Summary of Exhibit B - Performance Requirements for Korea Market Access for Washington Raspberries
This is a Performance Requirements exhibit for a competitive solicitation issued by the State of Washington for professional services related to Korea market access for Washington raspberries. The solicitation, numbered K6458, seeks a contractor to facilitate negotiations and market access between the Washington Red Raspberry Commission (WRRC), the U.S. Animal and Plant Health Inspection Service (APHIS), and Korean officials. The primary scope of work includes guiding industry and APHIS engagement in bilateral negotiations with Korea, consulting with stakeholders to review information shared with Korean counterparts, hosting site visits for Korean delegations to review production and shipping practices, finalizing market access workplans, and providing technical support to shippers on export requirements. The contractor must also meet twice annually with Washington industry members and provide regular progress reports to WRRC and the raspberry industry at the WRRC annual meeting.
The solicitation evaluates bidders on eight performance requirements totaling 800 points, with emphasis on prior experience with State Commodity Board Grant (SCBG) funded projects, deep familiarity with the Washington raspberry industry, proven experience working with APHIS on bilateral trade issues particularly with Korea, and direct experience in Korean market access negotiations for agricultural products, especially small fruits or tree fruits. Critical qualifications include experience developing and negotiating Maximum Residue Levels (MRLs) and demonstrated ability to comply with applicable federal and state regulations. Bidders must respond to each requirement with either a "Yes" or "No" answer for pass/fail items and provide detailed written responses of up to 800 words for requirements marked as "Written Response Required." All proposals must be submitted to the Procurement Coordinator at Kristofor.gray@agr.wa.gov.
