About this file

This document is an Award Recommendation Notice from the Michigan Department of Health and Human Services for a Request for Proposal (RFP) to perform exterior brick repair at the Kalamazoo Psychiatric Hospital. The RFP was posted on SIGMA VSS on July 16, 2019, with proposals due by August 2, 2019. Two bidders submitted proposals: Ram Construction Services of Michigan, Inc. and Cusack's Masonry Restoration, Inc. The project scope includes brick replacement, tuckpointing damaged mortar joints on six penthouses, sealing movement cracks, installing flexible caulk around door perimeters and coping joints, installing weep tubes in lintel joints, and removing rust and painting steel lintels.

The evaluation process followed a PASS/FAIL method, with the contract awarded to the lowest-priced responsive and responsible bidder. Ram Construction Services of Michigan, Inc. was recommended for the award at $16,422.00, significantly lower than Cusack's Masonry Restoration, Inc.'s bid of $77,500.00. The proposal was reviewed by KPH staff and the Solicitation Manager, including Jennifer Frank, Eric Schwartz, Gordy Norris, and Leroy Hoard. Both bidders passed all specification requirements, but Ram Construction Services was selected based on their substantially lower pricing. The award is pending State Administrative Board approval.
