About this file
This is a unit pricing bid form for the City of Scranton Department of Business Administration's Keyser Valley Stormwater Improvements Contract 2, a comprehensive civil construction project in Lackawanna County, Pennsylvania. The project encompasses 74 line items of work extending from the intersection of Briggs Street and Horatio Avenue to above Newton Road, including site clearing and grubbing (56,336 square yards), excavation (55,900 cubic yards), installation of storm drainage piping ranging from 15 to 54 inches in diameter (4,123 linear feet), construction of inlet boxes and storm manholes at various depths, regional detention basin development with 11,000 cubic yards of clay core, channel work with riprap and vegetated swales, utility installations, asphalt and concrete removal and restoration, fencing installation, landscaping, and roadway surface restoration on both City and PennDOT rights-of-way. Sealed bids are due by 11:00 a.m. on Thursday, April 9, 2026 (with a later deadline of 11:30 a.m. on April 16, 2026 indicated in supplementary documents), submitted electronically through the City's e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa, with public bid opening to follow immediately in City Council Chambers. A non-mandatory pre-proposal meeting is scheduled for April 2, 2026, at noon in City Hall, and the deadline for submitting technical questions via the portal's Q&A function is April 6, 2026, at 11:59 p.m. Project milestones include substantial completion of proposed piping by September 18, 2026; completion of earthmoving at the detention basin by October 16, 2026; final pavement completion by June 18, 2027; and overall project completion by July 16, 2027.
Bidders must submit unit prices for each of the 74 line items with estimated quantities provided, and the total contract value will be calculated based on the submitted unit prices. The bid form currently displays error messages and zero dollar amounts, indicating it requires bidder completion of pricing information. A 5 percent bid bond is required with submission, and the successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract price. Progress payments will be made monthly at 90 percent of completed work value with 10 percent retainage until substantial completion, after which payment increases to 100 percent less punch list amounts. The contract is subject to prevailing wage requirements under the Davis-Bacon Act and Pennsylvania prevailing wage determinations, with weekly certified payroll submissions required. The project is funded through the American Rescue Plan Act (ARPA), and liquidated damages of $500 per day apply for delays, while incentive bonuses of $1,000 per day up to $35,000 are available for early completion. Bidders must demonstrate a minimum of five years of experience under their current business name and possess valid contractor licensing for the applicable work type in Scranton.
