STATEMENT OF WORK

(Strength and Conditioning Online Platform Subscription)

1. INTRODUCTION. The Contractor shall provide access to a commercial off the shelf (COTS) Strength and Conditioning Online Platform built to optimize athlete strength and conditioning, as defined in this Statement of Work (SOW), except for those items specified as government furnished property and services. The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this SOW and contract.

1.2. BACKGROUND. USAJFKSWCS Human Performance Program requires an online platform with connected mobile application for use by strength and conditioning coaches and Soldiers on-site and in the field. This platform would be used in support of optimizing strength and conditioning programs and Soldier exercise tracking, as well as can fully integrate via open API with electronic athlete management systems and import other data integration tools (i.e. various testing measures). Platform should allow for increased interface between strength and conditioning coaches and Soldiers, allow for large group strength and conditioning plan development, distribution and management, will gain efficiencies in manpower for strength and conditioning coaches, and allow for succinct data analysis for command and program level discussions regarding strength and conditioning programming within the multidisciplinary Human Performance domain.

1.3. OBJECTIVE The basic objective includes the following:

1.3.1. Provide access for 2500 students and 8 strength and conditioning coaches/athletic trainers/data scientists to access an online strength and conditioning online platform.

1.3.2. Provide an online platform that automates the workflow of the strength and conditioning coaches.

1.3.3. Provide an online platform that captures compliance and strength and conditioning data in innovative ways resulting in a measurable and maximized athletic performance.

1.3.4. Provide an online platform that allows sharing of interactive plans and objectives via email and text.

1.3.5. Provide an online platform that allows for use with an open API to work with Athlete Management Systems (AMS) (i.e. Smartabase) to sync data (i.e., rosters).

1.5. SCOPE. The USAJFKSWCS Human Performance Program requires an online platform built to optimize athlete strength and conditioning that leverages modern web and mobile technologies, centralizes and automates the workflow of the strength and conditioning coach, enabling them to efficiently deliver educational strength and conditioning content through the mobile app to the soldier. It must also capture compliance and strength and conditioning data in innovative ways, quantifying progress, resulting in a measurable and maximized human performance. The platform must also allow the sharing of interactive plans and objectives with soldiers mobile app with the push of a button. It should also enable the monitoring of soldier engagement and allow soldiers to actively participate in their strength and conditioning sessions. Moreover, the platform should be able to analyze strength and conditioning sessions to include reps and weight. The platform should also allow for the viewing of strength and conditioning trends of individual soldiers or groups of soldiers, allowing questions specific to strength and conditioning to be answered.

1.6. PERIOD OF PERFORMANCE OR REQUIRED DELIVERY:

Base Year: 12 months Option Years: Four (4), 12 month Ordering Periods

1.7. GENERAL INFORMATION.

1.7.1. Quality Control: Quality Control is the responsibility of the Contractor. The Contractor is responsible for the delivery of quality services/supplies to the Government who will perform quality assurance on all deliverables IAW the standards set forth in this SOW.

2. REQUIRED DOCUMENTS.

The Contractor shall abide by all applicable regulations, publications, manuals, and local policies and procedures.

3. REQUIREMENTS.

3.1 STRENGTH AND CONDITIONING ONLINE ELECTRONIC PLATFORM.

3.1.1 The Contractor shall provide on online strength and conditioning platform for the United States Army JFK Special Warfare Center and School Human Performance Program for 2500 soldiers and 8 strength and conditioning coaches/athletic trainers/data scientists to access via the internet and mobile application.

3.1.2. The Contractor shall provide an online electronic platform that includes the following features/capabilities:

3.1.2.1. TRAINING DESIGN AND PROGRAM BUILDER.

3.1.2.1.1. The technology platform needs to provide the capability for human performance professionals (HP staff) to design, deliver & monitor physical training programs.

3.1.2.1.2. The technology needs to be web browser, Android and iOS phone & tablet native app Accessible.

3.1.2.1.3. HP staff need to be able to modify the soldier's program while the program is still active. To clarify, a program should not need to be unpublished in order to make edits

3.1.2.1.4. While programming, HP staff needs to be able to move seamlessly from a weekly view (ex: Day 1, Day 2 and Day 3) to a synced daily view over the course of multiple weeks, whereby ‘Day 1’ is visible across multiple weeks.

3.1.2.1.5. When building a program, must have at least the following complete list of exercise parameters for exercise prescriptions: reps, time, distance (m, km, in, ft, yds., mi), height (m, cm, in, ft), weight (lbs., kg - %1RME, %1RME of a linked exercise, %BW, Absolute), velocity (mi/h, km/h, m/s), power, force, heart rate, heart rate zone, calories, and RPE.

3.1.2.1.6. When building a program, HP staff needs to be able to add weeks in the moment. They must not be required to set the number of weeks before beginning the program’s design.

3.1.2.1.7. HP staff needs to be able to replicate entire weeks of training in 1-3 clicks

3.1.2.1.8. HP staff needs to be able to clone and move blocks seamlessly across days and weeks, including the ability to select where that block exists in a given workout day

3.1.2.1.9. HP staff needs to be able to clone and replicate a week from an existing program to another existing program in less than 8 clicks

3.1.2.1.10. HP staff needs to be able to clone and replicate a grouping of weeks from an existing program to another existing program in less than 8 clicks

3.1.2.1.11. HP staff needs to be able to design & store template programs containing 1 or more weeks of training. Furthermore, HP staff needs to be able to design a ‘parent’ template program which contains within it 1 or more ‘child’ programs. For example, the ‘parent’ program “2020 Macrocycle” could contain the following ‘child’ programs “General Prep Cycle”, “Hypertrophy Cycle”, “Strength Cycle”. To clarify, there should be separate areas of the tool to store template ‘parent’ programs, template ‘child’ programs and template individual workouts. Each with their own unique naming and search functionality

3.1.2.1.12. HP staff needs to be able to copy and save as templates the following items: sequential weeks of training, workouts, exercises, exercise groupings, and exercise progressions over the course of multiple weeks

3.1.2.1.13. HP staff needs to be able to select multiple exercises and exercise pairings or groupings at once and take the following actions: switch with a previously template exercise or exercise grouping, mass delete or save as a template progression

3.1.2.1.14. HP staff needs to be able to switch an exercise for another exercise and maintain the parameters (ex: similar to a find and replace function in excel)

3.1.2.1.15. When in the program builder, coaches need to be able to filter past programs by status, team and ‘my’ programs vs ‘all’ programs. Coach needs to organize programs into custom folders they themselves can create

3.1.2.1.16. HP staff needs to program specific blocks in ‘As Many Rounds as Possible’, ‘Every Minute on the Minute’ and ‘Rounds for Time’ specific format. This should be delivered to solider via mobile app with a functional timer experience

3.1.2.1.17. HP staff needs to be able to manipulate unassigned programs on a calendar experience to include re-ordering individual workouts

3.1.2.1.18. HP staff needs to be able to view estimated weight results while building programs when prescribing weights using formulas such as 1RME (1 Rep Max Estimate), % of Bodyweight and % Difficulty

3.1.2.1.19. The technology needs to allow for advanced search capabilities when searching for exercises in the exercise library. HP staff needs to filter by body part, equipment, training modality and exercise name to drive rapid movement selection during program creation and modification. Finally, HP staff needs to filter based on whether or not an exercise has a video

3.1.2.1.19. The technology must include a video library that is secure and only accessible to our Organization

3.1.2.1.20. The technology needs to allow HP staff to make individual edits to soldiers’ programs once the workout is already started from the iPad or Android tablet application. To clarify, HP staff should not need to open a computer browser to make common modifications to individual programs during a workout

3.1.2.1.21. The technology needs to offer an algorithm to improve individualized weight prescription for each soldier and each exercise, every time the soldier performs the movement. HP staff needs to be able to prescribe an exercise, sets, reps and a % of customized intensity (1 to 100). The algorithm needs to take into consideration individual soldier’s history in the exercise, reps prescribed and % customized intensity prescribed to assign an individualized weight prescription. The algorithm needs to adjust the prescription for the following lift after soldiers update their results

3.1.2.1.22. The technology needs to allow HP staff to monitor and record test sets without notifying soldiers that there is anything different about these sets. These sets needs to be filtered out into a separate report marked by date the sets were performed

3.1.2.1.23. The technology needs to allow HP staff to program specific sets as test sets. Once test sets are performed, they should not automatically result in test data, but go through a review and approval workflow process. Furthermore, organizations should be able to opt into test sets automatically resulting in test data if they would like to forego the approval workflow

3.1.2.1.24. Training programs needs to be capable of being delivered on a calendar or in a calendar-less format. For example, a calendar program would be assigned for specific days such as Monday, Wednesday and Friday for a 3 day a week program. A soldier or coach needs to be able to move workouts from Wednesday to Thursday as needed. A calendar-less program does not have specific days of the week assigned, but rather is delivered in a list format whereby soldiers can move down the list of workouts without a set schedule

3.1.2.1.25. Technology platform needs to include a recommendation engine for designing programs. HP staff needs to receive a multi-week custom-optimized phase based on the following choices: HP staffs estimation of individuals training age, intent or theme of the program (ex: general prep, hypertrophy, metabolic conditioning, max strength), number of weeks, number of days in the week, equipment access & workout duration.

There needs to also be the option to include conditioning, medicine ball, plyometric & speed/agility exercises or groupings of exercises. Once designed, this custom phase needs to be customizable for the HP staff.

3.1.2.1.26. HP staff needs to transfer soldier’s training programs seamlessly across teams and view historical training programs, including those from previous teams. Even if those teams have since been deleted from the organization.

3.1.2.2. DELIVERY.

3.1.2.2.1. The technology platform needs to allow training program delivery to soldiers via web browser, native iOS app (phone & tablet), and native Android app (phone & tablet)

3.1.2.2.2. The technology platform needs to allow training program delivery to soldiers offline.

While connected to Wifi, soldiers should be able to download up to 60 weeks of programming onto their device. Soldiers should be able to view, complete and update workout data while offline and sync data once back on Wifi

3.1.2.2.3. Soldiers should be able to edit exercises selected, parameters assigned directly from their own mobile device in real time. Recently used exercise switches should be available for easy exercise switches

3.1.2.2.4. Coaches should be able to assign programming to soldiers at both the team and individual level by an invitation link whereby soldiers can click the link, register their account and gain access to their workouts

3.1.2.2.5. Soldiers should be able to complete multiple workouts in the same day from the same training program.

3.1.2.2.6. Native tablet app needs to allow up to 4 soldiers & their respective training programs to be displayed on the tablet screen at once. Within this interface, soldiers need to be able to:

-visualize and enter data for their workouts -access previous exercise history in a table and linear graph -access exercise videos -record videos & notes of themselves performing the exercise

3.1.2.2.7. Tablet app needs to be able to have a custom logo and color scheme applied (once a user logs into the application)

3.1.2.2.8. Native tablet app needs to allow HP staff to edit individual programs, once the workouts are already started, in real-time. This includes the ability to switch an active workout with a template workout already stored in the system

3.1.2.2.9. Native tablet app needs to allow HP staff to visualize attendance, test data, forms data and workout reports on individual soldiers and teams

3.1.2.2.10. Native tablet app needs to allow HP staff to enter in forms data including FMS screen results and Body Comp screen results

3.1.2.2.11. Native tablet app needs to allow HP staff to create and design full macro-cycle programs with similar functionality to what is available on the web browser level

3.1.2.2.12. Printed workout cards need to be able to be printed for a single soldier or an entire team in the following formats:

-a weekly view (ex: Day 1, Day 2 and Day 3) -a daily view of multiple weeks (ex:’‘Day 1’ is visible across multiple weeks) -a logo and color scheme needs to be able to be applied to all printed sheets

3.1.2.2.13. HP staff needs to be able to create custom forms that can be delivered and recorded for individuals and teams at the mobile app, tablet app and web browser level. Besides custom forms the following pre-set forms need to be included already: general activity, body composition, FMS, goal check-in, goal and motivation, heart rate evaluation, lifestyle check-in, lifestyle evaluation, nutrition and hydration evaluation, readiness, recovery, training history, V02 Max Test, Vertical Jump & Grip Test, Vertical Jump Test and Wellness

3.1.2.2.14. Soldier needs to be able to reset a workout from the mobile app if started by accident

3.1.2.2.15. Within settings across tablet, web and mobile, users need to be able to default measurement units & workout units separately (british, metric or as prescribed)

3.1.2.3. TRACKING.

3.1.2.3.1. Soldier profiles need to be available on web and tablet applications, viewable by the soldier’s coach(s) and the soldier. No profile information should be shared with other soldiers. Profile information needs to include the following:

- Name (needs to be able to be de-identified)

- Email (needs to be able to be de-identified)

- Birthday

- Height

- Weight

- Gender

- Status of limitations via status indicators (green, yellow, red) and corresponding notes

3.1.2.3.2. The system needs to allow for visualization of individual & team attendance, workout results, and test data

3.1.2.3.3. The platform needs to allow soldiers to log all aspects of their training session and for HP staff and soldiers to view and analyze the results from the training session.

3.1.2.3.4. Via the mobile application, the soldier needs to:

- Log workout data by first starting a session, then marking as complete each set within the session

- Edit the work completed if it differs from what is prescribed

- See all past completed workouts, organized by month, total training volume and load and full history of exercise results

- View a calendar, with attendance for each session noted

3.1.2.3.5. For the coach, each soldier’s profile page needs to contain:

- Up-to-date attendance (customizable by time period)

- A calendar which shows completed, missed and scheduled workouts

- Details on which sets within a workout were completed

- Information on whether what was prescribed by the coach was altered in any way by the soldier (e.g. soldier was prescribed 5 reps at 185 lbs. but completed 6 reps at 190 lbs.)

3.1.2.3.6. HP staff needs to be able to mark specific sets when prescribing training.

These sets should then be pulled out into a separate view, allowing for easy monitoring of key lifts and benchmarks

3.1.2.3.7. All data surrounding workout logging needs to be available immediately in real time.

Soldiers & HP staff needs to be able to pull up exercise history while performing an exercise on the mobile or tablet app

3.1.2.3.8. Within the mobile app, a soldier needs to be able to see a report of completion percentage on a given day

3.1.2.3.9. When reviewing exercise history in the mobile app and tablet app for weighted exercises, the entire history for that exercise needs to be displayed with weights, reps and a calculated 1RM

3.1.2.3.10. There needs to be team leaderboards allowing the ability to view test data across a team. For weight based tests there needs to be the ability to view how soldiers compare relative to their bodyweight. Conditioning exercises on the leaderboard must be able to be ranked by fastest or slowest time

3.1.2.3.11. Leaderboards and other tests needs to be able to be printed to a pdf report

3.1.2.3.12. The following reports need to be available:

-Complete exercise results charted longitudinally -Readiness survey results charted longitudinally -Post workout survey results charted longitudinally -Volume Reporting (Prescribed) -Intensity Reporting (Prescribed) -Load Reporting (Prescribed)

3.1.2.3.13. The intensity section of the volume, intensity and load reports needs to be adjustable based on at least two different parameters such as 1RM and body weight

3.1.2.3.14. Volume, intensity and load result reports needs to be viewable for each soldier on their mobile app

3.1.2.3.15. The system needs to have an easy to use export to csv function for training data. The export needs to be based on start date, end date, teams, soldiers, exercises and status. The export needs to be formatted into a csv file with the following column headers: first name, last name, email, team, program, phase, workout date, block, exercise, exercise ID, set type, status, updated at, round number, sequence, assigned reps, assigned time, assigned distance (m), assigned distance (yds.), assigned height (cm), assigned height (in), assigned weight (kg), assigned weight (lbs.), assigned velocity (mi/h), assigned velocity (km/h), assigned velocity (m/s), assigned power, assigned force, assigned HR, assigned HRZone, assigned calories, assigned RPE, rest time, note, has weight, has reps, has time, has distance, has velocity, has power, has force, has hr., has HRZone, has calories, has RPE, result reps, result time, result distance (m), result distance (yds.), result height (cm), result height (in), result weight (kg), result weight (lbs.), result velocity (mi/h), result velocity (km/h), result velocity (m/s), result power, result force, result HR, result HRzone, result calories, result RPE.

3.1.2.3.16. The system needs to have easy to use export to csv function for leaderboards, test results and assessment results

3.1.2.3.17. The system needs to have easy to use export to csv function for team rosters, attendance, RPE per workout, missed workouts, scheduled workouts and completed workouts. This should be possible for an individual team or an entire organization

3.1.2.3.18. Forms csv exports should be adjustable based on a date range and the specific form to be exported

3.1.2.3.19. Completed workouts should be downloadable to pdf format

3.1.2.3.20. All exercise history and assessment data needs to integrate seamlessly with Smartabase. Data needs to be updated to Smartabase every 25 minutes or less

3.1.2.3.21. Within the mobile application, soldiers need to be able to view how many exercises, reps and sets were completed on any given training session

3.1.2.3.22. On the web and mobile interfaces, HP staff need to be able to view exercise, rep and set data for each session

3.1.2.3.23. On the homepage of the mobile application, soldiers need to be able to see summary of data for each workout session (ex: tonnage and volume)

3.1.2.3.24. Upon completion of a training session, soldiers need to be asked for a session RPE, to be reported back to HP staff

3.1.2.3.25. Similarly, HP staff needs to be able to view session-by-session RPE for each soldier, along with RPE by set if prescribed. HP staff needs to be able to view all completed work, including total reps and weight for each set for each workout for a soldier. This data must be exportable for analysis around physical exertion--including total training volume, load and RPE

3.1.2.3.26. HP staff needs to be able to prescribe the intended training time when building training sessions on the platform. At the conclusion of each session, soldiers need to confirm or edit the training time

3.1.2.3.27. The mobile application needs to include a daily wellness questionnaire that soldiers can fill out in less than 30 seconds. Questions related to sleep quality, mood, energy level, stress levels and soreness levels need to be included in this questionnaire and results need to be viewable on both mobile and web platforms. The questionnaire also needs to be customizable

3.1.2.4. SCHEDULING.

3.1.2.4.1. HP staff needs to have the option to turn off tracking for soldiers for any given program. In this scenario, the soldier would still be able to track their training data but it would not be delivered to the coach via their web or tablet access.

3.1.2.4.2. Calendaring tools need to allow HP staff the ability to select frequency and duration of training for each soldier.

3.1.2.4.3. The technology needs to be capable of multiple program assignments which allows HP staff to distribute separate training regimens to the same soldier

3.1.2.4.4. HP staff needs to be able to log events, viewable on team or individual soldier profile pages. Events need to have a name, address, start date, end date and importance field.

Events needs to have a countdown associated with them so HP staff can easily see how soon they will begin.

3.1.2.4.5. HP staff needs to be able to seamlessly add 1 or multiple soldiers to an event. Each soldier needs to be able to have a different level of importance for that event

3.1.2.5. COMMUNICATION.

3.1.2.5.1. HP staff needs to be able to send messaging direct to soldier or to an entire group through the mobile and web applications.

3.1.2.5.2. HP staff needs to be able to set up coach to coach messaging, allowing for collaboration and seamless communication within a performance staff, not visible to the soldiers.

3.1.2.5.3. From the mobile app, soldiers need to be able to upload videos, images and comments to their coach for dialogue on their form or individual needs in a particular movement.

3.1.2.5.4. HP staff needs to track soldier status allowing for the performance staff to denote a soldier as green, yellow or red. Changes in status needs to be logged in the HP staff chat room

3.1.2.5.5. System must offer program completion notifications, including calendar-less programs

3.1.2.6. CONTENT LIBRARY.

The platform needs to include template training content including but not limited to:

- 2600+ Movements*

- 80+ Daily Templates*

- 50+ Program Templates*

3.1.2.6.1. Coach needs to have the ability to create & track custom exercises

3.1.2.6.2. The platform needs to contain at least 1,700+ movements with video demonstrations viewable on all platforms (web, iOS phone, iOS tablet, Android phone, Android tablet). HP staff needs to also have the option to add new movements with videos directly to the platform and replace existing videos if desired

3.1.2.6.3. HP staff needs to add text cues and still pictures to appear with the exercise videos to further enhance education around correct execution of movements

3.1.2.6.4. The following additional capabilities are a requirement for the exercise library:

3.1.2.6.5. Preset movements need to be customizable by HP staff. For example, if a pre-existing video in the system requires a name change or a video replacement, the HP staff is capable of making this change

3.1.2.6.6. HP staff can adjust the following information to new or pre-existing videos in the library. Each of the below bullet points needs to have its own unique field:

- Exercise notes (text field)

- Select whether the exercise is ‘total weight’ (ex: barbell back squat) or ‘weight per side’ (ex: db bicep curl). This selection needs to impact how the exercise prescriptions are displayed to the soldier user on the mobile application. This selection needs to also impact volume, load calculations for reporting

- Select whether the exercise is ‘total reps’ (ex: barbell deadlift), ‘reps per side’ (ex: walking lunge) or ‘repeats 3 ways’ (ex: 3 way shoulder raise). This selection needs to impact how the exercise prescriptions are displayed to the soldier user on the mobile application. This selection needs to also impact volume, load calculations for reporting

- Exercise type (needs to include strength, conditioning, recovery, warm up, main set)

- Default exercise parameters (needs to include reps, weight, time, distance, height, velocity, power, force, heart rate, heart rate zone, calories and RPE)

- Equipment

- Custom tags

- Video upload (needs to have ability to take snapshots for image field below)

- Image upload

- Written cues

3.1.2.7. SUPPORT AND SERVICE.

3.1.2.7.1. Technology needs to provide 24/7 access to an online support site which hosts at least 150 resource articles, videos, recorded webinars and tips for HP staff

3.1.2.7.2. In-platform interactive tours needs to be provided to guide every user through the system

3.1.2.7.3. Chat support needs to be available in both mobile app and web platform

3.1.2.7.4. A dedicated account manager needs to be available to provide individualized phone and email-based support

3.1.2.7.5. Expectation for sufficient resources to support 20,000+ users on the application

3.1.2.7.6. Weekly engagement reports need to be available by email for soldiers and coach users. Organizations need to be able to turn on/off reports in settings

3.1.2.8. ONBOARDING AND CONSULTING.

3.1.2.8.1. Expectation of sophisticated onboarding and training plan to support 20,000+ athlete users and 8 coach users on the system

3.1.2.8.2. The following are expectations for onboarding consulting:

- Platform training for all HP staff and HP staff

- Mass upload of soldiers

- Mass upload of movements and videos

- Support for cross-department content strategy, including movement upload, tagging resources and library development to help streamline organizational workflows

- Mass upload of historical test data

- Mass upload of events

- Integration with Smartabase

- Customization of forms

- Customization of logo and color scheme

- Quarterly reporting and evaluations to assist in team-wide development and operational efficiencies

3.1.2.8.3. Annual on-base training is required at Ft. Bragg per year

3.1.2.9. SECURITY AND ORGANIZATION.

3.1.2.9.1. It is a requirement to have the following organizational and access structure with the following user rights and restrictive data access:

- Super-Admin User: Access to multiple organizations

- Admin User: Access to multiple team’s data within a single organizations

- Coach User: Access to soldiers within the teams they have access to (given by admin user)

- Soldier User: Access to their own data

3.1.2.9.2. All data needs to be encrypted and not accessible to non-organizational users at all times. For example, if a user is added to our organization but is already a member of the technology platform through another client, none of our data should be visible to the other client (external user)

3.1.2.9.3. needs to comply with SSL encryption standards

3.1.2.9.4. All user and training data should be hosted and stored in USA

3.1.2.9.5. All user and training data should be encrypted at rest

3.1.2.9.6. All user and training data should be encrypted in transit

3.1.2.9.7. All user and training data can be accessible and available to be securely exported

3.1.2.9.8. All user data can be deleted upon request

3.1.2.9.9. Data integrations with Smartabase are secure and employ best practices in authentication, data transfer and ownership

3.1.2.9.10. Make sure the following policies and documentation are implemented / readily available:

-GDPR compliance -Information Security Policy -Business Continuity and Disaster Recovery -Incident Response Policy
