard housing for required mission staffing to extend the life of the facility, improve reliability, reduce maintenance costs and improving the morale of the unaccompanied enlisted personnel.
