About this file
This is an addendum to a competitive bid solicitation issued by Keys Energy Services (KEYS), a municipal electric utility in Key West, Florida, for the procurement of transformers under Bid 24-25. The addendum addresses ten substantive questions and answers clarifying specification requirements for 12 different transformer types with voltage configurations of 13,800/7970 Wye and kVA ratings ranging from 15 to 1,500 kVA. The solicitation encompasses both pole mount and pad mount single-phase and three-phase transformer configurations. Electronic bid submissions are due by September 26, 2025, at 10:00 a.m., with a virtual bid opening scheduled for the same date. The contract will have a two-year duration from execution.
The addendum clarifies key procurement parameters, including KEYS' willingness to evaluate exceptions to specified components and requirements on a case-by-case basis, such as amorphous core transformers and non-USA-assembled products. Bidders must provide unit pricing, no-load and full-load loss data, delivery timeframes, and manufacturer information. A bid bond or cashier's check equal to 5% of the total bid amount is required, with the surety bond complying with Florida state law; however, no specific bonding company is mandated. The addendum confirms that notarization by a foreign Notary Public or official authorized to administer oaths per Florida Statutes is acceptable. All transformers must be constructed of stainless steel, and evaluation will be based on total owning cost calculations incorporating unit price and transformer losses, with the lowest total selling price selected as the best bid among equivalent bidders within 2.5% of the lowest total owning cost. Label specifications require standard medium blue color with white letters on the tank, and high voltage bushings are specified for two-bushing transformers with fully insulated windings.

KEYS BID 24-25 SPECIFICATIONS FOR THE PURCHASE OF TRANSFORMERS
Addendum 2
Questions and Answers:
1. For this bid, would Keys energy consider a proposal with amorphous core?
Bidders can take exception to specific components and KEYS will evaluate the proposed equivalents on a case-by-case basis.
2. It is stated as a requirement “Transformers shall be assembled in the USA and major components made in the USA.” While we are a US headquartered company and we fall under the United States-Mexico-Canada Agreement (USMCA), our products are not assembled in the USA. Does this prevent us from bidding? If we are allowed to bid, are we allowed to win?
Bidders can take exception to specific requirements and KEYS will evaluate the exceptions on a case-by-case basis.
3. Section 1.1A - Transformers shall be specified as a 2-bushing transformer with fully insulated windings. Are you referring to the high voltage primary bushings or the low voltage secondary bushings?
High Voltage Bushings.
4. Section 1.5f - Can you provide color picture(s) of acceptable label color/location?
On the tank. Standard medium blue, with white letters.
5. Pressure Release Valve - What alternatives to IFD Corporation device are already approved? What is the process to get an alternate approved for this opportunity?
equivalents on a case-by-case basis.
6. Please clarify/confirm the physical requirement differences between the Pole Mount
120/240v secondary and the 120v secondary with respect to secondary bushing needs.
120-240V has 3 LV bushings (low voltage neutral bushing) 120 has 2 LV bushings (no low voltage neutral bushing).
7. Section 3.3B.b. - What alternatives to Tedco Nol M36E are already approved? What is the process to get an alternate approved for this opportunity?
equivalent on a case-by-case basis.
8. Label requirements - What is approved as an exact equivalent to Uticom U6060 or U6060B labeling?
equivalent on a case-by-case basis
9. Section 3.8 - What alternatives to Central Maloney 70133452 are already approved?
What is the process to get an alternate approved for this opportunity?

10. Bid bond- Is required 5% of Bid bond, but we are wondering if there is any required specific company that we have to issue for the bond? We intend to use SGI (Seoul Guarantee Insurance) company to issue bid-bond, please kindly confirm if this company would be fine to issue from your side.
The surety bond shall comply in all respects with the laws of the State of Florida.
11. Notarized document. (SWORN STATEMENT PURSUANT TO SECTION 287.133(3)(a), FLORIDA STATUTES, ON PUBLIC ENTITY CRIMES) We are an overseas bidder (Korea).
May we notarize this document in Korea with an apostille, or is a U.S. Notary Public required?
