About this file

This document is a set of Questions and Answers related to a Request for Qualifications (RFQ) for Architect-Engineering (A-E) services to provide 35% design documents for the repair of Dormitory B333 at Holloman AFB, New Mexico.

The key details are:

  • The Government is seeking the three most highly qualified small business A-E firms to provide Title I services including development of 35% design documents, geotechnical investigation, field investigations, and a Class 3 cost estimate using PACES.
  • The planned contract award is between May - July 2024 with an estimated 12-month period of performance. Offerors must confirm adequate capacity to perform the work within 9 months.
  • The Government will evaluate offerors' specialized experience and technical competence based solely on review of SF-330 project profiles completed within the last 5 years that demonstrate relevant DoD renovation and repair experience.
  • Offerors shall submit a 10-page RFQ response and separate SF-330 files by April 26, 2024. Questions were due by April 15, 2024 with responses provided by April 17, 2024.

AE Design | KWRD20-0089 | Repair Dorm B333 Questions and Answers

1. Capacity – This secon states a PoP of 9 months and a PoP of 12 months. Would the Government please clarify the PoP?

2. Specialized Experience & Technical Competence – refers mulple mes to project profiles submited in the SF 330. Would the Government clarify if an enre SF330 or if only Part I, Secon F is required at this stage?

3. Specialized Experience & Technical Competence – The RFQ states “Do not submit in the 10-page RFQ response any project profiles or other demonstraon of specialized experience and technical competence.” Without discussion of relevant experience and projects, how does the Government want us to demonstrate experience and competency?

4. Relevant Experience/Past Performance states the Government will review CPARS. If the offeror was a subcontractor on a recent, relevant project, may we submit PPQs to demonstrate performance?

5. As stated in Secon 7, are we to submit two separate files in response to this noce, one being an SF330 (which appears to have no page limitaons) and one being the ten-page RFQ response?

6. If this is indeed two separate files, what informaon is to be provided within Secon H of the SF330? Use this secon to provide addional informaon specifically requested by the agency or to address selecon criteria that are not covered by the informaon provided in Secons A-G.

7. Is it up to the offeror’s discreon to provide resumes (Secon E) within the SF330 for the individuals we feel should be included based on the Dra SoW document dated 10 January 2024? Yes.

8. Is it up to the offeror’s discreon to provide the number of project examples (Secon F) with the SF330? Select projects where mulple team members worked together, if possible, that demonstrate the team's capability to perform work similar to that required for this contract.

Complete one Secon F for each project. Present up to ten projects, unless otherwise specified by the agency.

9. The last paragraph within Secon 4 refers to 100% Designed Issued for Construcon Documents. Is that referencing something in addion to the four-page Dra SoW dated 10 January 2024? The 10 Jan 24 SOW only requests a 35% design to be prepared. There is no requirement to prepare 100% design documents ready for construcon.

10. Paragraph E within Secon 5 refers to UFC 1-200-01 for High Performance Sustainable Buildings, but shouldn’t that be UFC 1-200-02? You are correct. UFC 1-200-01 is for DoD Building Codes. UFC 1- 200-02 is fir High Performance Sustainable Buildings.

The 9 month period of performance (PoP) is to assure the Government you have capacity within your firm to complete the work in 9 months. The 12 month PoP is the time to be allotted

Prepare Part II for the specific branch office seeking work if the firm has branch office.

The Government will review the relevant information using CPARS/ PPIRS.

Yes.

Yes.

11. Secon 6 refers to CPARS / PPIRS and states, “No further submission required in response to this RFQ.” Does this mean Past Performance Quesonnaires are not allowed, or are just not required? The RFQ does refer to project experience from non-DOD projects which do not have CPARS/PPIRS available. As stated above

12. RFQ paragraph 4.c states, “This contract requires Architect-Engineer Professional Support Services from the Designers of Record (DORs) of the 100% Designed Issued for Construction (IFC) Documents appended to the draft SOW dated 10 January 2024 attached to this RFQ.” Please clarify this requirement as there are no “100% Designed Issued for Construction (IFC) Documents appended to the draft SOW dated 10 January 2024 attached to this RFQ” to evaluate.

13. The RFQ states “Recent will be considered completed within the last five (5) years.” Would the Government extend this to 10 years?

14. RFQ paragraph 5.d refers to: “… a MILCON PCR or FSRM CCR…” We are familiar with PCR. Please spell out the meaning of the “CCR” acronym.

15. Scope of Work (SOW) Paragraph 1: Is there a draft DD Form 1391 for this project? If so, will the government provide it to potential proposers?

16. SOW Paragraph 3.A: Is it the government’s intent for the A-E to develop the 35% documents for inclusion in a future design-build RFP by the government?

17. SOW Paragraph 3.B.: According to the Air Force Engineering Technical Letter index at https://wbdg.org/ FFC/AF/AFETL/etl_index_may_10_2021.pdf, the cited ETL 08-13 has been superseded by DoD Unified Facilities Criteria (UFC) 1-200-02, High Performance And Sustainable Building Requirements. Is UFC 1-200-02 to be used instead of the ETL 08-13 for this project?

18. SOW Paragraph 3.D.: Please refer to the table provided in this paragraph. Would the total of 28 “EST.

GOVT. REVIEW (DAYS)” be added to the 120 “NUMBER OF DAYS”, or would the 28 review days be within the 120 days?

19. SOW Paragraph 3.D: The table in the cited paragraph does not show an onboard review or submittal format and quantities for the 10% design phase. Would a charette report or other type of submittal be required for the 10% design government review period?

20. The SOW states to “prepare a Class 3 cost estimate using Parametric Cost Engineering System (PACES) in support of preparing the DD Form 1391”. The newest standard for cost estimating is MCACES or MII. Please confirm this is acceptable.

21. Do you know if the future RFP for the D-B construction will be standalone RFP or if it will be submitted in a

MACC?

22. If we are awarded the Concept Design 35% bridging document contract can we also be a part of the future Design-Build Team as the DOR or Subconsultant to the DOR for the construction project?

It stands for "Conceptual Charrette Report", essentially the same as "PCR."

Stay with the 5 year limit.

Please ignore this statement. This contract requires development of a 35% design (not for construction) for Dorm 333. If required, we can provide as-built drawings for 333 and 100% design drawings for Dorm 334.

Yes, a copy of the draft DD1391 for this project is attached.

The intent is to develop these documents to obtain funding for a future project, either design-build (DB) or design-bid-build (DBB).

That is correct. Sorry for the mistake.

Yes.

A charrette report at the 10% design will suffice.

You must use PACES for this project.

No idea. This effort is merely to get approved funding to go to the next step in remodeling the dorm.

I cannot make that promise but there is always hope.
