About this file
This document is Addendum 1 for KEYS Bid 27-24, issued by Keys Energy Services in Key West, Florida, for Protective Relay Testing services. The bid opening has been extended to Friday, December 20, 2024, at 10:00 AM, with electronic submission required via My Vendor Link or Demand Star. The project involves hiring one Lead Relay Technician to perform protective relay testing across multiple substations, with work anticipated to begin in Spring/Summer 2025 and lasting 1-3 months. The scope includes testing multiple relays, developing test plans, providing on-the-job training to KEYS technicians, and conducting full end-to-end testing for the KEYS Hybrid POTT Scheme.
The addendum provides detailed clarifications about the project requirements, including work hours (Monday-Friday, 7:00 AM - 3:30 PM), overtime policies, and specific technical specifications. Certifications like NICET or NETA are recommended but not mandatory. Personal protective equipment (PPE) must comply with APPA, OSHA, and NFPA 70E standards, with FR garments required since most relays are in metalclad switchgear. Bidders are expected to submit a proposed schedule with their bid deliverables, considering current workload, crew availability, holidays, and a tentative contract award in mid-January 2025. Drawings for substations will be made available to the awarded vendor after the Notice to Proceed.

Questions and Answers:
1. Would NETA (InterNational Electrical Testing Association) certifications be accepted as a substitute for the City of Key West and Monroe County Contractor’s License for this bid?
No.
2. Can you tell me how many Protective Relays need to be tested.
Please reference Appendix A of Specifications for a list of relays.
3. Can you send some picture of the relay?
No.
4. Are you seeking 1 Lead Relay Technician and 1Assistant level technician working together with Keys Energy Crews or 2 Lead Relay Technicians who will be assigned to different sites with Keys Energy members?
We are looking for 1 Lead Relay Technician.
5. Expected work hours of 40 hours per week with Keys Energy crews, with 5/8’s M-F or 4- 10’s M-TH?
Work hours are Monday – Friday, 7:00AM – 3:30 PM. Overtime will be as needed and with prior KEYS approval.
6. A duration expectation?
1-3 Months https://meet.goto.com/738494133 tel:+12245013412,,738494133 https://meet.goto.com/install
7. Would you be open to time-and-materials rates to have us on-site with Keys Energy crews conducting testing and providing training?
No, please use Proposal Page found in Specifications.
8. Is it a requirement to have NICET or NETA certification, or is it recommended?
Recommended.
9. Would you be available to schedule a call to discuss any or all of these matters?
KEYS cannot discuss any aspect of the bid privately. Awarded vendor will have open communication with KEYS.
10. Is NICET or NETA certification required? Since the scope description focuses on relay testing and relay functional testing rather that apparatus testing, we do not feel that this certification is relevant.
Recommended.
11. When is work planned to begin?
Spring/Summer 2025
12. What constitutes "substantially complete" under liquidated damages? (pg. 11) 80% of number of relays tested with approved test reports.
13. Is formal training of KEYS technicians required as part of this proposal or is it sufficient to have KEYS technicians accompany and assist Qualus Technicians in the performance of their work with the understanding that "on the job training" and explanation of our activities is part of our scope.
Yes. This can be considered.
14. Qualus has a "Two Man Rule" for the performance of testing activities. Shall the relay testing activities be priced based on one Qualus resource with the understanding that an additional KEYS resource will always be provided to assist and train?
Yes. KEYS will provide their relay tech that is being trained.
15. Based on the described scope, there will be "training only" days. Specifically with the test plan development portion of the work. Can a "Training Only" activity be included in the bid form to account for this time?
Yes.
16. Do KEYS technicians generally work a schedule of 5 / 8hr days or 4 / 10hr days? 8. When testing the KEYS Hybrid POTT scheme, is full end-to-end testing required or just the local end portions of this scheme?
KEYS technicians work 5, 8 hour days Monday through Friday. Normal hours are 7:00 AM
– 3:30 PM.
Full end-to-end is required for KEYS Hybrid POTT Scheme.
17. Can Per Diem be billed separate from the unit price activities?
No. Pricing on Proposal Page must be all inclusive.
18. Will KEYS consider any alterations to the general terms and conditions of the bid documents.
Any exception of the Terms and Conditions must be clearly stated in the bid submittal.
Exceptions taken after bid opening will not be accepted.
19. How does Keys expect this project to go – substation priority, access to substations?
The KEYS relay technician will work alongside the lead relay tech.
20. Can you clarify what training is required? The way the specification is written makes it hard to quantify and qualify. Do you just want us to put a certain amount of hours towards training?
The goal of the training is for the KEYS relay tech to be able to perform all this testing in the future on his own.
21. Does Keys Energy have specific PPE requirements while performing this scope of work?
Or can we follow our company`s safety policy for work similar to this scope?
KEYS follows APPA, OSHA, and NFPA 70E for PPE requirements. Most of the relays are in metalclad switchgear, so FR garments are required.
22. The testing spec indicates we’ll need to test via Doble 6150e. Would testing and training with a Doble 6150sv be sufficient for this testing and training scope? From what I understand, the 6150sv is more supported, with expanded communications capabilities, but still covers all capabilities found via 6150e. Please advise.
Yes.
23. Are drawings available for each of the substation prior to the bid deadline?
No. Drawings will be available to awarded vendor upon request following Notice to Proceed.
24. Does the requested schedule for execution need to be submitted with the bid deliverables, or is this a post-award deliverable?
Schedule is required with bid deliverables. Please base the proposed schedule on current workload, crew availability, holidays, and tentative contract award of mid-January 2025.
