1.0 SCOPE. This Statement of Work (SOW) establishes the technical requirements for the installation of the hull fireplace pilots, flame safeguards, and recommended spare parts list for the Submarine Fire
Fighting Trainer (FFT) Device 21C12A, located at the Trident Training Facility (TTF) in Kings Bay, GA.
2.0 ENGINEERING OBJECTIVES / REQUIREMENTS
2.1 General. The contractor shall organize, coordinate, and control all program activities to ensure compliance with this SOW and the timely delivery of the required products and services. The contractor shall provide the necessary materials, services, equipment, facilities, logistics and clerical support for the efforts described in this SOW, restoring the trainer and the respective facilities to an agreed upon acceptable, functioning condition. The contractor shall participate in all inspections by the Designated
Government Representative. During these inspections, the contractor shall demonstrate operationally and diagnostically that the modification has corrected deficiencies due to obsolescence and noncompliance with NFPA 1402 regulation.
2.2 Detailed Requirements. The contractor shall perform the trainer modification tasks listed below:
2.2.1 Pilot Burner Units. The existing pilot assemblies for the hull fireplace are obsolete and do not comply with the National Fire Protection Association 1402 (NFPA) regulation on flame pilots. The contractor shall remove the existing pilot burner assemblies and associated equipment located under the hull fireplace. The new pilot burner units shall be installed to accommodate the existing hull fireplace panels. The contractor shall install new original equipment manufacturer (OEM) pilot burner units and associated equipment. Pilot assembly drawings shall be provided and shall include a drawing of the pilot covers. Test/Acceptance criteria shall be a visual inspection followed by a satisfactory operational test of the FFT using an Acceptance Test Procedure (ATP).
2.2.2 Flame Safeguard Controls. The contractor shall remove the existing flame safeguard controls and associated equipment for the hull fireplace. The new flame safeguard controls shall be installed to accommodate the existing configuration. The contractor shall install new original equipment manufacturer flame safeguard controls and associated equipment.
2.3 Test and Evaluation (T&E).
2.3.1 Government Final (Acceptance) Inspection. All services performed under this upgrade shall be inspected by the designated Government representative at the training site. The Government shall utilize fault demonstration, diagnostics, Daily Operational Readiness Test (DORT), Acceptance Test Procedure
(ATP), and any other relevant criteria.
3.0 PROGRAM MANAGEMENT REQUIREMENTS.
3.1 Integrated Master Schedule. The contractor shall develop an Integrated Master Schedule (IMS) which shall include the scheduled time required for fabrication/installation on the device and facility.
Task items requiring downtime for fabrication/installation shall be coordinated and mutually agreed upon by the designated Government representative at least 90 days prior to commencement of work and annotated in the Integrated Master Schedule.
4.0 LOGISTICS REQUIREMENTS.
4.1 Technical Manuals. The contractor shall provide redlines and other support documentation, to include pilot drawings, interconnect/wiring diagrams, installation drawings, wire list, parts list, and
Commercial Off-The-Shelf (COTS) documentation related to the trainer modifications. The contractor shall:
a. For TMs, follow the existing format contained in the documentation for the complete and accurate delivery of the TMs.
b. Updated drawings shall not include or reference obsolete trainers (e.g., 21C12A S/N 3 Pearl
Harbor).
c. Prepare the following redlines for TM:
(1) Operation and Maintenance (O&M) Manual (redlines)
(2) Planned Maintenance System (PMS) (redlines)
4.2 Deliverables. The contractor shall deliver all redlined technical documentation in .pdf format on
CD/DVD. Three (3) CD/DVDs of the finalized redlined documentation, including COTS documents, shall be delivered in support of this modification at the Ready For Train (RFT) date.
4.3 Configuration Audit. After completion of the permanent installation of the modifications into the existing trainer, the Government will conduct a Physical Configuration Audit (PCA) prior to the acceptance of the modification (after government functional testing). The PCA will be performed at the device site on the contractor-modified portions of the trainer. The PCA will also include the
Government’s verification of documentation redlines. The PCA will be conducted on the as-built modified trainer with power off. The non-functional examinations shall demonstrate that the modified trainer as-built design documentation and drawing redlines accurately reflects the configuration items.
Non-deliverable documents may be in contractor format. The examinations will encompass all modified areas, major assemblies, and sub-assemblies of the completely assembled trainer. The contractor shall provide the resources necessary to support the Government-conducted examinations. Deficiencies recorded by the Government that are attributable to the contractor shall be corrected by the contractor and verified by the Government test team prior to Government acceptance of the modified trainer equipment.
4.4 Spares. The contractor shall provide a list of recommended, modification-related spares which shall include the part number, nomenclature, manufacturer or vendor unit price, and the contractor’s cost to procure and deliver spares to the device site. The Government will review and approve the spares from the list to be procured.
4.5 Maintenance Training. The contractor shall provide training to the CMS (Contractor
Maintenance Services) maintenance personnel on the troubleshooting and maintenance of the new pilot burner assemblies and flame safeguard controls.
4.6 Equipment Disposal. The contractor shall remove and dispose the legacy hull pilots and all associated equipment. All equipment removed shall be identified in writing and be provided to the
Government for review and approval. The document shall indicate what equipment will be retained if applicable. All removal and disposition activities shall be conducted in accordance with local rules and procedures.
