About this file
This is an Agenda Item Summary Sheet from Keys Energy Services, a municipal electric utility in Key West, Florida, documenting a contract award for decommissioned smokestack repairs and painting (Bid 13-25). The project involves repairing and maintaining a 106-foot communications smokestack at the Stock Island Generating Facility, following a December 2024 inspection by Bednash Consulting that identified areas requiring maintenance, including scaling, rust, deteriorated platforms, kickplates, and damaged ladder components. KEYS issued a request for proposals and received six bids, with the contract recommended to be awarded to Razorback, LLC, the lowest bidder.
The total contract value is $123,150, which is budgeted and will be funded from source 1-25-107390-50-25011. The project supports KEYS' Strategic Plan Goal #4 of maintaining a highly effective workforce and fostering a positive, safe working environment. The current lease with a third-party communications company requires KEYS to maintain the stack in good condition, and local land development regulations would prevent constructing a similar structure today. The evaluation criteria included relevant experience, project management approach, cost, and references, with Razorback, LLC being selected as the most suitable contractor for the smokestack repair and painting project.

Agenda Item Summary Sheet Meeting Date: July 16, 2025
Proposer: Lynne E. Tejeda, General Manager & CEO Department: Engineering
Agenda Item #: 8f
AGENDA ITEM WORDING: Award Contract for Decommissioned Smokestack Repairs and Painting, Bid 13-25
REQUESTED ACTION: Motion to Award Contract for Decommissioned Smokestack Repairs and Painting, Bid 13-25, to Razorback, LLC in the amount of $123,150
DISCUSSION: On December 11, 2024, Bednash Consulting performed a visual, non-destructive inspection of the decommissioned smokestack located at the Stock Island Generating Facility. The report describes the inspection findings and provides maintenance recommendations to extend the useful life of the stack.
KEYS leases space on the stack to a third-party communications company, and its current lease requires KEYS to keep and maintain the stack “in good order, condition and repair” during the lease term. A structure of the stack’s height (106 feet) cannot currently be constructed under Monroe County land development regulations.
The overall condition of the stack is good, but the inspection identified areas of scaling and rust, severely deteriorated portions of platforms and kickplates, and components of the caged ladder apparatus which are damaged and warrant repairs. KEYS issued a request for proposals seeking licensed and insured contractors to complete the recommended repairs and paint the stack exterior.
KEYS received six bids in response to the Request for Proposals.
