About this file
This document is a Sources Sought notice for a federal contract opportunity related to the Supervisory Control and Data Acquisition (SCADA) system at Naval Submarine Base Kings Bay, Georgia. The notice seeks information on commercially available Programmable Logic Controllers (PLCs) and protective relays that are compatible with the existing SCADA system, which utilizes GE PLCs and SEL relays. Respondents are required to provide details on specific PLC and relay models, product descriptions, technical data sheets, and experience integrating these components with the existing Kings Bay SCADA system. The purpose of this market research is to determine the commercial availability of compatible products prior to a potential future procurement. No contract will be awarded from this announcement, and no reimbursement will be provided for costs associated with responding. Responses are due by 14:00 eastern time on May 1, 2024.

This project requires new equipment to be integrated into the existing Supervisory Control and Data Acquisition (SCADA) system at Naval Submarine Base Kings Bay. The SCADA system monitors and controls equipment at NSB Kings Bay through a combination of cabling, relays, Programmable Logic Controllers (PLCs) and other networking devices. The existing and original SCADA system was procured/installed utilizing GE and SEL parts.
NSB Kings Bay has an extensive Electrical Transmission and Distribution system comprised of hundreds of transformers, medium voltage switches, switchboards, lift stations and other equipment that are remotely monitored and controlled using a SCADA system. Under the SCADA system, electrical components such as PLC’s and relays are installed on equipment, which in turn, are connected back to remote monitoring stations. All of the new medium voltage equipment to be installed as part of this project require new PLCs and relays in order to be integrated into the existing SCADA system.
The existing SCADA system at NSB Kings Bay utilizes GE PLCs and SEL relays. Due to the sensitive nature of the SCADA system, it is critical that the parts procured as part of this contract be seamlessly integrated into the existing SCADA system to ensure operational compatibility with the existing equipment.
The Electrical Transmission and Distribution Improvements project installation must operate exactly as the existing equipment products as previously mentioned to ensure consistency, standardization and interoperability. If another manufacturer’s products are used, the consistency, standardization and interoperability of the existing SCADA system must be maintained. Ensuring that reprogramming of the entire SCADA system, recertifying it for cybersecurity, and retraining user personell as well, would not be required.
Include the following information for each PLC and relay:
1. Model Number, Catalog Number, Code Number, or equivalent model designation
1. Product Description
1. Manufacturer's technical data sheets.
1. Experience (3 pages Maximum):
Identify one (1) to three (3) projects where relays and PLCs had fully integrated with existing NSB Kings Bay SCADA system. For each project, provide the customer point of contact including name, phone number, and email, and a narrative description of the product/services provided by your organization. Also provide project title, project location (city/state), procurement contract number, and contract value, if available.
