Request for Qualifications

PROJECT MANAGEMENT CONSULTANT

Lead the NEK Outdoor Recreation Community Hub project

Date of Issue: May 29, 2024 Closing Date: Friday, June 21, 2024 at 4:00 p.m.

The Kingdom Trail Association (KTA) recently completed a Network Capacity Study in Spring 2021 to address issues and capacity of the Kingdom Trails system and enhance the network’s positive impact on the host communities.

The study explored a new welcome center location, now known as the NEK Outdoor Recreation Community Hub, access portal improvements, connections and crossings, and opportunities to disperse users. Key project elements included data collection on existing levels of use and experience, public engagement with the host communities, a network analysis that includes traffic and parking, and conceptual designs for potential improvements. Visit www.kingdomtrails.org/networkcapacity for more information.

The NEK Outdoor Recreation Community Hub will serve as a primary gateway to Kingdom Trails, as well as a space for community gatherings and programming. The vision for the Community Hub is as a regional NEK Outdoor Recreation Community Hub that serves both visitors to Kingdom Trails and community members alike. The Community Hub would serve as the home base for KTA offices, but also as a tourism information center that will promote responsible recreation and local businesses. The building and site will be both ADA-accessible and aMTB (adaptive mountain bike) accessible. Ultimately, the Hub will elevate the quality of the experience for community members and visitors to Kingdom Trails and relieve pressure and safety concerns of the KTA host communities’ rural village infrastructure.

The Master Plan project completed a master planning process and created the NEK Outdoor Recreation Community Hub Master Plan. Visit https://www.kingdomtrails.org/NEK-Community-Hub to review the Master Plan.

Kingdom Trail Association seeks a project manager to lead permitting and predevelopment work for the Community Hub project, including but not limited to coordinating all aspects of predevelopment, including permits such as Act 250 applicability review and coordinating to conduct the necessary studies to confirm that there are no significant issues that could impact project viability.

With project viability confirmed, the project manager will coordinate all aspects of the design/engineering to have consultants develop plans to provide detailed estimates of probable construction costs and submit for required permits. Additional coordination with KTA and grant writing consultants is required.

Subsequent phases will require project management as the project moves from predevelopment through construction. The project manager of the predevelopment phase will support KTA in grant writing and seeking additional funding opportunities with the potential to continue on throughout the project.
