About this file

This document is an "Additional Requirements" section from a Department of the Air Force solicitation that outlines supplementary contractual obligations and procedures for contractors.

The document addresses four primary areas: (1) Potential Organizational Conflict of Interest—contractors must disclose previous or ongoing work associated with the acquisition, and the Government may insert restrictions or disqualifying provisions in resulting contracts to mitigate conflicts; (2) Ombudsman Procedures—an appointed ombudsman (Ms. Susan Skaggs, primary, and Ms. Janet Kuruvilla, alternate, both at Tinker AFB, Oklahoma) is available to facilitate resolution of offeror concerns after the contracting officer has been consulted first, with escalation available to the Department of the Air Force ombudsman at SAF/AQC in Washington, DC, though the ombudsman has no binding authority; (3) Elimination of Class I Ozone Depleting Substances—contractors are prohibited from providing services or products requiring Class I ODS (including specific Halons, CFCs, Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide) in testing, operation, or maintenance activities; and (4) Contractor Access to Department of the Air Force Installations—contractors must obtain base identification and vehicle passes for personnel, submit written access requests listing employee names and dates, comply with security procedures for controlled areas, provide emergency contact information in the Emergency Mass Notification System, and return all credentials upon contract completion, with failure to comply resulting in potential withholding of final payment.

OMBUDSMAN

a. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

b. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. c. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman:

Ms. Janet Kuruvilla (alternate) 3001 Staff Dr, Tinker AFB OK 73145-3303 405-736- 2427; janet.kuruvilla@us.af.mil

Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256- 2395, facsimile number (571) 256-2431.

d. The ombudsman has no authority to render a decision that binds the agency.
