About this file
This document is an Invitation to Bid (ITB) issued by the Salem Area Mass Transit District (SAMTD) for the Keizer Transit Station Electrical Gate Installation project. The ITB seeks qualified firms to acquire and install four automatic vehicle entry gates at the Keizer Transit Center, with a comprehensive scope including design, engineering, permitting, construction, system integration, and maintenance. The project is scheduled with pre-bid conferences on August 7th, 13th, and 20th, with bid submissions due on September 1st, 2023. The contract term is estimated to run from 2025-2026, with potential maintenance renewals every five years. The project aims to enhance safety and operational efficiency by restricting access to a "Bus Only" area, utilizing technologies like RFID/RTLS for vehicle detection and automated gate control.
The project is funded through federal transit assistance and will require compliance with various federal regulations, including Buy America requirements, Davis-Bacon wage standards, and Disadvantaged Business Enterprise (DBE) participation goals. The total contract compensation is not to exceed a specified amount, with annual monitoring service costs also capped. The ITB emphasizes good faith efforts for DBE and small business participation, with specific outreach and documentation requirements. Bidders must provide comprehensive documentation, including architectural and engineering services, system integration plans, backup power systems, and detailed training materials. The procurement process will be conducted through Oregon's e-procurement system OregonBuys, with strict requirements for vendor registration, electronic bid submissions, and compliance with state and federal procurement guidelines.
