About this file

This is a Memorandum for Record documenting a justification to restrict competition to a single source for Kardex Biannual Maintenance services at Tyndall Air Force Base, Florida.

The 325th Contracting Squadron (ACC) has determined that only one source—Kardex Remstar LLC—is available to provide the required biannual maintenance services for Kardex equipment. This determination is based on market research conducted with the Original Equipment Manufacturer (OEM), which confirmed that Kardex Remstar LLC is the exclusive authorized factory service organization for all Office, Warehouse, and Government Kardex Remstar equipment. The justification cites the OEM's requirement that all Kardex Remstar service professionals must participate in company-sponsored certification training programs to ensure quality service and support for product enhancements and improvements. The contracting officer certified this justification as accurate and complete in accordance with Revolutionized FAR Overhaul (RFO) 12.102(a) on April 17, 2026. The memorandum notes that the agency will continue to conduct market research and monitor policy to identify opportunities to remove barriers and increase competition for future device purchases if applicable. Questions regarding this justification should be directed to Samuel Pendleton or Angel Clarke at the contracting office.

TYNDALL AIR FORCE BASE FLORIDA

17 April 2026

MEMORANDUM FOR RECORD

FROM: 325 CONS/PKAA

SUBJECT: Kardex Biannual Maintenance - Justification to Restrict Competition to Only One Source

1. The purpose of this memorandum is to document the Contracting Officer’s decision that only one source is available to fulfill the Kardex Biannual Maintenance services requirement pursuant to Revolutionized FAR Overhaul (RFO) 12.102(a).

2. As a result of Market Research the Original Equipment Manufacturer (OEM) was contacted to inquire if there were Small Businesses capable and authorized to conduct maintenance on Kardex equipment. They responded by saying Kardex Remstar LLC are the exclusive authorized factory service organization for all Office, Warehouse & Government Kardex Remstar equipment. All Kardex Remstar service professionals are required to participate in company sponsored certification training programs. This requirement not only assures our customers of continued quality service but also supports our commitment to all our products, irrespective of any changes due to the introduction of enhancements and improvements.

3. The agency will continue to conduct market research and monitor policy to remove or overcome barriers for the purchase of future devices if applicable.

4. As evidenced by my signature below, I certify that the justification is accurate and complete to the best of my knowledge IAW RFO 12.102(a).

5. If you have any questions regarding the above information, please contact samuel.pendleton.1@us.af.mil or angel.clarke@us.af.mil.
