About this file

This document outlines the salient characteristics and delivery requirements for a Keyboard, Video & Mouse (KVM) Switch procurement to Edwards Air Force Base (EAFB).

The Government requires delivery of 120 KVM switches and associated accessories, including 960 DisplayPort-to-DisplayPort cables (6 feet) and 625 USB A-to-USB B cables (6 feet). The KVM switches must be 8-port secure video combiners with multi-window viewing capability, certified to NIAP Protection Profile PSD PP v4.0 for security compliance. Each unit must feature 8 universal DisplayPort/HDMI input ports, 2 universal DisplayPort/HDMI output ports for console use, support UHD 4K resolution (3840 x 2160) at 30 Hz, support virtual cursor switching and on-screen display navigation, and include an internal power supply rated for 100–240V AC at 35W maximum. Shipping is FOB Destination to EAFB.

The required delivery schedule mandates that 75 percent of KVM switches and 75 percent of accessories be delivered within 30 days after the date of award (DARO). Performance time computation begins from the actual date of award, not the date the offeror receives written notice of award. Offerors may propose alternative delivery schedules, and the Government reserves the right to award based on an earlier proposed delivery schedule. Any offer proposing a delivery schedule outside the Government's required window will be deemed nonresponsive and rejected. If an offeror does not propose an alternative schedule, the required 30-day DARO delivery schedule automatically applies.

TIME OF DELIVERY OVERVIEW

Key Rules for Offerors and Evaluators

Provision Government Policy & Evaluation Rules

Nonresponsive Offers

Any offer proposing a delivery schedule that does not fall within the Government’s required window will be deemed nonresponsive and rejected.

Earlier Deliveries The Government reserves the right to award based on an earlier delivery schedule if proposed by the offeror.

Default Schedule If the offeror does not propose an alternative schedule, the Government's required delivery schedule automatically applies.

Performance Start Offerors must compute performance starting from the actual date of award, not the date they receive the written notice of award.

Time of Delivery

(a) The Government requires delivery to be made according to the following schedule:

Required Delivery Schedule

Items: 75 percent of KVM switches and 75 percent of accessories shall be delivered 30 DARO

Quantity: 75 percent of switches and accessories

Within Days After Date of Contract: 30 DARO

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

Offeror’s Proposed Delivery Schedule

Within Days After Date of Contract:

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting.Officer through the ordinary mails.

However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
