About this file

This is a Sources Sought Questionnaire for a pre-solicitation opportunity to recapitalize the Navy's 230kV transmission loop and ancillary equipment at Naval Submarine Base (NSB) Kings Bay, Georgia. The Department of the Navy Naval Facilities Engineering Command is seeking to identify qualified contractors capable of designing and building high-voltage electrical infrastructure that seamlessly integrates with the regional transmission grid and Georgia Power Company's utility system. Prospective offerors must demonstrate experience completing design-build projects of similar scope and complexity valued at $200 million or greater within the past three years, with proven expertise in utility interconnection and coordination. The work requires a single point of accountability for execution with minimal service disruption.

Respondents must provide company information, size status under NAICS Code 221122 (Electric Power Distribution), bonding capacity of at least $200 million per project, and details regarding self-performance versus subcontracting plans. Critical requirements include security clearances at Tier 3/Secret minimum for key personnel; NERC CIP compliance and cryptographic operational technology/SCADA telemetry capabilities; compliance with Executive Order 14421, FAR 52.204-25, DFARS clauses 252.204-7018, 252.225-7009, and 262.402, Buy American Act provisions, and Department of Energy bulk-power system supply chain restrictions; and demonstrated experience managing interconnection and interoperability at military installations with zero-risk tolerance. Respondents must address accountability mechanisms, continuity of operations protocols, supply chain enforcement procedures, and integration with the utility provider's proprietary protection schemes and NERC CIP requirements. No solicitation, specifications, or drawings are currently available.

3. Experience: Submit one (1) to three (3) design-build projects of a similar size, scope and complexity to the subject project, to include interconnection and coordination with the utility provider, completed within the last three (3) years, with an approximate completed value of $200,000,000 or greater for each submitted project.

4. Bond Capacity: Provide your company’s surety’s name, your firm’s maximum bonding capacity per individual project and aggregate bonding capacity. Your firm must demonstrate it can bond a single project at $200,000,000.

5. Subcontracting: What percentage or what specific portions of the project does your company anticipate: 1) self-performing; 2) subcontracting to any subcontractor; 3) subcontracting to the utility provider, Georgia Power Company?

6. Security Clearance: Provide information on what security clearance(s) your company holds. It is anticipated this project will require a minimum Tier 3/Secret clearance for key personnel (project managers, lead electrical/relay engineers, and cybersecurity leads configuring facility related control systems (FRCS)/relay networks), Defense Biometric Identification Systems (DBIDS) compliance, background vetting, U.S. citizenship, and vehicle/equipment inspection protocols. Access to restricted areas requires including but not limited to waterfront perimeters, nuclear-support zones, and the Defensive Ordnance Support Facility (DOSF) requires specialized base escorts.

7. Cybersecurity Qualifications: Provide documentation demonstrating your company has mandatory North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) standards and the ability to perform cryptographic Operational Technology (OT)/ Supervisory Control and Data Acquisition (SCADA) telemetry interconnection with utility provider’s automated grid without comprising external transmission stability.

8. Provide an explanation as to how your company would ensure accountability between your work and equipment and the utility provider to ensure continuity of operations with minimal power service interruption and how your company has addressed interconnection and interoperability requirements with utility providers at zero-risk tolerance military installations.

9. Describe your company’s plan to ensure, validate, and prove that all electrical distribution components, equipment, software, firmware, and digital controls procured for this project fully comply with Executive Order 14421, FAR 52.204-25, DFARS 252.204-7018, DFARS 225, DFARS 252.225-7009, DFARS 262.402, Department of Energy bulk-power system supply chain restrictions, Buy American Act, and other applicable federal laws and policies intended to limit the provenance of electrical infrastructure and components in support of national security. Explain how this plan will be enforced across the supply chain and how the equipment will integrate with the utility provider’s proprietary protection schemes, cryptographic OT/SCADA telemetry, and NERC CIP requirements.

10. What is the likelihood of your company submitting an offer for any resulting procurement?

11. Provide any other information regarding your company’s capabilities or qualifications to successfully perform this project.
