About this file

This document is an Addendum to a state and local contract opportunity issued by the Maryland Department of General Services for a Tank Abandonment project at the Eastern Pre-Release Unit in Church Hill, Maryland. The addendum clarifies and modifies the original bid documents, including revising the scope of work to remove all fuel, petroleum residue, and water from the tank, which is estimated to be 2,568 gallons. The work must be completed within 60 calendar days after the notice to proceed is given, with the hours of operation limited to weekdays from 7:30 am to 4:00 pm. The contract includes several unit price items, such as soil contamination testing, contaminated soil removal, and selected backfill.

The addendum provides additional details and answers to questions related to the contract, including the availability of restroom facilities, soil and groundwater conditions, and the timing for submitting the required 30-day notice to the Maryland Department of the Environment (MDE) for tank abandonment. The addendum also specifies that the contractor should provide their own portable restroom for staff and that soil samples have already been collected and provided to MDE, so additional testing may not be required.

7) Question Is there a concrete pad under the 1 0,000-gallon tank? Answer: Yes, Please see attachments.

8) Question We are required to collect three (3) soil samples 2' below the bottom of the tank. After the tank has been clean inside, we can drill holes in the bottom of the tank to collect these samples. If there is a concrete pad below the tank or if water starts to come in after holes are drilled, we won't be able to collect those samples. MDE would approve the geo pro be method of collecting these samples. How do you want these sample s to be collected?

Answer: Soil samples have been collected and provided to MDE we don’t anticipate additional testing. Please see added unit pricing in Addendum #2.

9) Question How many tons of contaminated soil should we allow for?

Shouldn't this be a line item? Answer: Please see added unit pricing in
