About this file
This is a Justification for Single Source Award issued by the Department of Veterans Affairs, VISN 04, Pittsburgh VA Healthcare System (VAPHS). The acquisition ID is 36C244-25-AP-3873, and the acquisition falls under FAR 13.106-1 for procurements exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold of $250,000.
VAPHS requires interior signage products from 2/90 Sign Systems to support an ongoing wayfinding project implemented in 2018 across the University Drive and Heinz campuses. The signs are needed for newly renovated areas to maintain consistency with the existing signage system. The justification cites unique characteristics specific to 2/90's proprietary signage system, including interchangeable inserts and plates, compliance with national VA directives for color and design, and continuity of language and graphics critical for Veterans navigating large medical centers. The 2/90 system design cannot be duplicated by competitors, and using an alternate vendor would create inventory complications, require additional maintenance products, and ultimately confuse Veterans and visitors. Limited market research was conducted, with the contracting activity determining that standardization of interior finish materials provides comfort and confidence for patients, visitors, and staff while reducing government costs through efficient ordering and stocking capabilities. The Contracting Officer, Benjamin Villasenor, certified the justification on January 26, 2026.

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Pittsburgh VA
Healthcare System (VAPHS), Pittsburgh, PA 15215 and Network Contracting Office 4 (NCO4). VISTA Transaction 646-26-1-23-0026
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VAPHS implemented an interior signage wayfinding project for the medical centers in 2018. Signage design and production was done by 2/90 Sign Systems for hundreds of directional, and room signs. As additional signs are required for newly renovated areas, new orders are required. Maintaining a standard product design is crucial for wayfinding continuity. This Sole Source Justification is for 2/90 Sign Systems Interior Signage to be used in this project at a cost of approximately
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: VAPHS uses 2/90 Sign Systems for interior signage design and manufacturing throughout the University Drive and Heinz campuses. The signs colors are compliant with national VA Directives for print material. The continuity of language, graphics, color, and design is critical for our Veterans in navigating the large medical centers. 2/90 signs are designed with interchangeable inserts and plates, so new signs do not have to be purchased each time a change is made, or a new need arises. This reduces costs to the Government, allows for a quick turn-around on ordering products, and allows for stocking of typically used signs within the facility. The signage system is unique to 2/90 and cannot be duplicated by another signage company. Allowing and alternate company would be costly, inefficient, and ultimately confusing for Veterans and visitors. The signage is manufactured with proprietary design and performance criteria.
4. Description of market research conducted and results or statement why it was not conducted: Market Research was done on a limited basis. VAPHS has been making a conscious effort to standardize interior finish materials throughout the medical center. Consistent and purposeful, selection of finished materials provides a level of comfort and confidence for VA patients, visitors, and staff. Subject Matter Experts have determined certain products to have characteristics that make them the best in the industry and for use in VAPHS. Duplication of materials would create a larger inventory utilizing furlable space, and require additional time and
