About this file

This document is Addendum 1 for KEYS Bid 13-25, issued by Keys Energy Services, a municipal electric utility in Key West, Florida, for decommissioned smokestack repairs and painting. The addendum provides detailed responses to potential bidders' questions, clarifying project specifications and requirements. KEYS ideally wants work to begin immediately following Utility Board approval and completed by October 1st, with the contract allowing up to nine months from the date of execution. The bid opening is scheduled for May 30, 2025, at 10:00 AM, and the project involves repairing and painting a decommissioned smokestack, including surface preparation to SSPC-SP7 NACE 4 standards, minimal railing repairs, and painting under specific wind conditions.

The addendum specifies that the project is not funded by stimulus programs like the America Rescue Plan or Build Back Better Plan. KEYS requires a Performance and Payment Bond within ten days of receiving the Task Order and emphasizes that bidders should not over-engineer proposals, as the utility intends to repaint every 5-10 years with only a 5-year warranty. Limited equipment storage space is available near the stack, and painting must be conducted in calm wind conditions (ideally below 10 mph). The document includes a mandatory site visit sign-in sheet showing various potential bidders from different contracting and coating companies who attended the site visit, indicating significant interest in the project.

KEYS BID 13-25 SPECIFICATIONS FOR DECOMMISSIONED SMOKESTACK

REPAIRS AND PAINTING

Addendum 1

Questions and Answers:

1. When do you expect to execute this work?

Ideally, KEYS would like work to begin immediately following Utility Board approval and have the project completed by October 1st. However, the contract allows for completion up to 9 months from the date of execution by the Utility Board.

2. Will we be able to use our own coatings systems or will we be required to adhere to an project-specific coating specification?

Minimum paint requirements can be found in Chapter 15 of Attachment 2 of the Bid Specifications. Anything exceeding this standard may be considered. KEYS asks that bidders not over engineer their proposals since it is KEYS intent to repaint every 5-10 years and only requires a 5 year warranty.

No.

7. What level of surface prep is required?

Minimum of SSPC-SP7 NACE 4

8. What percentage of the railings need to be replaced?

None of the handrails should be replaced. For the regions with eroded pipes and kickplates, the repair should be to clean up the regions as best as possible and weld in patch plates to the kickplates or sections of oversized pipe that will fit over the holes in the post and midrails. Since all of the posts, handrails and midrails are connected, the strength of the system is still good.

9. Can the AT&T cabling on the side of the stack be removed or pulled away from the stack in sections to allow for better access to the surface of the stack?

AT&T will be on site Wednesday to give their answer. I’ll forward the response at that time.

10. Is the contractor to paint the cable?

No. Only paint what is currently painted and repaired areas. Areas previously without paint are to remain without paint.

11. Is the light to be replace stationary or blinking?

Stationary

12. Would Keys Energy be amenable to alternative arrangements to protect your business interests, other than a performance bond?

No. Contractor shall furnish a Performance and Payment Bond within ten (10) days after Contractor receives the Task Order to activate the contract.

13. Anticipated completion date for construction?

Substantial completion is required on or before nine months from the date of execution by the Utility Board.

14. Is there space available for equipment storage?

Yes, there is limited space available in the vicinity of the stack. Red block depicts available space for material and/or equipment in relation to the stack, red circle.

15. Will painting be affected by wind?

Yes, painting must be done in calm wind conditions, ideally below 10 mph, to limit paint drifts and drying/curing issues. Contractor is responsible to repair/clean/replace any item that paint is transferred to.
