About this file

Summary

This document is a Statement of Work and Performance Requirements exhibit prepared by the Washington State Department of Agriculture (WSDA) for the operation of yard debris collection sites within the Japanese Beetle quarantine area in Washington. The WSDA seeks to contract with a business or individual to construct, staff, and operate yard debris drop-off sites in either or both Sunnyside and Grandview to assist residents and businesses in complying with quarantine regulations that prohibit the transportation of yard debris outside the affected quarantine zone during the Japanese beetle adult flight season (May 15 through October 15). The contractor must verify that customers are located within the quarantine area using government-issued identification, property tax receipts, utility bills, or similar documentation and ensure that only regulated yard debris—including grass clippings, leaves, branches, brush, weeds, flowers, roots, and similar plant materials—are accepted at the site. The proposed site must accommodate a minimum of 2,000 cubic yards of collected waste unless the contractor proposes an alternative waste transfer plan. The contractor may bid on specific geographical portions of the project or the entire project, and WSDA may award multiple contracts to different vendors for different service areas.

The evaluation of proposals will be based on 400 maximum points distributed across three criteria: state and local compliant drop-off site(s) (150 points), staffing and operation (150 points), and ability to maintain Japanese Beetle quarantine requirements (100 points). Bidders must submit responses within five pages detailing their staffing plan, hours of operation, compliance with Washington Department of Ecology and local health authority regulations, and Japanese Beetle quarantine maintenance strategies. The contractor must maintain site operations during the active flight season and may conduct collection activities outside the flight season with WSDA agreement. The contractor is responsible for obtaining all necessary permits, with WSDA suggesting adherence to WAC-173-350-320(2) exemption #3 to avoid permitting requirements. Between 2022 and 2025, the existing drop-off sites in Grandview and Sunnyside received more than 14,000 cubic yards of yard debris, and WSDA expects to continue this service through the contracted operations.

K6447 EXHIBIT B- PERFORMANCE REQUIREMENTS and STATEMENT OF WORK

BACKGROUND

Japanese beetle (JB), Popillia japonica, Newman, is an invasive scarab beetle native to Japan which was first introduced to the United States in 1918. Japanese beetle is a destructive pest which feeds on over 300 species of plants, many of which are important commodity crops to the state of the Washington, such as hops, grapes and corn.

In 2022, in response to the large number of JB detected in 2021, WSDA established an internal quarantine around infested areas in Yakima and Benton counties (map of affected areas in Exhibit B) to help prevent the spread of JB through the transport of certain regulated articles (see attached WAC 16-470 in Exhibit B). One of these regulated articles is yard debris, which is commonly transported by residents and businesses during its disposal since there are not waste separation programs in the affected areas. The establishment of this internal quarantine prohibited the transportation of yard debris from inside the quarantine area to outside.

To help mitigate potential obstacles to residents to comply with these new regulations, the WSDA established a free yard debris drop-off in Grandview in 2022, and an additional one in Sunnyside in 2024. These sites allowed for residents and businesses in the quarantine area to dispose of yard debris free of charge. Between 2022 and 2025, these sites received more than 14,000 cubic yards of lawn clippings, branches and other green waste. WSDA expects to continue providing this service to residents in Grandview and Sunnyside.

OBJECTIVE

There are approximately 127 square miles covered by the current Japanese beetle quarantine. WAC 16-470-717 prohibited movement of regulated articles outside the quarantined area during active flight season. No curbside waste separation programs exist in the affected areas, adding further difficulties for residents to adhere to the quarantine rules. WSDA aims to mitigate this by contracting a business or individual that can construct, staff, and operate a yard debris collection site within the JB quarantine area.

The contractor shall provide records of activities related to disposal of yard debris originating from JB quarantine areas. If yard debris is collected offsite, the contractor will provide container rental services or other means of storage for green waste material collected originating within the JB quarantine areas.

The site must be open between May 15th to October 15th, which is the Japanese beetle adult flight season. The proposed site must abide by any rules and regulations regarding waste collection set forth by the Washington Department of Ecology and by local county health authorities.

WSDA aims to provide yard debris collection services for eligible residents and businesses within the currently established JB quarantine area. Individuals and organizations may bid on a specific portion of the proposed project or may bid on the entire project. For example, service to a specific geographical area. WSDA may award multiple contracts for different portions of the yard debris collection plan to meet project deadlines and goals.

PROJECT REQUIREMENTS

QUARANTINE REQUIREMENTS

Contractors will need to be mindful of the types of waste that are expected to be collected at these sites. The following articles are regulated within the quarantine area and could reasonably be expected to be collected by the contractor. It is the responsibility of contractors to dispose of any articles not included in WAC 16-470-710 (3).

WAC 16-470-710 (3) Yard debris, meaning plant material commonly created in the course of maintaining yards and gardens and through horticulture, gardening, landscaping, or similar activities. Yard debris includes, but is not limited to, grass clippings, leaves, branches, brush, weeds, flowers, roots, windfall fruit, and vegetable garden debris;

If the Contractor plans to transport yard waste within the JB quarantine area, material must not leave the JB quarantine area.

Furthermore, WAC 16-470-710 establishes the JB adult flight season as May 15th through October 15th. Contracted sites will remain operational during the adult flight season in 2026. To complete the scope of the project, activities at the collection sites may take place outside of the flight season. Dates may be extended if funds are available and upon agreement with the Contractor.

WSDA may collect yard debris on days outside of the sites scheduled operations. The contractor and WSDA will come to an agreement if the site will receive yard debris for these activities.

STAFFING

Contractor will staff the proposed location during business hours. Attendant will verify that customers are located within the quarantine area using WSDA provided online map. Businesses hauling waste in will also need to be verified that their customers’ waste is located within the quarantine area.

Acceptable forms of address verification are:

· Government issued identification card

· Property tax receipt

· Posted mail with name

· Utility bill

· Lease agreement or mortgage statement

· Insurance card

· Voter registration card

· College enrollment papers

· Bank or credit card statement, insurance policy or bill

· landscape services contract

WSDA may collect yard debris on days outside of the sites scheduled operations. The contractor and WSDA will come to an agreement on the staffing needs for these activities.

PERMITS

WSDA suggests that contractors aim to follow guidelines set forth in WAC-173-350-320(2), Table 320-A, exemption #3 which will allow a proposed site to remain exempt from permitting based on the waste being received. If a contractor wishes to bundle proposal services at an existing site where a different type of waste is collected, it is the responsibility of the contractor to attain all necessary permits to remain compliant.

SITE SPECIFICATIONS

The proposed site will need to be large enough to accommodate at least 2,000 cubic yards of collected waste, unless a plan for transferal of waste during the season to a secondary site is proposed. When creating site plans contractor will need to reference Washington Department of Ecology and local Health Authority regulations.
