1 Introduction
1.1 Purpose of RFP
The Sacramento County Water Agency (“SCWA”), is soliciting proposals from engineering firms (Consultant) to provide professional services to manage, design, and provide support during construction for a proposed transmission main in Keifer Blvd (Project), extending from Sunrise Blvd to Excelsior Road (see Attachment 1).
1.2 Background
The Sacramento County Water Agency (SCWA) was formed in 1952 by a special legislative act of the State of California. The purposes of SCWA are carried out through benefit zones. Zone 40 was created in 1985 to acquire funding and construct facilities for the production and distribution of groundwater and surface water for the beneficial use of the inhabitants within the zone. Zone 40 does not own, operate, nor maintain assets; it merely facilitates the construction of water supply facilities and acquires surface water contracts.
SCWA’s Zone 41 was created to operate and maintain public water systems in various locations throughout Sacramento County, including some areas within the cities of Elk Grove and Rancho Cordova. SCWA administers capital improvement and facility retrofit projects to expand and improve its water supply facilities to meet the needs of new growth, new regulations, and/or equipment condition. The Sacramento County Department of Water Resources, Water Supply Design section implements these water facility design and construction projects.
1.3 Scope of work
The Project includes approximately 2.8 miles of Transmission main (sizes vary from 16-inch to 30-inch) that will connect to an existing 24 inch transmission main in Sunrise Blvd, and follow the Keifer Blvd alignment west to Excelsior Road. The project will also include a 0.6 mile section of 12-inch pipe in Excelsior Road which will connect to the existing Mather system. This pipeline will provide redundancy and operational flexibility for various areas of Mather Housing. A portion of this alignment is paved while some undeveloped.
Depending on the timing of future development, it may be determined that an all weather access road is necessary over the top of the pipe. Consultant will coordinate with planning staff as well as development community to coordinate appropriate timing and ultimate status of the road.
Consultant will be taking a lead role in the design of the Project and will provide engineering support during the construction in coordination with SCWA staff.
Sacramento County Construction Management and Inspection Division (CMID) will provide inspection during construction. Due to staffing constraints, SCWA staff will rely on the Consultant to move the project forward independently, checking in at regular intervals with SCWA staff.
Consultant will coordinate with SCWA Planning staff to confirm pipe sizing, alignment, connection to existing facilities and location of future connections.
Consultant will coordinate with City of Rancho Cordova regarding the timing of Sunrise Blvd widening and connection to Project.
Consultant will coordinate with Sacramento County Department of Transportation regarding the two creek crossings as well as the Bureau of Reclamation for the crossing of the Folsom South Canal. An existing utility bridge is located in the vicinity, Consultant will determine if it’s capacity is adequate for additional pipelines, or if an additional crossing will be necessary.
1.4 Scope of Services
The work that is to be performed by the consultant will include the following:
1. Provide preliminary design services. These services may include but are not limited to gathering information and reporting on preliminary project data such as geotechnical information, roadway design data (existing and future), surveys, improvement plans, and identifying and addressing utility conflicts and preliminary cost estimates. Provide easement and right of way acquisition support.
2. Provide technical studies to support preparation of appropriate documentation under the California Environmental Quality Act (CEQA).
Technical studies may include, but not limited to, a biological resources report, cultural resources report, wetland delineation, and arborist report.
Coordinate with the Department of Community Development, Division of Planning and Environmental Review (PER) to review prior, relevant CEQA documents as appropriate. Submit Request for Environmental document to PER. SCWA will pay for all fees due to PER, but the Consultant will provide coordination and any necessary studies. Extensive environmental analysis has been or is in the process of being completed for adjacent developments. The pipeline is anticipated to be included in those reports.
3. Provide project management services. This includes but is not limited to conducting meetings during all phases of the project, preparing monthly invoices, developing a project schedule, and coordinating with agencies affected by the projects.
4. Provide design services for water pipeline installation projects. These design services include but are not limited obtaining necessary permits, preparing corrosion study reports, providing design recommendations and/or calculations, developing traffic control plans and sequence of work, developing detailed drawings and applicable specifications using AutoCAD in accordance with SCWA guidelines (Attachment 2), Sacramento County Improvement Standards as well as Construction Specifications, and developing detailed cost estimates.
5. Provide technical services to Water Agency staff during bidding and construction. This includes but is not limited to responding to bidder questions, providing addenda and written clarifications when necessary, producing conformed sets of plans and specifications for construction, responding to contractor Requests for Information (RFI’s), reviewing contractor submittals to assure conformance with the construction specifications and drawings, attending project related meetings, addressing problems and deficiencies, and providing surveying services for design and construction staking.

The Proposer affirms that to the best of its knowledge the submission of its Proposal, or any resulting contract, does not present an actual or perceived conflict of interest. The Proposer agrees that should any actual or perceived conflict of interest become known, it will immediately notify the Agency and will advise whether it will or will not avoid, mitigate, or neutralize the conflict of interest.
The Agency may make reasonable efforts to avoid, mitigate, or neutralize a conflict of interest by a Proposer. To avoid a conflict of interest by a Proposer, the Agency may utilize methods including disqualifying a Proposer from eligibility for a contract award or cancelling the contract if the conflict is discovered after a contract has been issued. The Agency may, at its sole and absolute discretion, waive any conflict of interest.

After review of each responsive proposal, the Agency may award a contract to a successful Proposer based on the evaluation criteria, or it may establish a short list of Proposers for further consideration. The short list of Proposers may be asked to provide additional information.
The short list of Proposers may also be asked to attend an in-person or telephone interview/presentation, as determined by the Agency in its sole discretion.
3.5 Interviews
After review of each responsive proposal, the Agency may award a contract to a successful Proposer based on the evaluation criteria, or it may establish a short list of Proposers for further consideration. The short list of Proposers may be asked to provide additional information, or an interview/demonstration as determined by the Agency in its sole discretion.
3.6 Execution of contract
The selected proposer shall execute an agreement with the County of Sacramento, using the standard consulting agreement (Attachment 3).
Any requested revisions, deletions, or additions, to the language in the attached sample agreement shall be clearly set forth in the proposal for the County’s consideration.
Before a contract becomes effective between the County and any proposer, the contract must be reviewed by County Counsel and the contract award must be approved by the County Board of Supervisors or its designee. If for any reason the County Board of Supervisors or its designee does not ratify and sign the contract, then there are no binding obligations whatsoever between the County and the proposer relative to the proposed contract.
