About this file

This document is Addendum 2 for KEYS Bid 24-25, a solicitation by Keys Energy for transformer specifications. The bid concerns the purchase of transformers with specific technical requirements, including 2-bushing transformers with fully insulated windings, specific label and bushing configurations, and preferences for USA assembly and component sourcing. The addendum addresses multiple bidder questions regarding core materials, assembly location, bushing types, label specifications, and component alternatives, with Keys Energy consistently indicating that they will evaluate exceptions and proposed equivalents on a case-by-case basis.

The bid includes additional procedural details such as a 5% bid bond requirement, with flexibility on the surety bond provider as long as it complies with Florida state laws. For international bidders, Keys Energy clarified notarization requirements, accepting notarizations from officials authorized to administer oaths per Florida Statutes, which provides some accommodation for overseas participants. The document suggests a flexible approach to bid requirements, allowing potential variations in transformer specifications while maintaining core technical standards, which could broaden competitive participation in the procurement process.
