About this file

This document is a Government Response to Industry Questions regarding the JWCC Unified Cloud Marketplace (UCM) Core Draft Performance Work Statement. The Defense Information Systems Agency is establishing a multi-tier cloud framework with JWCC UCM Core (Tier I) serving as the primary vehicle for general-purpose, global hyperscale Cloud Service Offerings (CSOs), including first-party XaaS and approved third-party offerings through hyperscaler marketplaces. JWCC UCM Premier (Tiers II and III) will be addressed through a separate future solicitation and will cover specialized, non-hyperscale IaaS, PaaS, SaaS, and professional services, as well as emerging cloud technologies. Prime contractors selected for JWCC UCM Core are not eligible to compete as prime contractors for UCM Premier, though specialized offerings hosted on Tier I infrastructure may remain eligible if the underlying hyperscale infrastructure is not the primary capability being resold.

The document clarifies that JWCC UCM Core will retain a Third-Party Marketplace for contractor-hosted, approved third-party offerings integrated within the CSP environment, separate from future UCM Premier procurement pathways. Core offerors will be evaluated exclusively against requirements in the final JWCC UCM Core solicitation without consideration of unstated UCM Premier obligations. Edge Devices under UCM Core must support authorized CSOs at operational and tactical edge locations, including DDIL environments, with each CSP providing first- or third-party devices that meet applicable PWS requirements. Financial Operations requirements mandate comprehensive analytical reporting at each classification level and Impact Level, including API-accessible, aggregated cost and usage data compliant with the FOCUS schema, plus integrated billing, invoice reconciliation, spend-threshold notifications, burn-rate projections, and cost forecasting to support Mission Owner financial management and Department of War visibility into cloud spending.

JWCC Unified Cloud Marketplace (UCM) Core Selected High-Level Industry Questions and Government Responses ‘Draft Performance Work Statement (PWS)’ Industry Engagement, July 2026 Industry submitted a broad range of questions and comments in response to the JWCC UCM Core Draft PWS. The questions below consolidate several recurring themes concerning the JWCC UCM framework, the scope boundary between UCM Core and the planned UCM Premier vehicle, participation across the two vehicles, the continued role of the UCM Core Third-Party Marketplace, Edge Devices, and Financial Operations (FinOps) requirements. These responses are intended to provide industry with high-level context on the Government’s current approach to these commonly raised topics.

Note: These responses are provided for information only. Final requirements and terms will be established within the final solicitation documents.

High-Level Questions and Responses

1. What are the JWCC UCM Tiers, and what does JWCC UCM Core cover?

Government Response: JWCC UCM is envisioned as a multi-tier framework. JWCC UCM Core (Tier I) addresses general purpose, global hyperscale Cloud Service Offerings (CSO), including first-party XaaS and approved third-party offerings purchased through a hyperscaler’s Third-Party Marketplace. JWCC UCM Premier (Tier II and Tier III) is being planned as a separate acquisition vehicle for specialized, non-hyperscale IaaS, PaaS, SaaS, and related professional services (Tier II) and emerging cloud technologies (Tier III). The Government intends to define the final Tier II and Tier III scope, eligibility, authorization, and evaluation criteria in a proposed future solicitation.

2. Can a JWCC UCM Core CSP compete for JWCC UCM Premier (Tier II or Tier III)?

Government Response: Under the Government’s current planning approach, a JWCC UCM Core prime contractor would not be eligible for a JWCC UCM Premier prime contract. UCM Premier is not intended to provide a separate pathway for UCM Core CSOs (including IaaS, PaaS, or SaaS) whether they are offered directly by a UCM Core prime contractor or offered through a reseller. Specialized CSOs hosted on Tier I infrastructure and available through the UCM Core Marketplace may remain eligible, provided the underlying hyperscale infrastructure is not being resold as the primary capability. Final eligibility requirements will be established in the applicable future solicitation.

3. Why does JWCC UCM Core retain a Third-Party Marketplace if a separate JWCC UCM Premier (Tier II and Tier III) vehicle is planned?

Government Response: The UCM Core Third-Party Marketplace is a Contractor-hosted capability for approved third-party offerings integrated with or delivered through the UCM Core CSP environment. Separate UCM Premier (Tier II and Tier III) pathways are intended to address other procurement models and do not eliminate the need for Cloud Service Provider (CSP)-hosted marketplace functionality within UCM Core. The Government intends to define the boundaries between these pathways in proposed solicitation documents, while providing the Government with maximum flexibility.

4. Will future JWCC UCM Premier (Tier II or Tier III) requirements affect the JWCC UCM Core competition or evaluation?

Government Response: JWCC UCM Core offerors will be evaluated only against the requirements expressly stated in the final JWCC UCM Core solicitation. Future JWCC UCM Premier (Tier II and Tier III) requirements will be addressed separately from JWCC UCM Core. Industry should not infer unstated UCM Premier or cross-contract obligations from the UCM Core requirements.

5. What is the intended scope of Edge Devices and Services under JWCC UCM Core?

Government Response: JWCC UCM Core is intended to provide Edge Devices that support authorized CSOs at the operational and tactical edge, including in DDIL environments. The UCM Core CSP may provide first- or third-party Edge Devices to satisfy the applicable PWS requirements. The Government is not prescribing a single common Edge implementation across all UCM Core CSPs; each UCM Core CSP must meet the applicable PWS requirements for its offered Edge Devices.

6. What are the Financial Operations (FinOps) requirements for JWCC UCM Core?

Government Response: JWCC UCM Core CSPs must provide comprehensive financial analytical reporting at each offered classification level and Impact Level, including current and historical data for one-time and continuing operational costs. The reporting capability must be API-accessible, provide aggregated Mission Owner and Task Order cost and usage data, and comply with the applicable FinOps Open Cost and Usage Specification (FOCUS) schema requirements. Contractors must also provide integrated billing, invoice reconciliation, spend-threshold notifications and controls, burn-rate and balance-exhaustion projections, and forecasting of future costs. These capabilities are intended to support detailed Mission Owner financial management and Department of War level visibility into cloud usage and spending.
