About this file

This is Attachment B to a service contract between the State of Wyoming, Board of Land Commissioners, Office of State Lands and Investments, Forestry Division and a contractor for tree-thinning services on state forestry lands. The contractor is responsible for performing hazardous fuels reduction through selective tree removal across three distinct units using different methodologies: mechanical thinning (mastication) in Units 1 and 2, commercial thinning in Unit 2, and hand thinning with hand piling in Unit 3. Trees targeted for removal include ponderosa pine of varying sizes depending on unit prescription and Rocky Mountain juniper six inches DBH and less. The contractor must select trees for removal based on quality criteria, prioritizing removal of poor-quality trees exhibiting characteristics such as disease, damage, poor form, or structural defects. Tree removal is restricted to the period between October 1st and April 30th annually, and the contractor must provide five days' notice to State Forestry before commencing work and maintain ongoing communication regarding project status.

The contractor bears full responsibility for furnishing all labor, equipment, supplies, and materials necessary to complete the thinning operations and must adhere to specific operational standards including stump height limitations of six inches on the high ground side, slash depth restrictions of no more than eighteen inches from the ground, and prohibition of debris in creek beds, roadways, and mowed areas. Fire safety requirements are stringent and include mandatory possession of fire suppression tools within three minutes of each saw, spark arrestors on all equipment, and compliance with the National Fire Danger Rating System with escalating operational restrictions during Very High and Extreme fire danger conditions. The contractor must maintain access roads in their original condition, exercise care to minimize damage to retained trees, and comply with Wyoming Forestry Best Management Practices and water quality protection guidelines. Access to certain project areas traverses private land, and the contractor's licensee status as granted by the Board of Land Commissioners is contingent upon operations not constituting an unusual fire threat as determined by the District Forester.

B. Rocky Mountain juniper six (6) inches DBH and less.

2. Trees indicative of good quality are:

A. Dominant in height B. Straight stem C. Well-formed D. Cone shaped crown E. One stem (not forked) F. Free of insect or disease problems G. Dark green needles H. Ponderosa pine

3. Trees indicative of poor quality are those having one (1) or more of the following characteristics.

These trees shall be selected for cutting.

A. Height growth noticeably less than the average for the stand.

B. Trees having animal or mechanical scars.

C. Forks or evidence of excessive wide spreading crowns and heavy limbs.

D. Trees leaning more than five (5) inches from vertical.

E. Trees noticeably too tall compared to diameter growth that will be susceptible to snow bend, windthrow or breakage.

F. Trees containing sweep.

G. Trees showing abnormal needle growth (witches’ broom).

H. Any broken topped trees.

4. Unit Prescriptions

A. Mechanical Thin (Mastication) - Unit 1,2

i. Trees to be thinned are ponderosa pine from one-foot (1’) tall up to six inches (6”)

Diameter at Breast Height (DBH) to an average residual spacing of sixteen feet (16’).

Office of State Lands and Investments, Forestry Division and

ii. No trees between one-foot (1’) tall and six inches (6”) DBH shall be left within six feet (6’) of any tree greater than seven inches (7”) DBH.

iii. Spread all masticated material to a depth of no more than six inches (6”).

iv. Downed fuels of any size are to be masticated.

v. Residual slash from timber harvest in unit 2 is to be masticated.

B. Commercial Thin 50 (CT-50) – Unit 2

i. Trees seven inches (7”) DBH and greater shall be thinned to a residual basal area of 50ft2/acre, varied across size class.

ii. Thinning should generally be done from below.

iii. Remove cull, damaged, poor-formed, and/or diseased trees first.

iv. Second, remove larger, more decadent, and overmature trees.

C. Hand Thin/Hand Pile – Unit 3

i. Trees to be thinned are ponderosa pine from one-foot (1’) tall up to six inches (6”)

DBH to an average residual spacing of sixteen feet (16’).

ii. Piled material shall be in tight piles of six feet by six feet by six feet (6’ x 6’ x 6’), not within fifteen feet (15’) of the dripline of retained trees.

iii. No trees between one-foot (1’) tall up to six inches (6”) DBH shall be left within the dripline of any tree greater than seven inches (7”) DBH.

iv. Slash that is piled shall be bucked into six feet (6’) or less lengths before piling

v. Contractor shall be responsible for submitting a tally of piles created.

vi. Machine piles shall be a minimum of one hundred fifty feet (150’) from utility poles, powerlines and non-BOR lands unless approved by the Agency Coordinator.

vii. Piles shall be constructed to facilitate burning. Smaller material should be located in the middle surrounded by bole wood on the outside. Piles should be free of dirt and be not be created on top of stumps greater than 3 inches in diameter.

5. Conditions for all units

A. No trees under one (1) foot in height will be cut.

B. Retain standing dead trees (snags) for wildlife habitat where they do not pose safety hazards and are located away from infrastructure and facilities.

C. Contractor shall cut all cull ponderosa pine trees nine (9) inches DBH and less. Cull trees do not have the potential to produce a twelve (12) foot sawlog due to damage, form or defect.

D. Contractor shall remove all Rocky Mountain juniper six (6) inches DBH and less.

F. Contractor shall cut trees with a method approved by Wyoming State Forestry Division.

G. Contractor shall cut stumps no higher than six (6) inches on the high ground side or below the lowest live branches, whichever is lower to the ground.

H. Contractor shall cut trees completely free of the stump, then piled or masticated, unit dependent.

I. No trees shall be left hanging on rocks, other trees or snags.

J. All slash shall be left no higher than eighteen (18) inches from the ground.
