About this file

This is an Addendum 3 (Questions and Answers) to Bid 23-25 issued by Keys Energy Services (KEYS), a municipal electric utility in the Florida Keys, regarding the procurement of health insurance consulting services. The addendum addresses clarifications on licensing requirements, enrollment platform costs, supplementary compensation, and incumbent service details. The solicitation seeks a qualified health insurance consulting firm to provide comprehensive benefits evaluation, plan design, procurement support, and administration services for the utility's employee and retiree populations. The initial contract term runs from April 1, 2026 to March 31, 2029, with potential renewal options for two additional one-year periods. Proposals were due electronically by 10:00 a.m. on October 24, 2025, with simultaneous virtual bid opening.

The incumbent broker currently charges an annual fee of $78,400 and provides services including BenTek enrollment platform administration, 112.08 and IBNR reporting, and other benefits administration services. Prospective consultants must hold a Florida Insurance 215 license for the scope of services outlined. KEYS covers the cost of FSA and HSA programs externally, while the BenTek platform costs $35,000 annually plus file fees if contracted directly with the vendor rather than through the broker. The incumbent consultant does not receive override or supplementary compensation. KEYS has indicated a preference for fixed fee consulting arrangements, though hourly rates with not-to-exceed caps will be considered. The procurement emphasizes data-driven, independent advice focused on reducing health insurance spending, maintaining regulatory compliance, increasing vendor transparency, and improving employee satisfaction.
