About this file
This is a Sources Sought Questionnaire for the recapitalization of the 230kV transmission loop and ancillary equipment at Naval Submarine Base Kings Bay, Georgia. The Department of the Navy Naval Facilities Engineering Command (Solicitation Number N69450-26-R-PW20) is seeking to identify qualified contractors capable of performing a comprehensive upgrade and cybersecurity hardening of the high-voltage electrical power transmission infrastructure at this military-sensitive nuclear deterrent installation. Respondents must demonstrate experience with design-build projects of similar scope and complexity valued at $200 million or greater completed within the last three years, along with the ability to bond a single project at $200 million. The project requires seamless coordination with Georgia Power Company, the utility provider operating the connected 230kV grid line, with a single point of accountability to minimize service disruptions.
The questionnaire mandates that respondents provide company information, size status under NAICS Code 237130 (Power and Communication Line and Related Structures Construction), relevant project experience, bonding capacity, anticipated subcontracting strategy, security clearances, and cybersecurity qualifications including North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) standards compliance and cryptographic Operational Technology/SCADA telemetry capabilities. Key personnel including project managers, lead electrical engineers, and cybersecurity leads must obtain minimum Tier 3/Secret clearance, Defense Biometric Identification Systems compliance, U.S. citizenship, and vehicle/equipment inspection approval. Contractors must address their approach to performing 230kV live cutovers with minimal utility provider coordination, their methodology for managing interconnection and interoperability requirements at zero-risk tolerance military installations, and their ability to ensure continuity of operations. This is a pre-solicitation notice and does not constitute a formal request for proposal or invitation for bid; no specifications or drawings are currently available.
