LIVESTOCK MORTALITY COMPOSTING ECONOMIC FEASIBILITY ANALYSIS

BIDDER:
_________________________________

TYPE/PRINT FULL LEGAL NAME OF BIDDER COMPANY

OBJECTIVES AND SCOPE OF WORK INCLUDE (BUT ARE NOT LIMITED TO):

WSDA SEEKS ECONOMIC FEASIBILITY ANALYSIS SERVICES RELATED TO THE BUILDOUT OF LIVESTOCK MORTALITY COMPOSTING IN WASHINGTON STATE. THE OBJECTIVES OF THIS WORK ARE:

· PROVIDE SUFFICIENT, RELIABLE, AND ECONOMICALLY VIABLE SOLUTIONS FOR THE MANAGEMENT OF ANIMAL-DERIVED FEEDSTOCKS (MORTALITIES, OFFAL, ETC.) THROUGH COMPOSTING RATHER THAN ALTERNATIVE OPTIONS.

· PREPARE THE STATE TO MANAGE THE SURGE VOLUMES OF ANIMAL-DERIVED FEEDSTOCKS FROM NON-PATHOGENIC EMERGENCY LIVESTOCK MORTALITY EVENTS.

· ASSESS THE IMPACTS OF CURRENT STATE POLICY ON THE MEAT PROCESSING SUPPLY CHAIN AND DETERMINE AN INTERVENTION STRATEGY TO MITIGATE THOSE IMPACTS

HIGH-LEVEL TASKS INCLUDE:

1. ECONOMIC FEASIBILITY ANALYSIS. CONTRACTOR SHALL EVALUATE THE ECONOMIC VIABILITY OF COMPOSTING ANIMAL-DERIVED FEEDSTOCKS IN WASHINGTON. ANALYSIS SHALL COMPARE COSTS AND BENEFITS OF COMPOSTING RELATIVE TO ALTERNATIVE DISPOSAL OPTIONS FOR FEEDSTOCK PRODUCERS AND COMPOSTING FACILITIES OF VARYING SCALES. PROFITABILITY, COST BARRIERS, AND LONG-TERM FINANCIAL SUSTAINABILITY SHALL BE ASSESSED ACROSS ROUTINE AND EMERGENCY MANAGEMENT SCENARIOS. DATA COLLECTION FROM PRIMARY SOURCES MAY BE REQUIRED WHEN ECONOMIC DATA IS UNAVAILABLE FOR THE ABOVE ANALYSES.

2. STAKEHOLDER PERCEPTION. CONTRACTOR SHALL ASSESS THE PERCEPTIONS, CONCERNS, AND RECEPTIVENESS OF LIVESTOCK PRODUCERS, MEAT PROCESSORS, COMPOST FACILITY OPERATORS, AND OTHER RELEVANT STAKEHOLDERS TOWARD COMPOSTING ANIMAL-DERIVED FEEDSTOCKS. FINDINGS SHALL SUMMARIZE OPPORTUNITIES, BARRIERS, AND INFORMATION GAPS INFLUENCING STAKEHOLDER WILLINGNESS TO PARTICIPATE IN COMPOSTING PROGRAMS AND INFRASTRUCTURE DEVELOPMENT.

3. INFRASTRUCTURE BARRIER ASSESSMENT. CONTRACTOR SHALL IDENTIFY PHYSICAL, LOGISTICAL, AND REGULATORY BARRIERS LIMITING THE COLLECTION, TRANSPORT, AND PROCESSING OF ANIMAL-DERIVED FEEDSTOCKS IN WASHINGTON. ASSESSMENT SHALL INCLUDE FACILITY CAPACITY, PERMITTING REQUIREMENTS, EQUIPMENT NEEDS, AND GEOGRAPHIC SERVICE GAPS FOR BOTH ROUTINE AND EMERGENCY DISPOSAL SCENARIOS. RECOMMENDATIONS SHALL ADDRESS INFRASTRUCTURE IMPROVEMENTS NEEDED TO SUPPORT A ROBUST LIVESTOCK MORTALITY COMPOSTING SYSTEM.

4. STATE INTERVENTION LEVER ANALYSIS. CONTRACTOR SHALL EVALUATE POTENTIAL STATE-LEVEL INTERVENTIONS, INCENTIVES, AND POLICY ACTIONS THAT COULD SUPPORT ANIMAL-DERIVED FEEDSTOCK COMPOSTING INFRASTRUCTURE AND PARTICIPATION. ANALYSIS SHALL IDENTIFY EFFECTIVE FINANCIAL, TECHNICAL, AND REGULATORY LEVERS TO OVERCOME IDENTIFIED BARRIERS AND ALIGN WITH WASHINGTON’S CLIMATE, ORGANICS DIVERSION, AND AGRICULTURAL RESILIENCE GOALS.

FOR FURTHER DETAILS REGARDING THIS PROJECT’S BACKGROUND, SCOPE OF WORK AND ANTICIPATED DELIVERABLES, SEE EXHIBIT B-2 STATEMENT OF WORK.
